I. CALL TO ORDER
Vice Chair Jodi Tyson called the City of Henderson Community Education
Advisory Board meeting to order at 3:04 p.m. in the Mayor and Council
Boardroom, City Hall, 4th Floor, 240 South Water Street, Henderson, Nevada
89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
Max Fenster, Board Secretary, confirmed the Henderson Community Education
Advisory Board Meeting had been noticed in compliance with the Nevada Open
Meeting Law.

III. PUBLIC COMMENT
Patricia Haddad, no ZIP code provided, representing the Clark County School
District, expressed her thanks to the City of Henderson for supporting children
through the rapid response to provide childcare to families during recent
emergency closures at local elementary schools.
IV. ACCEPTANCE OF AGENDA (For Possible Action)
(Motion)
Member Stephanie Garcia-Vause introduced a motion to accept the agenda, as
presented. The roll call vote favoring passage was unanimous. Vice Chair Jodi
Tyson declared the motion carried.

Henderson Community Education Advisory Board meeting minutes of June 14,
2023.
(Motion)
Member Wanda Shumar introduced a motion to adopt the Henderson
Community Education Advisory Board Meeting minutes of June 14, 2023, as
presented. The roll call vote favoring passage was unanimous. Vice Chair Jodi
Tyson declared the motion carried.
2 ELECTION OF OFFICERS
CHAIR
CITY MANAGER'S OFFICE
Per CEAB bylaws, an election for the Chair shall be held annually at a regular
meeting held no later than November 30th of each calendar year. Members will
put forth nominations and vote to elect/re-elect the Chair by a simple majority
vote. They shall hold office for one year or until their successor is elected.
(Motion)
Member Wanda Shumar introduced a motion to re-elect Lee Farris as Chair of
the Henderson Community Education Advisory Board. The roll call vote favoring
passage was unanimous. Vice Chair Jodi Tyson declared the motion carried.

3 ELECTION OF OFFICERS
VICE CHAIR
CITY MANAGER'S OFFICE
Per CEAB bylaws, an election for the Vice Chair shall be held annually at a
regular meeting held no later than November 30th of each calendar year.
Members will put forth nominations and vote to elect/re-elect the Vice Chair by a
simple majority vote. They shall hold office for one year or until their successor
is elected.
Vice Chair Jodi Tyson read a statement announcing the completion of her term
of service from the Henderson Community Education Advisory Board due to her
upcoming retirement and relocation.
(Motion)
Member Stephanie Garcia-Vause introduced a motion to elect Annette Dawson-
Owens as Vice Chair of the Henderson Community Education Advisory Board.
The roll call vote favoring passage was unanimous. Vice Chair Jodi Tyson
declared the motion carried.
Note: Member Jodi Tyson continued to run the meeting in the absence of Chair
Lee Farris.
4 PRESENTATION
LEGISLATIVE OVERVIEW
CITY MANAGER'S OFFICE
Nicole Rourke, Director of Government and Public Affairs Department for the
City of Henderson, will provide an overview of education items from the 82nd
Session of the Nevada Legislature.
Nicole Rourke, Director of Government and Public Affairs, presented a
summary of this item and reviewed the presentation titled CEAB Legislative
update. She highlighted the following slides:
Education Funding
Priority Legislation
Early Childhood Education
System Changes and Updates
Failed/vetoed Bills
A brief discussion ensued regarding the sustainability of school funding and
future projections.

Member Annette Dawson-Owens requested that the Board be kept up to date
on the progress of AB400, which would enable the City to sponsor charter
schools.
Member Stephanie Garcia-Vause thanked Ms. Rourke and the legislative team
for their work advocating on behalf of the City.
5 PRESENTATION
HENDERSON PARKS AND RECREATION ACADEMIC PROGRAMMING
CITY MANAGER'S OFFICE
Xanie Gann, Parks and Recreation Manager for the City of Henderson, will
present information on the Parks and Recreation Department's academic
programming.
Xanie Gann, Parks and Recreation Manager, presented a summary of this item
and reviewed the presentation titled Safekey & Teen Scene: Before and
Afterschool Programs. She highlighted the following slides:

Responding to a question by Member Dr. LoriAnn Navarette regarding
partnerships with the Library District, Ms. Gann expanded on the APPLE and
the Author Adventures partnership programs.
Members Annette Dawson-Owens and Lisa Satory expressed their appreciation
to the City staff for their efforts to support students and families.

Staff will provide an update on the City’s AmeriCorps program.

A discussion ensued regarding recruitment strategies and challenges including
outreach events, job conflict limitations, monthly allowance increase,
transference of the educational benefit, and award matching.
7 PRESENTATION
CCSD QUARTERLY MUNICIPALITY REPORT
CITY MANAGER'S OFFICE
Tara Phebus, Education Initiatives Officer for the City of Henderson, will present
data from Clark County School District's Quarterly Municipality Report.
Tara Phebus, Education Initiatives Officer, presented a summary of this item
and referred to the presentation attached to the backup, titled CCSD Quarterly
Municipality Report, and highlighted the decrease in chronic absenteeism.
Responding to a question by Member Dr. LoriAnn Navarette regarding more
information on the Henderson School Summit, Ms. Phebus provided an
overview of the goals of the summit, the resources provided to teachers, and
invited any interested Board members to attend.
8 STAFF UPDATE
GENERAL ITEMS
CITY MANAGER'S OFFICE
Staff will provide brief updates on the City's APPLE Kickoff event, the Blue
Ribbon Commission on Educational Excellence and Youth Opportunity, the
Henderson School Summit, and the Mayor's Honor Roll for the 2023-24 school
year.
Max Fenster, Education Initiatives Analyst, provided a summary of this item,
highlighted the APPLE kickoff event, the new members and workshop for the
Blue Ribbon Commission on Educational Excellence and Youth Opportunity,
and CEAB member involvement with the Mayor’s Honor Roll.
VI. CHAIR\MEMBER COMMENTS
Member Jodi Tyson expressed her support for the Board to return to aiding
schools with grant funds.
Member Stephanie Garcia-Vause expressed her thanks to Member Jodi Tyson
for her work on the Board and her legacy in bettering the lives of students.

VII. SET NEXT MEETING
The next meeting was set for December 13, 2023, at 3:00 p.m.
VIII. PUBLIC COMMENT
Eddie Whitney, no ZIP code provided, stated he is a teacher at Basic High
School and he found the meeting to be very educational. He expressed his
belief that additional funding should go to support younger grades to ensure
children can read by grade three and his support for an increase in charter
schools.
IX. ADJOURNMENT
There being no further business to come before the Board, Member Jodi Tyson
adjourned the meeting at 4:31 p.m.
