CITY OF HENDERSON COMMUNITY EDUCATION ADVISORY BOARD REGULAR MEETING MINUTES Wednesday, November 6, 2019 I. CALL TO ORDER Chairman Lee Farris called the City of Henderson Community Education Advisory Board meeting to order at 3:06 p.m. in the Mayor and Council Board Room, City Hall, 4th Floor, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Nanci Waters, Board Secretary, confirmed the Henderson Community Education Advisory Board meeting had been noticed in compliance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the agenda to everyone appearing on the agenda and to all those on the Agenda Master Mailing List and Emailing List. ACCEPTANCE OF AGENDA (Motion) Ms. Trosper introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Farris declared the motion carried. V. NEW BUSINESS NB-1 MINUTES HENDERSON COMMUNITY EDUCATION ADVISORY BOARD SEPTEMBER 4, 2019 Henderson Community Education Advisory Board meeting minutes of September 4, 2019. (Motion) Ms. Tyson introduced a motion to adopt the Henderson Community Education Advisory Board meeting minutes of September 4, 2019, as presented. The vote favoring approval was unanimous. Chairman Farris declared the motion carried. NB-2 PRESENTATION ON HISTORICAL STUDIES OF SCHOOL DISTRICT REALIGNMENT Dr. Nancy Brune, Executive Director, Guinn Center for Policy Priorities, will present historical studies that were convened during the 2015 Legislative Session that examined AB394 and possible realignments of Nevada school districts. Henderson Community Education Advisory Board Page 3 of 7 Wednesday, November 6, 2019 – Minutes Dr. Nancy Brune, Executive Director, Guinn Center for Policy Priorities, presented an overview of historical studies that examined the possible realignments of Nevada school districts. Referring to a comment made by Ms. Brune that schools with a high number of new teachers and teacher vacancies are concentrated in schools with a high number of low-income students, Chairman Farris asked if that finding is unique to Clark County. Ms. Brune responded that her group did not study other locations for this paper; however, from their work in education, they see these trends in other school districts as well. Responding to an inquiry by Chairman Farris regarding the percentage of African American students in Clark County, Ms. Brune stated the African American population makes up approximately 11 or 12 percent of Clark County. A lengthy discussion ensued regarding the various challenges and considerations with Henderson establishing its own school district or realigning the Clark County School District. NB-3 UPDATE ON CEAB 2019-2024 WORK PLAN Staff will present the revised 2019-2024 CEAB Work Plan for discussion and will ask the Board to accept the final version. Shelly Labay, Senior Planner, reviewed the 2019-2024 CEAB Work Plan draft the Board voted on at the September 4, 2019, CEAB Meeting. Ms. Labay then provided an overview of staff’s proposed updates to the Work Plan for the Board to discuss. Following a discussion regarding the proposed updates to the 2019-2024 CEAB Work Plan, it was the consensus of the Board to add to the following goals:  Increase CEAB’s influence over educational policy in Southern Nevada.  Add an action item advocating for programs that would address the region’s shortage of qualified teachers.  Increase CEAB’s influence over the educational governance structure.  Advocate for more funding for schools from the State despite any future structure changes. (Motion) Ms. Steele introduced a motion to approve the revised language of the 2019-2024 CEAB Work Plan. The vote favoring approval was unanimous. Chairman Farris declared the motion carried. Henderson Community Education Advisory Board Page 4 of 7 Wednesday, November 6, 2019 – Minutes NB-4 ANNUAL UPDATE ON 2019 HENDERSON SCHOOL REPORT CARD Staff will present the 2019 data updates to the Henderson School Report Card. The Henderson School Report Card measures progress on citywide indicators of educational success, as well as measures from individual Henderson public and charter schools. Annamarie Smith, Planner II, referred to the backup material titled Indicators Dashboard: Measuring Progress in Henderson Schools and updated the Board on the progress of citywide indicators of educational success. She stated staff added ACT scores data and noted Henderson schools are doing well in comparison to Clark County and state of Nevada. NB-5 DISCUSSION AND INPUT ON PRESCHOOL FEASIBILITY STUDY SCOPE Staff will present the draft scope for the Preschool Feasibility Study for feedback and input from the Board. The Feasibility Study will analyze best practices and options for the City to increase preschool enrollment citywide as one of the CEAB priorities. Ms. Steele made the following disclosure statement: “Pursuant to the Nevada Ethics Laws, I would like to disclose that my employer, the Public Education Foundation, may be interested in pursuing a contract with the City to perform the study that is subject of this item to be discussed. I believe my commitment in a private capacity to the Foundation may affect my independence of judgement and the judgement of a reasonable person in this situation concerning this item. For that reason, I have been advised by counsel for the CEAB to abstain from the deliberations and the voting of this item.” Shelly Labay, Senior