CITY OF HENDERSON HOUSING ADVISORY COMMITTEE MINUTES Thursday, August 29, 2024 I. CALL TO ORDER Vice Chair Audra Hamernik called the Housing Advisory Committee (HAC) meeting to order at 3:08 p.m. in the Council Chambers Conference Room, City Hall, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Stephanie Murray, Planning Commission Coordinator, confirmed the Housing Advisory Committee meeting had been noticed in compliance with the Nevada Open Meeting Law. PUBLIC COMMENT Councilman Dan Shaw thanked the committee members for serving and stated he looks forward to their recommendations to implement more affordable housing in the City of Henderson. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Member Gustavo Ramos introduced a motion to accept the agenda, as presented. (Vote) The vote favoring passage was unanimous. Vice Chair Audra Hamernik declared the motion carried. V. NEW BUSINESS 1 MINUTES HOUSING ADVISORY COMMITTEE APRIL 25, 2024 COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT (Motion) Member Aaron Sheets introduced a motion to approve the Housing Advisory Committee meeting minutes of April 25, 2024, as presented. (Vote) The vote favoring passage was unanimous. Vice Chair Audra Hamernik declared the motion carried. 2 SOUTHERN NEVADA REGIONAL HOUSING AUTHORITY PRESENTATION COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Lisa Corrado, Director of Community Development and Services Department, introduced Councilwoman Carrie Cox and Lewis Jordan, Executive Director of the Southern Nevada Regional Housing Authority (SNRHA), and thanked them for coming to discuss the work being done by the SNRHA. Councilwoman Cox provided a brief overview of the item and introduced Mr. Jordan, who provided a presentation entitled “Enhancing Solutions for Southern Nevada” on the SNRHA’s mission, programs, and services, including:  Affordable housing sites in Henderson, such as Landsman Gardens, Espinoza Terrace, and Hampton Court.  Neighborhood Stabilization Program. Housing Advisory Committee Meeting Page 3 of 4 Thursday, August 29, 2024 – Minutes  Supportive Services available, including the family self-sufficiency program and a senior services coordinator.  Housing choice voucher program.  Landlord incentives program to increase housing opportunities.  Affordable housing needs throughout Nevada.  2024 Choice Neighborhood Implementation Grant Recipient. A discussion ensued regarding the family self-sufficiency program, management of affordable housing properties, newly constructed affordable housing projects versus existing rehabilitated properties, and the prioritization of those on the housing choice voucher waitlist. 3 DISCUSSION ON LEGISLATIVE TOPICS COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Lisa Corrado, Director of Community Development and Services, provided an overview of how the City of Henderson participates in Nevada’s legislative process, including City-sponsored Bill Draft Requests (BDRs). Ms. Corrado stated that the City-sponsored BDRs for the 2025 legislative session do not include housing-related bills. Shelly Labay, Senior Planner, provided an overview of affordable housing legislative efforts during the 2021 and 2023 Nevada legislative sessions. Tyler Bump, Project Director of EcoNorthwest, reviewed via teleconference the legislative actions taken in comparable states during the 2021 and 2023 legislative sessions. A discussion ensued regarding the following topics:  The committee’s role in advocating for affordable housing BDRs.  Bills from comparable states that may benefit Henderson.  Collaboration with other jurisdictions for a unified regional approach to affordable housing.  Regional efforts versus statewide affordable housing legislation.  Volunteer opportunities with regional organizations. Deborah Reardon, Regional Planning Manager with the Regional Transportation Commission of Southern Nevada (RTC), stated RTC’s regional housing plan update is forthcoming and invited committee members to volunteer with the organization. Housing Advisory Committee Meeting Page 4 of 4 Thursday, August 29, 2024 – Minutes 4 STAFF UPDATES AND NEXT STEPS COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT Shelly Labay, Senior Planner, stated the final meeting of the Housing Advisory Committee will be held on November 21, 2024, where staff will present the committee with draft recommendations to bring before the City Council. Ms. Labay stated Chair Bill Bokelmann will present the final recommendations to the City Council during the December 3, 2024, City Council meeting. VI. CHAIRMAN\MEMBER COMMENTS Member Jess Molasky requested the draft recommendations be circulated as soon as possible to allow committee members time to review. VII. SET NEXT MEETING The next meeting was set for Thursday, November 21, 2024, at 3:00 p.m. VIII. PUBLIC COMMENT Martin Egbert, no zip code provided, with Nevada West Development, voiced concerns regarding Henderson’s affordable housing needs and the high expenses involved with building affordable housing units. Mr. Egbert suggested converting existing units to affordable housing rather than building new affordable housing properties. IX. RECOMMENDATION: N/A Southern Nevada Regional Housing Authority (SNRHA) Board Member and Henderson Councilwoman Carrie Cox will introduce Lewis Jordan, Executive Director of the SNRHA to provide a presentation on the SNRHA’s mission, programs, and services. RECOMMENDATION: N/A Tyler Bump, Project Director of EcoNorthwest, and representatives from the City of Henderson will present upcoming and historical information on Nevada legislation pertaining to affordable housing as well as a review of legislative actions taken in comparable states, and lead the Committee Members in discussion of these topics. 4 STAFF UPDATES AND NEXT STEPS COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT For Information and Discussion Only. RECOMMENDATION: N/A Staff will give updates on items relevant to the Committee’s Workplan, as well as summarize content for future meetings. VI. CHAIRMAN\MEMBER COMMENTS The Chairman and Members may speak on any subject under this section of the agenda. Chairman and Members may comment on matters including, without limitation, future agenda items, upcoming meeting dates, and meeting procedures.
