CITY OF HENDERSON HOUSING ADVISORY COMMITTEE MEETING MINUTES THURSDAY, NOVEMBER 9, 2023 I. CALL TO ORDER Chair Bill Bokelmann called the Housing Advisory Committee (HAC) meeting to order at 3:01 p.m. in the Mayor and Council Boardroom, 4th Floor, City Hall, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Chair Bokelmann welcomed Aaron Sheets, with HopeLink of Southern Nevada, who was appointed by City Council on October 17 as the newest Committee Member. He stated he looked forward to hearing from Aaron during his Item 2 to give more information on his organization. Stephanie Murray, Planning Commission Coordinator, confirmed the Housing Advisory Committee meeting had been noticed in compliance with the Nevada Open Meeting Law. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Member Gus Ramos introduced a motion to accept the agenda, as presented. The vote favoring passage was unanimous. Chair Bill Bokelmann declared the motion carried. V. NEW BUSINESS 1 MINUTES HOUSING ADVISORY COMMITTEE SEPTEMBER 21, 2023 COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Housing Advisory Committee meeting minutes of September 21, 2023. (Motion) Member Brian Maddox introduced a motion to adopt the Housing Advisory Committee Meeting minutes of September 21, 2023, as presented. The vote favoring passage was unanimous. Chair Bill Bokelmann declared the motion carried. 2 HOPELINK OF SOUTHERN NEVADA PRESENTATION COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Aaron Sheets, Committee Member and Interim CEO of HopeLink of Southern Nevada, will provide a presentation on HopeLink's programs and services. Member Sheets gave a PowerPoint presentation titled HopeLink Programs and Services. Areas of discussion included: Henderson is their main location where they provide the following services:  Family Resource Center  Homelessness Prevention  Diversion  Outreach  4 NSP (Neighbor Stabilization Properties)  VITA (Volunteer Income Tax Assistance) during tax season Housing Advisory Committee Meeting Page 3 of 7 Thursday, November 9, 2023 - Minutes The Midtown location provides:  Rapid Rehousing  Emergency Shelter  Careerlink (Workforce program)  Community Engagement  Financial Operations Outreach programs for 2023:  Back to School in July – partnered with Dollar Loan Center, Henderson Police and Metro 2023 and served over 4,000 kids  Thanksgiving for Seniors – over a 1,000 homebound partnered with church to give house cooked meals for Thanksgiving.  Hopeweek – week of service events and what HopeLink can do in the community.  Have Holiday and Christmas programing. Member Sheets stated they have five sites currently and gave further specifics on the sites. Member Sheets summarized upcoming projects and community needs. Note: For additional information, please see the complete presentation attached. Member Todd Stratton asked how many beds they have in their organization. Mr. Sheets responded that they don’t own the beds, that they work with landlords in all jurisdictions. Responding to a question by Chair Bill Bokelmann regarding how many families went through the rapid rehousing, Member Sheets stated 130 out of 240 that successfully graduated, and rest are with them. Less than 5% people that go through their program and graduate, go back to homelessness. Member Gus Ramos made a comment that he can’t over emphasize the value of their services. Responding to a question by Member Jess Molasky regarding if HopeLink manages any supportive housing projects in town as property itself, Mr. Sheets responded no that they put services on site. Housing Advisory Committee Meeting Page 4 of 7 Thursday, November 9, 2023 - Minutes 3 NEVADA HAND PRESENTATION COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Audra Hamernik, Committee Member and President and CEO of Nevada HAND, will provide a presentation on Nevada HAND's current programs and projects. Member Hamernik, President and CEO of Nevada HAND, gave a PowerPoint presentation, titled Nevada HAND More Than a Home, where she highlighted their programs and services. Areas of discussion included: Nevada HAND is a non-profit organization where they serve low-income seniors and families located in Clark County. They have four main components:  Real Estate Development  Property Management  Construction  Resident Services Ms. Hamernik discussed recently completed projects and upcoming projects. Member Gus Ramos inquired how their agency overcomes the issue of “not in my back yard”. Member Hamernik stated they do a lot of prep with the neighborhoods, meet with residents, make sure they blend into the neighborhood, and have people testify on their behalf. Member Jess Molasky asked if they are having any challenges accessing the soft funds or maybe slower process. Member Hamernik responded there has been a learning curve. 4 HOUSING ADVISORY COMMITTEE STRATEGIC WORKPLAN COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Tyler Bump, Project Director of EcoNorthwest, will present a draft strategic workplan to the Committee Members for acceptance by the Housing Advisory Committee Strategic Workplan. Tyler Bump, Project Director of EcoNorthwest, gave a PowerPoint presentation, titled Henderson Housing Advisory Committee Meeting 4, and led a discussion on the draft strategic workplan. Areas of discussion by the Committee included: Housing Advisory Committee Meeting Page 5 of 7 Thursday, November 9, 2023 - Minutes Comments on Workplan Items: Workplan Strategy 5) - Identify alliances that are helpful – federal, state advocacy groups - Lobbying state for capital pool to serve affordable housing - CDFI work more in SNV (doesn’t have to be local funding) Workplan Strategy 2) - Review AB 62 and restrictions – promote as feasible - High opportunity areas usually have good schools, but good schools at capacity Workplan Strategy 3) - City regulatory support General comments: Future meeting idea – education on development funding options future/now Brook Paige – legislative advocate (public comment from Amanada Moss, SNHBA) Additions to Workplan (Added during motion to accept): 1) Add engage with “peers” 3) Add zoning support/land conveyance Explore opportunities with AB 62 5) Identify alliances helpful with advocacy groups National CDFI as funding strategy (Motion) Member Hamernik introduced a motion to accept the Housing Advisory Committee Strategic Workplan with the additions. The vote favoring passage was unanimous. Chair Bill Bokelmann declared the motion carried. 5 DISCUSSION ON COMMITTEE MEMBER ROLES IN THE STRATEGIC WORKPLAN COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Housing Advisory Committee Meeting Page 6 of 7 Thursday, November 9, 2023 - Minutes Tyler Bump, Project Director of EcoNorthwest, will lead a discussion on Committee Member roles in the Housing Advisory Committee Strategic Workplan. Tyler Bump, Project Director of EcoNorthwest, gave a PowerPoint presentation, titled Committee Members Rodler in the Strategic Workplan, and led a discussion on Committee Member roles in the Housing Advisory Committee Strategic Workplan. Areas of discussion by the Committee included: Committee member role volunteers: Main Support 1) Bill Bokelmann all 2) Todd Stratton Joe DiRaffaele 3) Jess Molasky Joe DiRaffaele 4) Aaron Sheets Bill Bokelmann, Todd Stratton 5) Brian Maddox Christina Vela, Gus Ramos Note: Committee Member Jess Molasky left at 4:29 p.m. 6 NEXT STEPS COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Based on discussion during the meeting, staff will summarize research requests and follow-up items, and content for the next meeting. Shelly Labay, Senior Planner, stated the next meeting will include communication training, protocols and speaking points as well as two presentations from Committee Members. VI. CHAIRMAN\MEMBER COMMENTS There were no comments presented. VII. SET NEXT MEETING The next meeting was set for Thursday, February 29, 2024, at 3:00 p.m. VIII.