Planner, referred to the backup material titled Scope of Work and Deliverable(s) to provide the Board a draft scope of a Feasibility Study the City is looking to have done to increase preschool enrollment citywide. She asked the Board for their input and added recommendations for the study to consider. Chairman Farris inquired how potential consultants are going to quantify the scope of improvement needed to increase preschool enrollment citywide. Lisa Corrado, Assistant Director of Community Development and Services, responded the improvement will have to start with increasing enrollment by at least five percent based on what was set by the Strategic Plan, and then the goals and scope can be changed from there. Following a question by Mr. O’Dowd regarding how staff is defining what qualifies as a preschool program, Ms. Labay stated only programs licensed by the State will be considered. Henderson Community Education Advisory Board Page 5 of 7 Wednesday, November 6, 2019 – Minutes Ms. Tyson asked whether the study will also address how the City can assist or improve programs that are currently in use in Henderson schools. Ms. Labay said a recommendation for supporting current programs could also be considered. Following a lengthy discussion, it was the consensus of the Board for the Feasibility Study to include the following:  Federal nutrition programs when the program’s size requires it.  Keep numbers in perspective geographically.  Look at both preschool and charter schools.  The costs of programs for families.  Creative funding mechanisms and resources.  Listen to community outreach by City.  Attracting a rigorous curriculum including high quality teachers and staff. Ms. Corrado stated staff should be able to provide a potential timeline of the study at the next CEAB meeting in February. Referring to the document titled Consultants, Stakeholders, and Potential Partners, Ms. Labay inquired if the Board had any recommendations to add to the list. Following a discussion, it was the consensus of the Board to add the following groups for consideration:  Potential Consultants: o Public Education Foundation (PEF)  Potential Stakeholders: o Pinecrest/Cadence Pre-Kindergarten o Tara Williams (Motion) Ms. Tyson introduced a motion to accept the Board’s recommendations to the Feasibility Study and Consultants, Stakeholders, and potential Partners. The roll call vote favoring passage was: Those voting aye: Stacey Allen, Stephen Augspurger, Jenn Blackhurst, Annette Dawson-Owens, Richard Derrick, Lee Farris, Mike O’Dowd, Dr. Dennis Potthoff, Wanda Shumar, Elizabeth Trosper, Jodi Tyson, and Greg Wells. Those voting nay: None. Those absent: Patricia Charlton and Dr. Marya Shegog. Those abstaining: Judith Steele. Chairman Farris declared the motion carried. Henderson Community Education Advisory Board Page 6 of 7 Wednesday, November 6, 2019 – Minutes NB-6 STAFF UPDATES Staff will summarize research requests and follow-up items they will be working on for future meetings, as well as anticipated content for the next meeting. Shelly Labay, Senior Planner, briefed the Board on the following upcoming meetings:  On November 7, 2019, City staff will meet with principals from both public and charter schools in Henderson to inform them of the City’s strategic funding focus and receive input from the principals on where they believe funding will best serve their schools moving forward.  On December 3, 2019, the Clark County School District Region 3 Superintendents will make their quarterly presentations focused on academic achievement to the City Council. Ms. Labay informed the Board of an email the City received on behalf of Newton Elementary School stating that since receiving funding support from the City, Newton Elementary School has been able to rise from a two-star school to a four-star school. VI. CHAIRMAN\MEMBER COMMENTS Following Mr. Derrick’s request for clarification regarding whether Henderson schools are spread throughout multiple regions or within one, Shelly Labay, Senior Planner, clarified that all of Henderson’s schools fall within Region 3. Ms. Steele informed the Board of an upcoming summit being held at the Caesars Place on December 17, 2019. She stated the topic of the summit is Diversity Matters and the Public Education Foundation is inviting community members, including members of the Board, to attend. Richard Derrick, City Manager, requested an update on the Premiere Schools Partnership as a future agenda item for the Board to discuss. VII. SET NEXT MEETING The next meeting was set for February 5, 2020. VIII. PUBLIC COMMENT Sherinae Rittgers and Samantha Ford, Nevada Health Centers, informed the Board that Nevada Health Centers has two locations in Henderson, one at Lake Mead Parkway and Boulder Highway and the Bower School-based Health Center. They expressed interest in partnering with the Henderson Community Education Advisory Board to help expand services for school-based health centers. Henderson Community Education Advisory Board Page 7 of 7 Wednesday, November 6, 2019 – Minutes Responding to Ms. Tyson’s question regarding whether the Henderson location is the only school-based health center, Ms. Ford stated CP Squires is a second school-based health center located on the east side of Las Vegas and that Nevada Health Centers offer additional resources including mobile units.
