CITY OF HENDERSON PARKS AND RECREATION BOARD COUNCIL CHAMBERS CONFERENCE ROOM MINUTES October 1, 2014 I. CALL TO ORDER The meeting of the Parks and Recreation Board was called to order by Chairman David Crine at 6:04 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. CONFIRMATION OF POSTING AND ROLL CALL Carolyn Miller, Recording Secretary, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting. III. PUBLIC COMMENT There were no comments presented by the public. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Perkins introduced a motion to accept the agenda as submitted. The vote favoring approval was unanimous. Chairman Crine declared the motion carried. V. NEW BUSINESS 1 MINUTES SEPTEMBER 3, 2014 PUBLIC WORKS, PARKS AND RECREATION Adopt minutes of September 3, 2014. (Motion) Mr. Perkins introduced a motion to accept the minutes of September 3, 2014, as presented. The vote favoring approval was unanimous. Chairman Crine declared the motion carried. 2 PROPOSED PROJECTS SOUTHERN NEVADA PUBLIC LANDS MANAGEMENT ACT (SNPLMA) ROUND 15 PUBLIC WORKS, PARKS AND RECREATION Presentation by Derek Allen, Planner II, of proposed projects for Southern Nevada Public Lands Management Act (SNPLMA) Round 15 submittal. Derek Allen, Planner II, gave a presentation on the proposed projects for the Southern Nevada Public Lands Management Act (SNPLMA) Round 15 submittal. The three nominations included: River Mountains Loop Trail to McCullough Hills Trail Connector Phase I; Pueblo Trail Connector Enhancements; and City of Henderson Adaptive Use and Sports Complex. Parks and Recreation Board Page 3 of 5 Wednesday, October 1, 2014 - Agenda Questions and Answers: Q: What makes the Adaptive Use and Sports Complex an adaptive park? A: The fields are constructed with hard surfaces to accommodate wheelchairs and basketball hoops are adjustable to be different heights. It will be focused on accommodating mentally and physically disabled individuals. Q: Will staff be able to maintain the adaptive park once it is built? A: Yes. It will not cost as much as a regular park due to the types of surfaces that will need to be maintained. Q: Will there be buses or shuttles to bring people to the facility? A: Staff will be contacting schools as well as organizations such as Opportunity Village in an effort to organize field trips to the park. They are hoping to develop partnerships and sponsorships within the community as this will be a premier facility for Henderson and Southern Nevada. Mr. Seebock commented that the adaptive park is a really great concept. Mr. Allen noted that the City was able to make three nominations as opposed to past years where only two nominations were able to be made. At Mr. Holman’s request, Mr. Allen gave some clarification regarding the River Mountains Loop Trail (RMLT) project and noted that it will be a phased project. Rob Herr, Assistant Director of Public Works, gave a brief summary of how the bypass bridge will be constructed and the timeline associated with the RMLT project. (Motion) Mr. Perkins introduced a motion to approve the proposed projects for Southern Nevada Public Lands Management Act (SNPLMA) Round 15 submittal, as presented. The vote favoring approval was unanimous. Chairman Crine declared the motion carried. 3 REPORT UPDATE ON PARK PROJECTS PUBLIC WORKS, PARKS AND RECREATION Report on status of park projects by Park Project Manager Amie Wojtech. Amie Wojtech, Park Project Manager, reviewed the seven SNPLMA projects currently in progress: Parks and Recreation Board Page 4 of 5 Wednesday, October 1, 2014 - Agenda Projects in the design phase: Foxridge Park Improvements I-215 Trail Projects in process: Paradise Pointe Park River Mountain Safety and Education Improvements Boulder Creek Park McCullough Vista Park Whitney Mesa Trail and Trailhead Responding to a question by Mr. Holman regarding the status of the Lake Mead Parkway Trail, Ms. Wojtech stated the trail will be completed as developers come in or when funding is available. She noted there is a plan in place; however, there is no funding available. 4 REPORT STAFF MEMBERS PUBLIC WORKS, PARKS AND RECREATION Announcements by Public Works, Parks and Recreation staff members. Shari Ferguson, Assistant Director of Parks and Recreation, announced the following events: Capriola and Potenza parks opening will take place on October 4, 2014, at 9:00 a.m. Staff will know if the City of Henderson has been awarded the gold medal by NRPA on October 14, 2014. Henderson Community Expo (formerly City Hall at the Mall) will take place on October 18, 2014. Board members will receive an email with details. Make a Difference Day at Pittman Wash Trail will take place on October 25, 2014. Board members will receive an email with details. VI. CHAIRMAN\MEMBER COMMENTS Responding to a question by Chairman Crine regarding a triangular piece of land that is being landscaped, Mr. Holman stated the Black Mountain Country Club is doing the landscaping. Parks and Recreation Board Page 5 of 5 Wednesday, October 1, 2014 - Agenda It was the consensus of the Board that the Special Budget Ad Hoc Committee’s status report from staff to the mayor and councilmembers as of 9-2-14 that was emailed to the Board members will be placed on next month’s agenda for discussion. Ms. Ferguson suggested briefings be conducted with the Board members to discuss the report. Staff will contact the members to set up briefings. VII. SET NEXT MEETING The next meeting was scheduled for November 5, 2014, at 6:00 p.m. in the Council Chambers Conference Room. VIII. PUBLIC COMMENT There were no comments presented by the public. IX.
