Wednesday, October 4, 2017
I. CALL TO ORDER
The meeting of the Parks and Recreation Board was called to order by
Chairman Jim Perkins at 6:00 p.m. in the Council Chambers Conference Room,
240 Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Paula Harris, Recording Secretary, confirmed the Parks and Recreation Board
had been noticed in compliance with the Open Meeting Law by posting the
agenda three working days prior to the meeting at City Hall, the
Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station
No. 86, the Nevada Public Notice Website, the City of Henderson Website, and
by mailing a copy of the agenda to everyone appearing thereon on the Agenda
Master Mailing List.

III. PUBLIC COMMENT
There were no public comments presented.
New member Adam Walker introduced himself, and was welcomed by the
board members.
IV. ACCEPTANCE OF AGENDA (For Possible Action)
(Motion) Ms. Nelson introduced a motion to accept the agenda as
presented. The vote favoring approval was unanimous.
Chairman Perkins declared the motion carried.

SEPTEMBER 6, 2017
PUBLIC WORKS, PARKS AND RECREATION
Parks and Recreation Board Meeting Minutes of September 6, 2017.
(Motion) Mr. Perns introduced a motion to adopt the minutes of
September 6, 2017, as presented. The vote favoring approval
was unanimous. Chairman Perkins declared the motion carried.
NB-2 PRESENTATION
WHITNEY MESA PARK
PUBLIC WORKS, PARKS AND RECREATION
Carrie Becker, Park Planner, will give a presentation with possible discussion on
the design for Whitney Mesa Park Improvements.
Carrie Becker, Park Planner, gave a PowerPoint presentation and reviewed
the following slides: Project location and purpose; Amenities-overall;
Amenities-trails; Amenities-swings; and Next steps.
Responding to questions, it was noted that residential construction tax is
funding construction of the park.
(Motion) Mr. Holman introduced a motion to accept the presentation of
Whitney Mesa Park. The vote favoring approval was unanimous.

NB-3 PRESENTATION
DESERT PULSE PARK
PUBLIC WORKS, PARKS AND RECREATION
Amie Wojtech, Park Planning Manager, will give a presentation with possible
discussion on the current design plans for Desert Pulse Park.
Amie Wojtech, Park Planning Manager, gave a PowerPoint presentation of
Desert Pulse Park, and displayed a site plan and program. A brief discussion
ensued regarding playground equipment and the dog park.
(Motion) Mr. Olivas introduced a motion to accept the presentation of
Desert Pulse Park. The vote favoring approval was unanimous.
Chairman Perkins declared the motion carried.
NB-4 PARKS DAMAGE REPORT
PUBLIC WORKS, PARKS AND RECREATION
Doug Guild, Parks Manager, will provide a report on the most recent damage
to parks and cost to the City to repair.
Doug Guild, Parks Manager, reviewed the trend data outlined in the Parks
Vandalism Report.
No action was taken on this item.
NB-5 STAFF REPORT
PUBLIC WORKS, PARKS AND RECREATION
Announcement of upcoming grand openings, ground breakings, special events,
awards and/or programs.
Shari Ferguson, Assistant Director of Public Works and Parks and Recreation,
reported that a Parks and Recreation employee, Quinton Robbins, was killed in
the shooting at the Route 91 Harvest Festival. No sports or recreation
programs have been cancelled. She reviewed the 2017 Citywide events.
Ms. Ferguson also reported on the following:
Parks Conference last week
Grant funding to install story boards along a trial
American Public Works Association (APWA) accreditation
Cornerstone Park phase 2 – family park amenities will be installed with
Redevelopment funding

Park tour scheduled for next Saturday October 14, 2017
Mayor’s March On event is October 10, 2017, at Cornerstone Park, at
10:00 a.m.
Responding to a question regarding the lake at Cornerstone Park,
Ms. Ferguson explained that signs are posted prohibiting people from using the
lake. The bottom is full of concrete, rebar, construction material, and the water
is not clean.
Ms. Nelson commented that the Blue Ribbon Youth Commission is hosting a
College and Beyond event on October 7, 2017.
VI. CHAIRMAN\MEMBER COMMENTS
Chairman Perkins complimented staff for maintaining the Arroyo Grande ball
fields.
Chairman Perkins mentioned that Quinton Robbins worked for City of
Henderson Parks and Recreation for four years, and suggested it would be
appropriate to name a park after him in his memory.
Ms. Ferguson noted that there is a process regarding naming a park, and she
will forward this suggestion to the City Manager’s Office.
Mr. Holman shared that his son was recently married at O’Callaghan Park.
VII. SET NEXT MEETING
The next meeting was set for November 1, 2017, at 6:00 p.m.
VIII. PUBLIC COMMENT
There were no comments presented by the public.
IX. ADJOURNMENT
There being no further business to come before the Board, Chairman Perkins
adjourned the meeting at 6:37 p.m.
