CITY OF HENDERSON COMMUNITY EDUCATION ADVISORY BOARD REGULAR MEETING MINUTES Wednesday, September 28, 2022 I. CALL TO ORDER Chair Lee Farris called the City of Henderson Community Education Advisory Board meeting to order at 3:07 p.m. in the Mayor and Council Boardroom, City Hall, 4th Floor, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Helen Coombs, Board Secretary, confirmed the Henderson Community Education Advisory Board meeting had been noticed in compliance with the Nevada Open Meeting Law by posting the agenda three working days prior to the meeting. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA Item 3 was moved up in the agenda to be heard immediately following Item 1, at the request of staff. (Motion) Patricia Charlton introduced a motion to accept the agenda, as amended. The roll call vote favoring passage was: Those voting aye: Allen, Blackhurst, Charlton, Derrick, Farris, Shumar, Trosper, and Tyson. Those voting nay: None. Those absent: Dawson-Owens, Potthoff, O’Dowd, Shegog, and Steele. Those abstaining: None. Chair Farris declared the motion carried. V. NEW BUSINESS 1 MINUTES HENDERSON COMMUNITY EDUCATION ADVISORY BOARD JUNE 29, 2022. CITY MANAGER'S OFFICE Henderson Community Education Advisory Board meeting minutes of June 29, 2022. (Motion) Wanda Shumar introduced a motion to adopt the Henderson Community Education Advisory Board meeting minutes of June 29, 2022, as presented. The roll call vote favoring passage was: Those voting aye: Allen, Blackhurst, Charlton, Derrick, Farris, Shumar, Trosper, and Tyson. Those voting nay: None. Those absent: Dawson-Owens, Potthoff, O’Dowd, Shegog, and Steele. Those abstaining: None. Chair Farris declared the motion carried. Henderson Community Education Advisory Board Page 3 of 6 Wednesday, September 28, 2022 – Minutes 2 PRESENTATION TEACHER RECRUITMENT AND RETENTION ADVISORY TASK FORCE CITY MANAGER'S OFFICE A representative from the Nevada Department of Education, Office of Educator Development, Licensure, and Family Engagement, will present information about the Teacher Recruitment and Retention Advisory Task Force, its research, and recommendations. Kathleen Galland-Collins, KellyLynn Charles, and Belinda Schauer, with the Nevada Department of Education (NDE), presented a PowerPoint presentation titled, Nevada State Teacher Recruitment and Retention Advisory Task Force Recommendations. Following the request of Patricia Charlton, Ms. Galland-Collins discussed the potential timeline any of the recommendations could be put into action, and she noted the recommendations that have already begun operation. Dr. Dennis Potthoff noted the number of teachers in Nevada who are recruited from other states and how that is going to become increasingly challenging to accomplish moving forward. Following the inquiry of Chair Farris regarding an estimated cost to implement the recommendations, Ms. Galland-Collins said the task force was not instructed to identify a dollar amount of the recommendations; therefore, that determination would be up to the legislatures to decide on. A discussion ensued regarding some of the recommendations discussed in the presentation and other considerations the Board believe is relevant in the discussion of recruitment, retention, and development of teachers locally. Following comments made during the discussion, Ms. Galland-Collins discussed how teachers and general members of the public may access the report and its recommendations. Henderson Community Education Advisory Board Page 4 of 6 Wednesday, September 28, 2022 – Minutes 3 PRESENTATION CITY OF HENDERSON EDUCATION ANALYSIS CITY MANAGER'S OFFICE Staff will provide information on educational outcomes for K-12 students attending public schools within Henderson's boundaries from Applied Analysis' 2022 Education Analysis Report. Note: This item was moved up in the agenda and heard immediately following Item 1. Jeremy Aguero with Applied Analysis presented a PowerPoint presentation titled, City of Henderson Education Analysis 2022 Update, which discussed educational outcomes for K-12 students attending public schools within Henderson. He clarified that the data was accumulated from all the CCSD public schools in Henderson and those charter schools in Henderson for which data was available. A discussion ensued regarding how Henderson schools measure in comparison to similar sized school districts around the U.S. and concerns regarding student scores in the field of mathematics. 4 PRESENTATION HENDERSON SCHOOL SUMMIT SUMMARY AND OUTCOMES CITY MANAGER'S OFFICE Staff will provide a summary of the first Henderson School Summit, and report outcomes of the event. Tara Phebus, Education Initiatives Officer, presented a summary of the presentations, activities, attendees, and takeaways of the first Henderson School Summit held on September 13, 2022. Chair Farris thanked members Dr. Dennis Potthoff and Judith Steele for attending the summit on behalf of the Board. A discussion ensued regarding some of the takeaway recommendations from the summit and how they coincide with the City’s efforts for attracting and retaining teachers. Henderson Community Education Advisory Board Page 5 of 6 Wednesday, September 28, 2022 – Minutes 5 PRESENTATION CITY OF HENDERSON STRATEGIC PLAN UPDATE PRIORITY AREAS CITY MANAGER'S OFFICE Staff will provide information on the current opportunity areas identified in the City of Henderson Strategic Plan and lead a discussion on the priority areas of focus to help in developing the 2023 Henderson Strategic Plan. Tara Phebus, Education Initiatives Officer, presented a summary of this item and requested input from Board members regarding potential priority areas of focus to help in developing the 2023 Henderson Strategic Plan. A discussion ensued regarding members’ interests and recommendations for potential priority areas. 6 STAFF UPDATE GENERAL ITEMS CITY MANAGER'S OFFICE Staff will provide brief updates on the APPLE (All People Promoting Literacy Efforts), the City's AmeriCorps program, and ACT Bootcamp. Max Fenster, Education Initiatives Analyst, presented a summary of the All People Promoting Literacy Efforts (APPLE) Partnership kickoff event held for librarians on September 7, 2022, and the upcoming ACT bootcamp the City is planning to host at the Heritage Park Senior Facility in January 2023. He also noted that author/illustrator, Tom Watson, will be hosting a book signing event on October 5, 2022, at the Paseo Verde Library. Sofia Cano Allison, AmeriCorps Grant Coordinator, introduced herself to the Board and gave a brief overview of her professional background and time in Henderson. VI. CHAIR\MEMBER COMMENTS Wanda Shumar said she would like the Board to investigate ways to raise teacher salaries to be comparable to casino employee salaries as a way to address attracting and retaining more teachers locally. Richard Derrick, Jodi Tyson, and Patricia Charlton mentioned affordable housing, loan forgiveness programs, and other ideas that could assist teachers as additional measures that should be considered in the City’s efforts attracting and retaining teachers. Henderson Community Education Advisory Board Page 6 of 6 Wednesday, September 28, 2022 – Minutes VII. SET NEXT MEETING The next meeting was set for Wednesday, December 14, 2022, at 3:00 p.m. IX. PUBLIC COMMENT Jshauntae Marshall, 89178, cofounder of the 1865 No Racism In Schools organization, encouraged the Board to engage and work with grassroot organizations when developing recommendations and strategies to address various educational issues. She also discussed the possibility for targeting international and bilingual educators when discussing teacher recruitment, as well as mixed-use housing options for millennial teachers who may not be interested in buying the typical single-family first-time house. Anna Binder, 89015, discussed some of the economic issues students are facing that are hampering their abilities in school, and expressed her concerns over the working conditions for the City’s Safekey staff. She also stated one of the best ways the City can support their local school principals is by supporting SOT laws. X.
