CITY OF HENDERSON HENDERSON ARTS ADVISORY COMMISSION MINUTES Tuesday, November 12, 2024 I. CALL TO ORDER Interim Chair Brandon Kemble, Assistant City Attorney III, called the Henderson Arts Advisory Commission meeting to order at 4:00 p.m., in the Parks and Recreation Conference Room, 105 W. Basic Road, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Rayna Booker, Administrative Assistant III, confirmed the Henderson Arts Advisory Commission meeting had been noticed in compliance with the Nevada Open Meeting Law. PRESENT: Jason Andoscia Angela Brommel Khloe Churko Yunior Fernandez Lopez Jane Sherlock Danette Tull ABSENT: Mickey Sprott (excused) STAFF: Brian Anderson, Assistant City Attorney III Chuck Ashby, Recreation Services Supervisor Rayna Booker, Administrative Assistant III Harmony Cole, Acting Deputy City Clerk Megan Heeres, Visual and Public Arts Supervisor Brandon Kemble, Assistant City Attorney III Brian Kendall, Parks and Recreation Manager III. PUBLIC COMMENT Coby Sherlock, 89074, acknowledged the Commissioners’ dedication and stated he looks forward to what the Henderson Arts Advisory Commission will accomplish. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Commissioner Jason Andoscia moved to accept the agenda, as presented. (Vote) The vote favoring approval was unanimous. Interim Chair Brandon Kemble declared the motion carried. V. NEW BUSINESS 1 WELCOME AND INTRODUCTIONS OF HENDERSON ARTS ADVISORY COMMISSION STAFF REPRESENTATIVES PARKS AND RECREATION Brian Kendall, Parks and Recreation Manager, Megan Heeres, Visual and Public Arts Supervisor, Chuck Ashby, Recreation Services Supervisor, Rayna Booker, Administrative Assistant III, and Brandon Kemble, Assistant City Attorney III, introduced themselves to the commissioners. 2 WELCOME AND INTRODUCTIONS OF THE HENDERSON ARTS ADVISORY COMMISSIONERS PARKS AND RECREATION Commissioners Jason Andoscia, Angela Brommel, Khloe Churko, Yunior Lopez Fernandez, Jane Sherlock, and Danette Tull introduced themselves to the Commission. 3 OPEN MEETING LAW AND ETHICS TRAINING PARKS AND RECREATION Brandon Kemble, Assistant City Attorney III, gave a PowerPoint presentation, titled Ethics and Open Meeting Law - Ensuing Public Trust in Government. 4 HENDERSON ARTS ADVISORY COMMISSION BYLAWS PARKS AND RECREATION Brandon Kemble, Assistant City Attorney III, reviewed the Henderson Arts Advisory Commission draft bylaws for consideration and adoption. Mr. Kemble recommended the language be amended to a simple majority of the voting memberships less any vacancies. Henderson Arts Advisory Commission Meeting Page 3 of 4 Tuesday, November 12, 2024 – Minutes (Motion) Commissioner Danette Tull moved to adopt the Henderson Arts Advisory Commission bylaws, as amended. (Vote) The vote favoring approval was unanimous. Interim Chair Brandon Kemble declared the motion carried. 5 HENDERSON ARTS ADVISORY COMMISSION RESPONSIBILITIES AND COMMITMENT REQUIREMENTS PARKS AND RECREATION Brian Kendall, Parks and Recreation Manager, Megan Heeres, Visual and Public Arts Supervisor, and Chuck Ashby, Recreation Services Supervisor, reviewed the responsibilities and commitment requirements of the Henderson Arts Advisory Commission. 6 ELECTION CHAIRPERSON PARKS AND RECREATION (Motion) Commissioner Angela Brommel moved to elect Commissioner Jason Andoscia as Chair to the Henderson Arts Advisory Commission. (Vote) The vote favoring approval was unanimous. Interim Chair Brandon Kemble declared the motion carried. 7 ELECTION VICE CHAIRPERSON PARKS AND RECREATION (Motion) Commissioner Jane Sherlock moved to elect Commissioner Angela Brommel as Vice Chair to the Henderson Arts Advisory Commission. (Vote) The vote favoring approval was unanimous. Chair Jason Andoscia declared the motion carried. Henderson Arts Advisory Commission Meeting Page 4 of 4 Tuesday, November 12, 2024 – Minutes 8 STAFF REPORTS PARKS AND RECREATION Brian Kendall, Parks and Recreation Manager, Megan Heeres, Visual and Public Arts Supervisor, and Chuck Ashby, Recreation Services Supervisor, provided information on upcoming events as they relate to advising the Parks and Recreation Department on the promotion, creation, and support of City Arts programs, including performing arts, literary arts, visual arts, and public arts education and responded to questions from Commission members. VI. CHAIRMAN\MEMBER COMMENTS Commissioner Junior Fernandez Lopez asked to clarify the Henderson Arts Advisory Commission meeting schedule. Chair Jason Andoscia requested a future agenda item for discussion regarding the Arts and Culture Master Plan. VII. SET NEXT MEETING The next meeting was set for January 28, 2025, at 4:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX. RECOMMENDATION: Appoint Board members will elect a Vice Chairperson. 8 STAFF REPORTS PARKS AND RECREATION For Information and Discussion Only Staff Representative will provide information on upcoming events as they relate to advising the Parks and Recreation Department on the promotion, creation, and support of City Arts programs, including performing arts, literary arts, visual arts, and public arts education and respond to questions from Commission members. VI CHAIRMAN\MEMBER COMMENTS The Chairman and Members may speak on any subject under this section of the agenda. Chairman and Members may comment on matters including, without limitation, future agenda items, upcoming meeting dates, and meeting procedures. Comments made cannot be acted upon or discussed at this meeting, but may be placed on a future agenda for consideration.
