CITY OF HENDERSON HOUSING ADVISORY COMMITTEE MEETING MINUTES Thursday, September 21, 2023 I. CALL TO ORDER Chair Bill Bokelmann called the Housing Advisory Committee (HAC) meeting to order at 3:02 p.m. in the Mayor and Council Boardroom, 4th Floor, City Hall, 240 South Water Street, Henderson, Nevada 89015. Chair Bokelmann stated Member Stacey Lockhart has resigned her position with HopeLink of Southern Nevada; and therefore, on the HAC as well. He said he anticipates a new member will be appointed by the City Council prior to the next HAC meeting. Chair Bokelmann stated Aaron Sheets, Interim Chief Executive Officer of HopeLink, was present at the meeting. II. CONFIRMATION OF POSTING AND ROLL CALL Stephanie Murray, Planning Commission Coordinator, confirmed the Housing Advisory Committee meeting had been noticed in compliance with the Nevada Open Meeting Law. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Member Brian Maddox introduced a motion to accept the agenda, as presented. The vote favoring passage was unanimous. Chair Bill Bokelmann declared the motion carried. V. NEW BUSINESS 1 MINUTES HOUSING ADVISORY COMMITTEE JULY 20, 2023 COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Housing Advisory Committee Meeting minutes of July 20, 2023. (Motion) Member Gustavo Ramos introduced a motion to adopt the Housing Advisory Committee Meeting minutes of July 20, 2023, as amended: The second paragraph of Item 6 should state, “Housing Advisory Committee” instead of “Housing Authority Committee”; and under the Chairman/Member Comments, the conversation with Councilman Shaw was held at an Inspirada Community Meeting, not at a City Council Meeting. The vote favoring passage was unanimous. Chair Bill Bokelmann declared the motion carried. 2 CLARK COUNTY PRESENTATION COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Dagny Stapleton, Community Housing Administrator for Clark County, will provide a presentation on the County’s recent affordable housing efforts to include the Community Housing Fund and Community Land Trust. Housing Advisory Committee Meeting Page 3 of 6 Thursday, September 21, 2023 – Minutes Dagny Stapleton, Community Housing Administrator for Clark County, provided a PowerPoint presentation, titled Welcome Home Community Housing Fund. She stated Clark County’s Community Housing Fund (CHF) was created to address the urgent need for housing for low-income residents in Southern Nevada and highlighted some of the following information:  CHF Gap Financing for Multi-family Rental Development  Planning/Development Incentives and the Community Land Trust  Affordable Homeownership  County Parcels and Other Initiatives Ms. Stapleton stated since September of 2022, the Clark County CHF awarded nearly $120 million to fund affordable housing development, and she answered questions and inquiries from the Committee members. 3 CURRENT CITY PROJECTS PRESENTATION COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Community Development and Services staff will present an overview of current and future affordable housing projects within the City of Henderson and in partnership with other local entities. Claudia Young, Housing and Grants Coordinator; Hayley Jarolimek, Neighborhood Services Manager; and Jared Tasko, Principal Planner; provided a PowerPoint presentation titled City of Henderson Current Projects, Programs, and Regulatory Updates. They highlighted the following slides and answered questions and inquiries from the Committee members:  West Henderson Family Affordable Apartments  Boulder and Gibson site  Blind Center of Nevada  Average Annual Affordable Housing Funds Available  Henderson Homeless Response Team (HHRT)  Regulatory Updates Mr. Tasko stated staff will present a series of recommendations to this Committee to obtain their input prior to moving forward regarding tiny homes as an option for affording housing projects. A lengthy discussion ensued regarding the advantages and drawbacks related to tiny homes. Mr. Tasko stated he appreciates the feedback provided from the Committee regarding the development and hookup costs related to tiny homes. Housing Advisory Committee Meeting Page 4 of 6 Thursday, September 21, 2023 – Minutes 4 JULY MEETING RECAP COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Tyler Bump and Madeline Baron, EcoNorthwest, will present a recap of the July meeting, including the prioritization activities. Note: Madeline Baron, EcoNorthwest, was not present. Tyler Bump, EcoNorthwest, presented a summary of this item and provided a recap of the July meeting, including the following prioritization activities:  Total Housing Needs Components  Total Housing Need by Income Level  Aligning Housing Types with Incomes 5 ALIGNMENT OF HENDERSON HOUSING AND COMMUNITY DEVELOPMENT STRATEGIES COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Tyler Bump and Madeline Baron, EcoNorthwest, will present the tactics from the Henderson Housing and Community Development Strategy and lead a discussion on aligning those strategies with the Committee’s priorities, as well as combining the actions into appropriate programs and categories for future action. Note: Madeline Baron, EcoNorthwest, was not present. Tyler Bump, EcoNorthwest, presented a summary of this item. He highlighted the strategy goals on page four of the backup materials that have come up over the last couple of meetings. Housing Advisory Committee Meeting Page 5 of 6 Thursday, September 21, 2023 – Minutes 6 COMMITTEE WORKPLAN DISCUSSION COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Tyler Bump and Madeline Baron, EcoNorthwest, will lead an exercise on continuing the prioritization of the programs, projects, and regulatory updates that the Committee would like to build into their workplan. Note: Madeline Baron, EcoNorthwest, was not present. Tyler Bump, EcoNorthwest, presented a summary of this item and highlighted the following areas of the Henderson Housing Advisory Committee (HAC) Proposed Workplan:  A spokesperson  Advocacy  Regulatory Updates  Signature Project Support  City Resources Based on the responses from the Committee members, Shelly Labay, Senior Planner, scribed the following notes based on the following discussion questions: What is missing that is achievable and realistic within the timeline of the HAC’s workplan? 1) Southern Nevada Regional Housing Authority (SNRHA)  Who represents the City of Henderson (COH)?  How many housing vouchers are in the COH?  New projects?  Present at future meeting? 2) Public Education  Who is Workforce Housing? Public would be surprised at types of workers that fit the 80% AMI description  Need more multi-family; both affordable and higher priced 3) City Council could include info in town hall meetings 4) Current business models need to be taken into account  Interest rates impact building  Current markets 5) Conversion of zoning types – office into multi-family residential 6) Long Term Strategy vs Short term solutions  Advocacy – local and federal legislation strategies should play into long term strategy. 7) Lack of overall regional coordination (non-profit commissions in other regional areas). 8) Barriers to local vs. federal (National League of Cities) Housing Advisory Committee Meeting Page 6 of 6 Thursday, September 21, 2023 – Minutes 7 NEXT STEPS COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Based on discussion during the meeting, staff will summarize research requests and follow-up items, and content for the next meeting. Tyler Bump, EcoNorthwest, presented a summary of this item and highlighted the following next steps for the Henderson Housing Advisory Committee:  Community strategy training  Finalize the workplan  Volunteers  Staff identify opportunities for communications  Staff monitors progress on workplan and opportunities for Committee support VI. CHAIRMAN\MEMBER COMMENTS Chair Bill Bokelmann encouraged the Committee members to attend the briefings, which he said makes it easier to get through this material in a timelier manner. VII. SET NEXT MEETING The next meeting was set for Thursday, November 9, 2023, at 3:00 p.m. VIII. PUBLIC COMMENT Chair Bill Bokelmann asked Aaron Sheets, Interim Chief Executive Officer of HopeLink of Southern Nevada, to introduce himself to the Committee. Mr. Sheets obliged and provided a summary of his professional background as it relates to affordable housing. IX.
