CITY OF HENDERSON PARKS AND RECREATION BOARD COUNCIL CHAMBERS CONFERENCE ROOM MINUTES September 3, 2014 I. CALL TO ORDER The meeting of the Parks and Recreation Board was called to order by Chairman David Crine at 6:02 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. CONFIRMATION OF POSTING AND ROLL CALL Carolyn Miller, Recording Secretary, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting. III. PUBLIC COMMENT There were no comments presented by the public. IV. ACCEPTANCE OF AGENDA This item was heard immediately following the presentation. (Motion) Mr. Perkins introduced a motion to accept the agenda as submitted. The vote favoring approval was unanimous. Chairman Crine declared the motion carried. V. NEW BUSINESS 1 MINUTES JULY 2, 2014 PUBLIC WORKS, PARKS AND RECREATION (Motion) Mr. Perkins introduced a motion to accept the minutes of July 2, 2014, as presented. The vote favoring approval was unanimous. Chairman Crine declared the motion carried. 2 PRESENTATION RECREATION CENTERS AND PROGRAMS PUBLIC WORKS, PARKS AND RECREATION Presentation by Recreation Services Manager Sheila Dugan on recreation centers and programs. This item was heard immediately following the first public hearing. Sheila Dugan, Recreation Services Manager, gave a PowerPoint presentation on the Recreation Centers. Areas of discussion included: Black Mountain Recreation Center, Downtown Recreation Center, Henderson Multigenerational Center, Silver Springs Recreation Center, Valley View Recreation Center, Whitney Ranch Recreation Center, new hours of operation, Healthy Henderson Parks and Recreation Board Page 3 of 5 Wednesday, September 3, 2014 - Agenda Program, Zombie Run, Jingle Bell Run, and the Lighten Up Henderson Program. Responding to a question by Chairman Crine regarding if there had been any complaints about the punch passes being phased out, Shari Ferguson, Assistant Director of Parks and Recreation, said some complaints have been received. She noted that attendance has gone down; however, revenues have gone up. Ms. Ferguson said attendance has not dropped significantly enough to be of real concern. Ms. Ferguson said she has some additional numbers regarding the savings that have occurred and can email that information to the Board members. She also noted that a pricing study is being done by an outside consultant and the consultant will be looking at ways to reward frequent users. Mr. Holman asked if any recreation centers are up for any improvements or expansions. Ms. Dugan said improvements are needed and there will be closures around Christmas when upgrades and maintenance will take place. Responding to a question by Mr. Perkins regarding if there is another center coming on board, Ms. Ferguson said there is one in the West Henderson plan; however, there is no funding available. 3 ELECTION CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Elect new Chairperson. This item was heard immediately following approval of the minutes. (Motion) Mr. Perkins introduced a motion to retain Mr. Crine as Chairman. The vote favoring approval was unanimous. Chairman Crine declared the motion carried. 4 ELECTION VICE-CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Elect new Vice-Chairperson. (Motion) Mr. Jones introduced a motion to retain Mr. Perkins as Vice-Chairman. The vote favoring approval was unanimous. Chairman Crine declared the motion carried. Parks and Recreation Board Page 4 of 5 Wednesday, September 3, 2014 - Agenda 5 REPORT STAFF MEMBERS PUBLIC WORKS, PARKS AND RECREATION Announcements by Public Works, Parks and Recreation staff members. Ms. Ferguson reported out on the following: The Henderson Municipal Code for the Parks and Recreation Board has been repealed as all boards are now under one code (HMC 2.50). Doggie Paddle and Play Date: September 13, 2014 at Black Mountain Aquatic Complex. Inspirada Park’s grand opening is on October 4, 2014 at Park B, Capriola. A pricing study is being conducted by an outside consultant. A public workshop was held and the public was asked about their values. Surveys have been emailed to top users. Ms. Miller reminded everyone about Board and Commission training tomorrow 1:30 p.m. - 4:00 p.m. in the Council Chambers. VI. CHAIRMAN\MEMBER COMMENTS A discussion ensued regarding whether the Public Works, Parks and Recreation Department is going to remain structured as it currently is. Chairman Crine said he is concerned that there is not a director in place with the same expertise and education to oversee the parks and recreation portion of the department. Ms. Ferguson said Bob Murnane, Senior Director of Public Works, Parks and Recreation, has a lot of expertise in Parks and Recreation. Ms. Ferguson said the merging of the two departments has strengthened the department and the facilities have reflected that. Chairman Crine said he feels the “vision” is necessary and the need for a certified person to lead the department. Mr. Jones said he feels the department has a lot of certifications that make up for the lack of a person in the director position. Parks and Recreation Board Page 5 of 5 Wednesday, September 3, 2014 - Agenda Ms. Ferguson said the City values what takes place in Parks and Recreation and it is the culture in the city. Everyone is together in the vision of moving parks and recreation forward and the excellent system will continue. Paula Harris, Executive Administrative Assistant, was introduced to the Board. VII. SET NEXT MEETING The next meeting was scheduled for October 1, 2014, at 6:00 p.m. in the Council Chambers Conference Room. VIII. PUBLIC COMMENT There were no comments presented by the public. IX.
