CALL TO ORDER Chair Lee Farris called the City of Henderson Community Education Advisory Board meeting to order at 3:02 p.m. in the Mayor and Council Boardroom, City Hall, 4th Floor, 240 South Water Street, Henderson, Nevada, 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Jackie Curry, Education Initiatives Specialist, confirmed the Henderson Community Education Advisory Board Meeting had been noticed in compliance with the Nevada Open Meeting Law. NEW BUSINESS 1 MINUTES HENDERSON COMMUNITY EDUCATION ADVISORY BOARD SEPTEMBER 13, 2023 CITY MANAGER’S OFFICE Henderson Community Education Advisory Board meeting minutes of September 13, 2023. (Motion) Member Stephanie Garcia-Vause introduced a motion to adopt the Henderson Community Education Advisory Board meeting minutes of September 13, 2023, as presented. The roll call vote favoring approval was unanimous. Chair Lee Farris declared the motion carried. 2 PRESENTATION CITY OF HENDERSON EDUCATION ANALYSIS REPORT CITY MANAGER'S OFFICE Jeremy Aguero, Principal Analyst from Applied Analysis, will provide information on educational outcomes for K-12 students attending public schools within Henderson’s boundaries from Applied Analysis’ 2023 Education Analysis Report. (Minutes/Discussion) Jeremy Aguero, Principal Analyst from Applied Analysis, gave a presentation, titled City of Henderson Analysis Report and summarized the following information and slides:  How Nevada, CCSD, Charter Schools, and national averages for High School graduation rates, ACT results, and reading and mathematics proficiency rates compare to Henderson.  Average star school ratings  5-star school ratings  Educational attainment Henderson Community Education Advisory Board Meeting Page 3 of 6 Wednesday, December 13, 2023 – Minutes Following a question from member Annette Dawson-Owens, regarding areas of consistency, Mr. Aguero explained that consistency is being seen for math and reading achievement scores, but demographics are different nationwide. Following a question from Chair Lee Farris, regarding how Henderson performs overall, Mr. Aguero explained that there are many factors such as education in households, demographics, teachers, parents, and the pandemic playing a role in how well Henderson performs academically. 3 PRESENTATION UPDATE ON APPOINTED CCSD TRUSTEE CITY MANAGER'S OFFICE Tara Phebus, Education Initiatives Officer for the City of Henderson, will present information on the City’s appointed member to the Clark County School District Board of Trustees, Ramona Esparza-Stoffregan, and describe the City’s appointment process. (Minutes/Discussion) Tara Phebus, Education Initiative Officer, gave a presentation on the new appointee to the CCSD Board of Trustees, Ramona Esparza-Stoffregan. 4 PRESENTATION CHARTER AUTHORITY PROCESS UPDATE CITY MANAGER'S OFFICE Tara Phebus, Education Initiatives Officer for the City of Henderson, will provide an update on the process for the City to apply for authority to sponsor charter schools permitted by Assembly Bill No. 400 passed during the 82nd Legislative Session. (Minutes/Discussion) Tara Phebus, Education Initiative Officer, provided a presentation on the charter authority process update. Ms. Phebus explained the City is working internally and brainstorming what the structure of the charter authority will look like. She confirmed there are ideas for community outreach to gather information to structure application processes. A discussion ensued regarding the approval process timelines for applications and how involved Henderson will be in the application process. Following a question from member Dr. LoriAnn Navarrette, regarding how many charter schools are currently in Henderson and what their specialty or focus is, Ms. Phebus stated that information can be made available at the next meeting. Henderson Community Education Advisory Board Meeting Page 4 of 6 Wednesday, December 13, 2023 – Minutes Ms. Phebus mentioned there is a cap regarding the number of students that can be at schools under the Henderson authority. Ms. Phebus confirmed the number is seven percent of students in CCSD and Henderson. Chair Lee Farris suggested Henderson identify where the charter facilities will be located. He expressed concerns for recruitment of students, teachers, and transportation. 5 PRESENTATION HENDERSON SCHOOL SUMMIT WRAP UP CITY MANAGER'S OFFICE Tara Phebus, Education Initiatives Officer for the City of Henderson, will provide a summary of the second annual Henderson School Summit, and report outcomes of the event. (Minutes/Discussion) Tara Phebus, Education Initiative Officer, provided a presentation on the Henderson School Summit that took place on September 26, 2023, and summarized the following information and slides:  51 educators representing 40 schools attended  Free resources available from attendance workshops to develop school specific plans  City of Henderson to amplify campaigns on school attendance  Connections with City of Henderson departments to support student engagement A brief discussion ensued on chronic absenteeism and how absences are counted. Henderson Community Education Advisory Board Meeting Page 5 of 6 Wednesday, December 13, 2023 – Minutes 6 PRESENTATION CCSD QUARTERLY MUNICIPALITY REPORT CITY MANAGER'S OFFICE Tara Phebus, Education Initiatives Officer for the City of Henderson, will present data from Clark County School District’s Quarterly Municipality Report. (Minutes/Discussion) Tara Phebus, Education Initiatives Officer, gave a presentation of the Clark County School District’s Quarterly Municipality report and summarized the following data and slides:  Chronic absenteeism, suspensions, and expulsions for third quarter.  Overview of index score calculations and 2022-2023 Star Ratings for Henderson schools from the December 5, 2023, City Council Meeting. A brief discussion ensued regarding the data surrounding CCSD’s presentation at the December 5, 2023, City Council Meeting. 7 PRESENTATION AMERICORPS PROGRAM UPDATES CITY MANAGER'S OFFICE Sofia Danaher, AmeriCorps Grant Coordinator for the City of Henderson, will provide an update on the City’s AmeriCorps Program, including results of recruitment efforts and program outcomes. (Minutes/Discussion) Sofia Danaher, AmeriCorps Grant Coordinator, gave a presentation on AmeriCorps program and provided updates which included:  30 students were served during the fall semester.  Coming January 2024, five schools will be visited.  AmeriCorps is recruiting for the summer of 2024. 8 STAFF UPDATE GENERAL ITEMS CITY MANAGER'S OFFICE Staff will introduce Jackie Curry, Education Initiatives Specialist, and provide brief updates on the Mayor’s Honor Roll and the Blue Ribbon Commission. (Minutes/Discussion) Tara Phebus, Education Initiatives Officer, gave a presentation and summarized the following slides:  Introduction of the new Education Initiatives Specialist, Jackie Curry. VI. CHAIR/MEMBER COMMENTS There were no chair/member comments presented. VII. SET NEXT MEETING The next meeting was set for March 13, 2024, 3:00 p.m. and is subject to change due to Spring Break scheduling conflicts. VIII. PUBLIC COMMENT Eddie Whitney, 89015, shared his support for the appointment of Ramona Esparza-Stoffregan, to the CCSD Board of Trustees. IX.
