I. CALL TO ORDER
Chair Bill Bokelmann called the Housing Advisory Committee meeting to order
at 3:01 p.m. in the Mayor and Council Boardroom, 4th Floor, City Hall, 240 South
Water Street, Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
Stephanie Murray, Planning Commission Coordinator, confirmed the Housing
Advisory Committee meeting had been noticed in compliance with the Nevada
Open Meeting Law.

IV. ACCEPTANCE OF AGENDA
(Motion)
Member Joe DiRaffaele introduced a motion to accept the agenda, as
presented. The vote favoring passage was unanimous. Chair Bill Bokelmann
declared the motion carried.

Housing Advisory Committee meeting minutes of May 18, 2023.

Member Gustavo Ramos moved to adopt the Housing Advisory Committee
meeting minutes of May 18, 2023, as presented. The vote favoring passage
was unanimous. Chair Bill Bokelmann declared the motion carried.
2 ADMINISTRATIVE POLICY PRESENTATION
HUMAN RESOURCES DEPARTMENT
Human Resources Department staff will provide a brief overview and
explanation of City administrative policies applicable to Committee members,
including the City’s policies on Harassment Free Workplace, Workplace
Violence, Workplace Professionalism and Social Media.
MJ Scott, Human Resources Business Partner, gave a PowerPoint
presentation, titled Henderson Contributing to a Respectful and Professional
Environment, and highlighted the following policies, which were added to the
agenda as additional backup:
Harassment Free Workplace Policy
Workplace Violence Policy
Workplace Professionalism Policy
Social Media Policy
Complaint Procedures Policy
Ethics Policy
Ms. Scott noted she was filling in for Amanda Meyer, Human Resources
Business Partner, whom she stated is this Committee’s representative.

3 MAY MEETING RECAP
COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT
Tyler Bump and Madeline Baron, EcoNorthwest, will present a review of the
Housing Trends presentation from the May Housing Advisory Committee
meeting.
Tyler Bump, EcoNorthwest Project Director; and Madeline Baron, EcoNorthwest
Senior Project Manager; presented a summary of this item and highlighted a
recap of the key takeaways from the Housing Trends presentation from the first
Housing Advisory Committee Meeting, which was held on May 18, 2023.
4 FUTURE HOUSING NEEDS PRESENTATION AND DISCUSSION
COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT
Tyler Bump and Madeline Baron, EcoNorthwest, will present information on
housing underproduction and future housing needs. They will lead the
Committee in a discussion and direct an activity to obtain feedback from
Committee members on prioritizing the housing needs by income level.
Tyler Bump, EcoNorthwest Project Director; and Madeline Baron, EcoNorthwest
Senior Project Manager; gave a PowerPoint presentation, titled Total Housing
Need, and fielded questions from the Committee members, which touched on
the following discussion topics from the slides:

Aligning Housing Types with Incomes
Responding to an inquiry from Member Todd Stratton regarding updated post-
pandemic housing data, Mr. Bump stated that information can be presented to
the Committee once available.

Mr. Bump led the Committee in a discussion and directed an activity to obtain
feedback from the members on prioritizing the housing needs by income level.
Each Committee member was given two dots to place on a board to align the
housing types with incomes priority.

affordability programs and financing options that can influence housing
affordability across income levels.

activity to obtain feedback from the members for aligning affordability programs

A discussion ensued regarding options for gap funding and financing.
6 HOUSING ADVISORY COMMITTEE WORK PLAN GOALS
COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT
Tyler Bump and Madeline Baron, EcoNorthwest, will lead the group in an
activity to prioritize programs and outcomes for a future HAC work plan. Input
will be analyzed by staff and presented back at a future meeting.
Tyler Bump, EcoNorthwest Project Director; and Madeline Baron, EcoNorthwest
Senior Project Manager; led the Committee in a discussion and directed an
activity to prioritize programs and outcomes for a future Housing Advisory
Committee work plan.
Shelly Labay, Senior Planner, scribed the following notes based on the
discussion questions:
Question 1 – Based on the previous activity, what programs, decisions, or
outcomes are the priority?
- 80 percent AMI is feasible, but land is the problem
- Should be realistic, short-term, achievable
- Hit the beneficial financial cycle when it comes
- BLM model works
- Provide housing need by levels (tangible goals/targets)
- 5 year plan?
- Land is a mechanism
- Find tools first?
- Zero in on target to move the needle
- Should focus on existing owners, new developments, mid-priced units
- Incentives for more affordable products
- Market for acquisition of existing product to make more affordable
- Have a need for rental assistance
- Homelessness prevention is important (not just reacting to already
homeless)
- Project based vouchers

Question 2 – What are the barriers to achieving those outcomes?
- NIMBYism
State Laws
- Construction costs are a challenge
- Regulatory requirements
- Affects of underproduction on demographics and specific populations –
such as family formation patterns of Latinos and systemic policies on
African Americans.
Question 3 – What can the City do to offset those barriers?
- Employer Assistance Down Payment
- Define time length
- Ways to protect City Council from NIMBYism – fewer public hearings.
- Remove hearings as COH does
- Offsets such as parking reductions, waivers, incentives
- Shorten the review process
- CLTs (Community Land Trusts). COH is able to but no money to begin,
land to start. CC underway.
- Comprehensive Plan update
- Regulatory feasibility
- Hook up fee incentives
- 3-D printing/Modular/Boxable – cheaper options by infrastructure
restrictions can make more costly.

7 NEXT STEPS
COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT
Based on discussion during the meeting, staff will summarize research
requests, follow-up items, and content for the next meeting.
Shelly Labay, Senior Planner, stated staff will compile all the information that
was received from the Committee and will work on ways to implement a work
plan for the upcoming meetings.
Lisa Corrado, Community Development and Services Director, stated staff will
begin working on program utilization and will request input from the Committee
members.
VI. CHAIRMAN\MEMBER COMMENTS
Chair Bill Bokelmann recommended the book, The Affordable City: Strategies
for Putting Housing Within Reach (and Keeping it There) by Shane Phillips as a
book for the members to read that may help to guide the actions of this
Committee.
Member Gustavo Ramos stated when speaking to Councilman Dan K. Shaw at
an Inspirada community meeting, he commented the Housing Advisory
Committee members have a big job. Member Ramos reflected on the ways this
Committee can enhance the Henderson community, expressed gratitude to be
serving in this capacity with everyone on this Committee, and thanked Shelly
Labay, Senior Planner, and staff for their hard work and assistance.
VII. SET NEXT MEETING
The next meeting was set for Thursday, September 21, 2023, at 3:00 p.m.
VIII. PUBLIC COMMENT
Amanda Moss, Southern Nevada Home Builders Association, stated based on
the discussion, she discovered two Nevada Revised Statutes that could be
beneficial to this Committee as it moves forward with its goals and strategies.

There being no further business to be discussed, Chairperson Bill Bokelmann
adjourned the meeting at 5:09 p.m.
