Wednesday, December 14, 2022
I. CALL TO ORDER
Chair Lee Farris called the City of Henderson Community Education Advisory
Board meeting to order at 3:09 p.m. in the Mayor and Council Boardroom,
City Hall, 4th Floor, 240 South Water Street, Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
Helen Coombs, Board Secretary, confirmed the Henderson Community
Education Advisory Board meeting had been noticed in compliance with the
Nevada Open Meeting Law by posting the agenda three working days prior to
the meeting.

IV. ACCEPTANCE OF AGENDA
(Motion)
Elizabeth Trosper introduced a motion to accept the agenda, as presented.
The roll call vote favoring passage was: Those voting aye: Blackhurst,
Charlton, Dawson-Owens, Farris, Potthoff, Shumar, and Trosper. Those voting
nay: None. Those absent: Allen, Derrick, O’Dowd, Shegog, Steele, and
Tyson. Those abstaining: None. Chair Farris declared the motion carried.

(Motion)
Wanda Shumar introduced a motion to adopt the Henderson Community
Education Advisory Board meeting minutes of September 28, 2022, as
presented.
The roll call vote favoring passage was: Those voting aye: Blackhurst,
Charlton, Dawson-Owens, Farris, Potthoff, Shumar, and Trosper. Those voting
nay: None. Those absent: Allen, Derrick, O’Dowd, Shegog, Steele, and
Tyson. Those abstaining: None. Chair Farris declared the motion carried.

HENDERSON PARKS AND RECREATION EVENTS AND SCHOOLS
COLLABORATION
CITY MANAGER'S OFFICE
Juanita Kariuki, Recreation Services Coordinator with Henderson Parks and
Recreation, will present information on City planned cultural arts events and
collaborative opportunities with Henderson schools.

Juanita Kariuki, Recreation Services Coordinator, gave a presentation, which
was added to the agenda as additional backup after the meeting, and provided
a summary of the City of Henderson’s Parks and Recreation Department’s
various cultural arts events and experiences throughout the Henderson
community and schools.
A brief discussion ensued regarding how the Parks and Recreation staff
determines the location of events and how the event’s success is measured.
3 PRESENTATION
LEGISLATIVE OVERVIEW
CITY MANAGER'S OFFICE
Nicole Rourke, City of Henderson Director of Government and Public Affairs,
will provide an overview of education-related items to be considered during the
82nd Session of the Nevada Legislature that begins February 6, 2023.
Nicole Rourke, City of Henderson Director of Government and Public Affairs,
gave a presentation, which was added to the agenda as additional backup after
the meeting, and provided a summary of the 2022 General Election results, the
Governor-elect’s education priorities, the Joint Interim Standing Committee on
Education, and additional education legislation considerations.
4 DISCUSSION
DEVELOPMENT OF BOARD RECOMMENDATIONS TO ADDRESS
TEACHER RECRUITMENT/RETENTION, STUDENT MENTAL HEALTH, AND
TEACHER MENTAL HEALTH
CITY MANAGER'S OFFICE
Staff will present information and lead a discussion to develop a recommended
plan of action to support efforts that address teacher recruitment/retention,
student mental health, and teacher mental health in Henderson schools.
Tara Phebus, Education Initiatives Officer, gave a presentation, which was
added to the agenda as additional backup after the meeting, and provided a
summary of the topics and takeaways from the September 2022 Henderson
School Summit and the September HCEAB meeting. She stated this item is to
discuss and develop recommendations from the Board to support efforts that
will address teacher recruitment, retention, and the mental health of students
and teachers in Henderson schools.
A lengthy discussion ensued regarding considerations the Board would like to
incorporate within their recommendations.

Dr. Maria Shegog introduced a motion to approve the following
recommendations to support efforts that will address teacher recruitment,
retention, and the mental health of students and teachers in Henderson schools:
Help promote the existing mental health programming available for
students and educators
Expanding peer-to-peer connection programs for students
Making a mental health expert available to students to speak with when in
need
Removing barriers to get interested teachers into the CCSD
Researching actual mental health support options for teachers
Helping make the Mind Body Medicine program available to more teachers
The roll call vote favoring passage was: Those voting aye: Blackhurst,
Charlton, Dawson-Owens, Farris, Shegog, Shumar, and Trosper. Those voting
nay: None. Those absent: Allen, Derrick, O’Dowd, Potthoff, Steele, and
Tyson. Those abstaining: None. Chair Farris declared the motion carried.
5 STAFF UPDATE
GENERAL ITEMS
CITY MANAGER'S OFFICE
Staff will provide brief updates on the 2022-2023 Mayor’s Honor Roll Awards,
Nevada Governor’s Office of Science, Innovation and Technology Designated
STEM School Open Houses, and AmeriCorps program recruitment.
Tara Phebus, Education Initiatives Officer, gave a presentation, which was
added to the agenda as additional backup after the meeting, and updated the
Board on the recent Henderson Mayor’s Honor Roll Award winners, Nevada
Governor’s Office of Science, Innovation and Technology Designated STEM
School open house events, and the City’s AmeriCorps program recruitment.
Responding to the question of Chair Farris regarding whether the Mayor’s
Honor Roll Awards will continue with the new Mayor-elect, Ms. Phebus affirmed
the awards will continue moving forward.
VI. CHAIR\MEMBER COMMENTS
Chair Farris requested there be an item on the next agenda to discuss how
Henderson schools ranked on their index scores to review their progress over
the effects of the pandemic.

Chair Farris stated board members Richard Derrick and Mike O’Dowd’s time on
the Board will be completed in January 2023; therefore, their vacancies will be
filled by Stephanie Garcia-Vause, Chief Strategy Officer/Assistant City
Manager, and another candidate, which has yet to be determined.
VII. SET NEXT MEETING
The next meeting was set for Wednesday, March 1, 2023, at 3:00 p.m.
IX. PUBLIC COMMENT
There were no Public Comments presented.
X. ADJOURNMENT
There being no further business to come before the Board, Chair Farris
adjourned the meeting at 4:41 p.m.

attacks, physical intimidation, threatening use of physical force, assault, battery, or any other
acts intended to impede the meeting or infringe on the rights of the board and/or committee
members, City staff, or meeting participants.
