CALL TO ORDER The meeting of the Parks and Recreation Board was called to order by Chairman David Crine at 6:00 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. CONFIRMATION OF POSTING Carolyn Miller, Recording Secretary, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting. III. PUBLIC COMMENT There were no comments presented by the public. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Perkins introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Crine declared the motion carried. V. NEW BUSINESS 1 MINUTES AUGUST 5, 2015 PUBLIC WORKS, PARKS AND RECREATION Adopt minutes of August 5, 2015. (Motion) Ms. Nelson introduced a motion to adopt the minutes of August 5, 2015, as presented. The vote favoring approval was unanimous. Chairman Crine declared the motion carried. 2 ELECTION CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Elect new Chairperson. Chairman Crine nominated Jim Perkins for the position of Chairman. (Motion) Mr. Chen introduced a motion to elect Jim Perkins as Chairman of the Parks and Recreation Board. The vote favoring approval was unanimous. Chairman Crine declared the motion carried. 3 ELECTION VICE CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Parks and Recreation Board Page 3 of 6 October 7, 2015 – Draft Minutes Elect new Vice Chairperson. Mr. Perkins nominated David Crine for the position of Vice Chairman. (Motion) Ms. Nelson introduced a motion to elect David Crine as Vice Chairman of the Parks and Recreation Board. The vote favoring approval was unanimous. Chairman Crine declared the motion carried. 4 FOX RIDGE PARK SAFETY IMPROVEMENTS PUBLIC WORKS, PARKS AND RECREATION Amie Wojtech, Park Project Manager, will report on proposed safety improvements at Fox Ridge Park. Ms. Wojtech gave a brief presentation on the proposed item. She detailed the areas of the safety improvements. Responding to questions regarding the duration and cost of the project, Ms. Wojtech stated the project will take no longer than a year; final cost will not be available until the planning is complete. 5 O'CALLAGHAN PARK RENOVATIONS AND ADDITIONS PUBLIC WORKS, PARKS AND RECREATION Doug Guild, Parks Superintendent, will discuss renovations/improvements at O'Callaghan Park, including the addition of a dog park. Mr. Guild gave a presentation on the improvements to the park and detailed the areas that will be improved. He noted that construction will not start until November 2016. Responding to questions by Mr. Jones regarding notification to the neighbors, Mr. Guild said the homeowners will be notified during the design phase, which will be within the next two months. He noted that some of the residents have already expressed their support. Mr. Holman asked if the lights will be set to go off at 10:00 p.m. Mr. Guild said the lights will go off at 10:00 p.m. and the area lights will stay on. He noted that there will also be emergency lights. Parks and Recreation Board Page 4 of 6 October 7, 2015 – Draft Minutes Chairman Crine emphasized that the City needs to be good neighbors with regards to this park. Chairman Crine opened the public comment. Chuck Holman and Michelle Fredrickson stated they support the dog park and expressed the need for better lighting in the park. They noted that there is a lot of community support. Mr. Holman and Ms. Fredrickson suggested that the lighting be installed first in an effort to address drug use that is taking place in poorly-lit areas of the existing park. Mr. Guild said he will check with the contractor to see if the lighting can be addressed. A discussion ensued regarding a greater police presence in the area. Staff will check into this. 6 I-215 TRAIL STRIPING AND PEDESTRIAN FLASHERS FOR CROSSWALKS PUBLIC WORKS, PARKS AND RECREATION Amie Wojtech, Park Project Manager, will present photos showing the striping and pedestrian flashers for crosswalks on the I-215 trail. Ms. Wojtech gave a presentation on the project and displayed renderings of the striping on the trail as well as the pedestrian flashers that have been installed. She noted that the trail is done and is being utilized. 7 FUTURE PARKS, FACILITIES, TRAILS, AND TRAILHEADS PREVIEW OF PROJECTS IN PLANNING STAGES PUBLIC WORKS, PARKS AND RECREATION Amie Wojtech, Park Project Manager, will give a preview of projects that are in the planning stages of development, as well as discuss what determines the types of playground equipment or other amenities that go into them. Ms. Wojtech gave a PowerPoint presentation on the proposed item. Areas of discussion included: future parks, trails, facilities, and trailheads; Inspirada parks; Cadence parks; Summit Trail; UPRR Trail; Downtown Open Space Master Plan; Bird Viewing Preserve Master Plan; Adaptive Use Park; Canyons Master Plan; and Playground Design Elements. Discussion ensued regarding how the Cadence parks will be built in conjunction with the development. Staff noted that the parks are conditional on the number of building permits issued. Parks and Recreation Board Page 5 of 6 October 7, 2015 – Draft Minutes Chairman Crine said he would like to see the parks built first before the houses are built and sold. He said if the parks are built first, then people will buy homes around the parks. Chairman Crine requested a map be included at the next meeting to show where each of the upcoming projects are located. Mr. Holman asked about the trail at the south end of Boulder Highway. Ms. Wojtech said some trail work will be done in conjunction with a project that is going in. She noted that they will be filling in some gaps on the trail. Responding to a question by Mr. Holman regarding the connection of the UPRR trail in Paradise Hills that was not funded, Ms. Wojtech said it is still on the drawing board, but not funded. 8 REPORT STAFF MEMBERS PUBLIC WORKS, PARKS AND RECREATION Announcements for upcoming grand openings, ground breakings, special events, awards, and/or programs. Ms. Ferguson, Assistant Director of Public Works, Parks and Recreation, gave an update on the following items:  Human Resources is recruiting a new Director of Public Works, Parks and Recreation.  Human Resources is recruiting a Recreation Services Manager.  Henderson Community Expo is on October 17, 2015 at Galleria Mall.  Color Me Kind 5K Run this weekend.  Numerous Halloween events taking place in October.  Make a Difference Day on October 24, 2015 at the Bird Viewing Preserve.  Region wide emergency response exercise took place last week.  NRPA Congress took place in September and there was great Henderson presence.  Aquatics statistics were given per Chairman Crine’s request. Discussion ensued regarding citizens carrying firearms on public lands or in public facilities. Ms. Miller, Board Secretary, informed the Board that there is Open Meeting Law training on November 10, 2015, from 4:00 to 5:30 for all board and commission members. Parks and Recreation Board Page 6 of 6 October 7, 2015 – Draft Minutes VI. CHAIRMAN\MEMBER COMMENTS Mr. Holman commented on the following:  Wetlands Park was closed and he asked about the Pabco and Sunrise trail locations. He asked if there is any coordination of the areas between the City of Henderson police department and Las Vegas Metro.  Get out Nevada Day is at Sunset Park on October 24. Chairman Crine requested that a copy of the job description for the Director of Public Works, Parks and Recreation be sent to the Board members. Chairman Crine requested an update on what is happening with bylaws. Brandon Kemble, Assistant City Attorney, commented that the Board can change the bylaws, but any change to the HMC would need to be done by Council. VII. SET NEXT MEETING The next meeting was set for November 4, 2015, at 6:00 p.m. VIII. PUBLIC COMMENT There were no comments presented by the public. IX.
