CITY OF HENDERSON PARKS AND RECREATION BOARD MEETING MINUTES Wednesday, August 7, 2019 I. CALL TO ORDER Vice Chairman John Holman called the meeting of the Parks and Recreation Board to order at 6:00 p.m. in the Valley View Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Victoria Dasis, Deputy City Clerk, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Email List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Nelson introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Vice Chairman Holman declared the motion carried V. NEW BUSINESS NB-1 MINUTES PARKS AND RECREATION BOARD MEETING JUNE 5, 2019 PARKS AND RECREATION Parks and Recreation Board Meeting minutes of June 5, 2019. (Motion) Mr. Perns introduced a motion to adopt the meeting minutes of June 5, 2019, as presented. The vote favoring approval was unanimous. Vice Chairman Holman declared the motion carried. NB-2 BOARD MEMBER INTRODUCTIONS PARKS AND RECREATION Members of the Board will informally speak about their background, including any particular area of interest that they have regarding parks and recreation. Staff welcomed the newly-appointed Board members and the members introduced themselves. Parks and Recreation Board Page 3 of 5 Wednesday, August 7, 2019 – Minutes NB-3 YOUTH ENRICHMENT PROGRAMS AND FALL PROGRAMS PARKS AND RECREATION Xanie Gann, Recreation Services Manager, will provide information on Youth Enrichment Programs and Fall Programs. Xanie Gann, Recreation Services Manager, gave a PowerPoint presentation titled Parks and Recreation Fall Recreation Programs, which reviewed various Youth Enrichment and upcoming programs in the City. NB-4 NEVADA RECREATION & PARK SOCIETY (NRPS) Angela Summers, NRPS Past President, and Priscilla Smith, NRPS President Elect, will provide information about the association and the upcoming 2020 Annual Conference. Priscilla Smith and Angela Summers, Nevada Recreation and Park Society, briefed the Board on the NRPS’ purpose and spoke about the society’s Leadership Alliance Excellence and Development (LEAD) Institute program. Ms. Summers said the LEAD Institute is a professional development program for those interested in progressing in their Parks and Recreation career field. She expressed the need for membership and advocacy of the LEAD Institute and provided an overview of how members/public can get involved. Ms. Smith noted she is seeking speakers, sponsorships, and Parks and Recreation professionals to assist and support the 2020 LEAD Conference. NB-5 UNION PACIFIC RAILROAD (UPRR) TRAIL UPDATE PARKS AND RECREATION Amie Wojtech, Park Project Manager, will provide a UPRR Trail update. Amie Wojtech, Park Project Manager, displayed a map of the UPRR Trail and provided an update on its development. She said staff will soon put out a bid to construct the northern segment of the trail, which will be from Acacia Park to Pecos Road. Following a brief discussion regarding the development of the trail, Shari Ferguson, Director of Parks and Recreation, stated the completion of this trail will be a great accomplishment. Parks and Recreation Board Page 4 of 5 Wednesday, August 7, 2019 – Minutes NB-6 SOUTHERN NEVADA PUBLIC LAND MANAGEMENT ACT (SNPLMA) ROUND 17 UPDATE PARKS AND RECREATION Amie Wojtech, Park Project Manager, will provide a SNPLMA Round 17 update. Amie Wojtech, Park Project Manager, stated the Pueblo Trail will soon have various amenities, such as benches, trash receptacles, dog waste receptacles, and landscaping, irrigation, and lighting. She noted staff is currently working on another grant that will provide additional trail connections. Ms. Wojtech briefed the members on the upcoming adaptive use park, which will provide playgrounds and common area amenities for individuals of all abilities. She said this park will be located on the west side of the Russell Road Recreation Complex, and that SNPLMA is funding $8.4 million for this project. Following an inquiry by Ms. Nelson regarding recreation programming at the adaptive use park, Ms. Wojtech said there will be inclusive programs available for individuals of all abilities. NB-7 STAFF REPORT PARKS AND RECREATION City staff will report on upcoming events, grand openings, ground breakings, special events, awards and/or programs. Shari Ferguson, Director of Parks and Recreation, referred to the backup material and highlighted upcoming City events. Ms. Ferguson said Water Street is undergoing major construction and that there will eventually be an events plaza between Basic Road and Atlantic Street. She noted the usual winter events/festivities will be relocated this year due to the construction. Ms. Ferguson informed the Board of recent Parks and Recreation awards that were earned by the City, which included: 2019 Greenest City in Nevada; National and State Outstanding Building of the Year Award for the Heritage Park Senior Center and Aquatic Center; Nationally third ranking for best dog parks; Mars Petcare Better City for Pets Certification; and the National Softball Associate Hall of Fame Meritorious Category for the Arroyo Grande Sports Complex. Responding to Mr. Olivas inquiry, Amie Wojtech, Park Project Manager, said Hidden Falls Park is currently under construction and it had some damage because of the weather. Vice Chairman Holman welcomed the newly-appointed Board members. VII. SET NEXT MEETING The next meeting was set for September 4, 2019, at 6:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
