I. CALL TO ORDER
Chair Michelle Nelson called the meeting of the Parks and Recreation Board to
order at 5:00 p.m., in the Council Chambers Conference Room, 240 South
Water Street, Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
Karie Teruya, Executive Administrative Assistant, confirmed the Parks and
Recreation Board meeting had been noticed in compliance with the Nevada
Open Meeting Law.

Member Lee Thomson introduced a motion to accept the agenda, as presented.

Parks and Recreation Board Meeting minutes of October 2, 2024.
(Motion)
Member John Holman introduced a motion to approve the Parks and Recreation
Board Meeting minutes of October 2, 2024.
(Vote)
The vote favoring approval was unanimous. Chair Michelle Nelson declared the
motion carried.
2 SILVER SPRINGS PARK CELL TOWER
PUBLIC WORKS DEPARTMENT
Brian Podmenik, Senior Real Property Analyst, and Omar Saucedo, Director for
External Affairs of Wireless Policy Group, LLC, gave a presentation regarding
the cell tower located at Silver Springs Park.
A discussion ensued regarding the following:
Design of the cell tower and cell tower shroud.
Modernization of the cell tower: increased telecommunication capabilities
and compatibility with Nokia radios.
Project timeline and estimated completion for 2025.
Lease agreement.
Collaboration with Parks and Recreation Planning and Public Works.

Member Kurt Opsal introduced a motion to approve the plans for the existing
cell tower located at Silver Springs Park.
(Vote)
The vote favoring approval was unanimous. Chair Michelle Nelson declared the
motion carried.
3 CADENCE NEIGHBORHOOD PARK L (EXPEDITION PARK)
PARKS AND RECREATION DEPARTMENT
Geoffrey Schafler, Principal Landscape Architect of LAGE Design, provided a
conceptual plan on Expedition Park, for consideration.
A discussion ensued regarding the following:
Design of the bean bag toss area.
Fence requirements due to proximity of vehicular traffic.
Planned shade structures.
Design of ingress and egress.

Member Lee Thomson introduced a motion to approve the conceptual plan on
Expedition Park.
(Vote)
The vote favoring approval was unanimous. Chair Michelle Nelson declared the
motion carried.
4 PARK RULE UPDATES
PARKS AND RECREATION DEPARTMENT
Ian Massy, Public Response Manager, provided an update to the Park Rules
referenced in the Henderson Municipal Code 2.27 Ordinance.
A discussion ensued regarding the following
Hours of operation for lit and unlit trails.
Electric scooters.
Enforcement of the park rules.
Turnaround time for park permits.
Existing rules regarding alcoholic beverages at parks.

5 REIMAGINE BOULDER HIGHWAY
PUBLIC WORKS DEPARTMENT
Steven Conner, City Engineer, provided a history and an update on the
Reimagine Boulder Highway project.
A discussion ensued regarding the following:
Coordination with the Southern Nevada Regional Transportation
Commission regarding traffic signal controls.
Boulder Highway trails and bike lanes.
Pet stations along the sidewalk.
Impact on businesses along Boulder Highway.
Stakeholder meetings.
6 OPEN SPACE AND TRAILS PLAN UPDATE
PARKS AND RECREATION
Amie Wojtech, Park Planning Manager, provided an update on the Open Space
and Trails Plan.
7 CADENCE NEIGHBORHOOD PARK O (BELLISSIMO PARK)
PARKS AND RECREATION DEPARTMENT
Kevin Yamashita, Park Planner, provided information on pre-final plans for
consideration and approval.
(Motion)
Member Lee Thomson introduced a motion to approve the pre-final plans for
Bellissimo Park.
(Vote)
The vote favoring approval was unanimous. Chair Michelle Nelson declared the
motion carried.

8 STAFF REPORT
PARKS AND RECREATION DEPARTMENT
Angela Summers, Director of Parks and Recreation, reported on upcoming
events, grand openings, ground breakings, special events, awards and/or
programs, including the following:
The City of Henderson won the Malcolm Baldridge Award.
Collaboration with the City of Plano, Texas.
Staff attended a national conference to address the health and wellness
of employees.
Staff attended the Athletic Business Conference focusing on how to
improve our field allocation process and the economic impact of sports
teams.
Southern Nevada Public Land Management Act (SNPLMA) awarded the
City of Henderson $16,500,000.00 for Downtown Park and
$18,500,000.00 for Morell Park
12 pickleball courts are being constructed at Black Mountain Recreation
Center that will be opening in Spring 2025.
Winterfest celebration on December 5 and 6, 2024.
VI. CHAIRMAN\MEMBER COMMENTS
There were no chairman\member comments presented.
VII. SET NEXT MEETING
The next meeting was set for February 5, 2025, at 5:00 p.m.
VIII. PUBLIC COMMENT
Stephanie Clark, 89052, inquired about the City’s partnership with Chicken N’
Pickle.
IX. ADJOURNMENT
There being no further business to come before the Board, Chair Michelle
Nelson adjourned the meeting at 6:20 p.m.
