CITY OF HENDERSON PARKS AND RECREATION BOARD MEETING MINUTES Wednesday, September 4, 2019 I. CALL TO ORDER Chairman Jim Perkins called the meeting of the Parks and Recreation Board to order at 6:00 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Email List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA Chairman Perkins requested Items NB-2 and NB-3 be heard after NB-6. (Motion) Ms. Nelson introduced a motion to accept the agenda as amended. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. V. NEW BUSINESS NB-1 MINUTES PARKS AND RECREATION BOARD MEETING AUGUST 7, 2019 PARKS AND RECREATION Parks and Recreation Board Meeting minutes of August 7, 2019. (Motion) Mr. Thompson introduced a motion to adopt the meeting minutes of August 7, 2019, as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-2 ELECTION CHAIRPERSON PARKS AND RECREATION Board members will elect a chairman. Note: This item was heard following NB-6. (Motion) Ms. Nilson introduced a motion to elect Jim Perkins as Chairman. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. Parks and Recreation Board Page 3 of 7 Wednesday, September 4, 2019 – Minutes NB-3 ELECTION VICE CHAIRPERSON PARKS AND RECREATION Board members will elect a Vice Chairperson. Note: This item was heard following NB-6. (Motion) Mr. Perns introduced a motion to elect Michelle Nelson as Vice Chairperson. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-4 INTRODUCE BRUNO SUNAGO, PARK PLANNER PARKS AND RECREATION Amie Wojtech, Park Project Manager, will introduce Bruno Sunago, Park Planner. Amie Wojtech, Park Project Manager, introduced and welcomed Bruno Sunago, Park Planner, a newly-hired City employee. Mr. Sunago stated he initially started with the City as an intern with the Parks and Recreation Department and assisted with the design of Q’s Court at Heritage Park. NB-5 BOARD MEMBER INTRODUCTIONS PARKS AND RECREATION Members of the Board will informally speak about their background, including any particular area of interest that they have regarding parks and recreation. The Board members introduced themselves and gave a brief overview of their backgrounds. Parks and Recreation Board Page 4 of 7 Wednesday, September 4, 2019 – Minutes NB-6 DRAKE STREET PARK CONCEPT PLAN PARKS AND RECREATION Amie Wojtech, Park Project Manager, will provide information on the Drake Street Park Concept Plan, and the Board will consider the plan. Amie Wojtech, Park Project Manager, displayed a site rendering and provided an overview of the Drake Street Park Concept Plan. She said the park will have a community garden, playground, open turf area, and a potential splash pad. She said staff will soon be submitting a grant application to the Southern Nevada Public Land Management Act (SNPLMA) for consideration. Ms. Wojtech stated there was a public meeting held at the Boys and Girls Club on August 22, 2019, where community members provided input on amenities they would like at the park. She stated that the park plans/rendering will soon be updated, and she will brief the Board on the changes at a future meeting. (Motion) Mr. Perns introduced a motion to accept the Drake Street Park Concept Plan. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-7 DESERT CANYON TRAILS AKA CANYONS NATURE PRESERVE MASTER PLAN PARKS AND RECREATION The Board will consider approval of Desert Canyon Trails Master Plan. Carrie Becker, Park Planner, displayed two site maps and provided an overview of the Desert Canyon Trails Master Plan. Ms. Becker stated the master plan will approve trails, indigenous landscaping, benches, tables, small trail signage, and other recreational facilities. She stated there will on-street parking along Canyon Highlands Drive, and there will soon be a small parking lot built next to MacDonald Canyons Nature Park. Mr. Thompson inquired if there was a timeline of when the trails would be complete. Ms. Becker responded that staff is currently memorializing the plans and that the development of the trails depends on funding. Following an inquiry by Mr. Opsahl regarding the cost of the trail, Ms. Becker stated staff has not yet calculated the estimated costs. Parks and Recreation Board Page 5 of 7 Wednesday, September 4, 2019 – Minutes Responding to an inquiry by Mr. Opsahl regarding the length of the trails, Ms. Becker said the large loop is approximately two miles and the smaller trail is a quarter of a mile. Ms. Baca thanked the staff for being considerate of the neighbors’ input. (Motion) Mr. Thompson introduced a motion to approve the Desert Canyon Trails Master Plan. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-8 VANDALISM REPORT PARKS AND RECREATION Doug Guild, Parks Superintendent, will provide information on the Vandalism Report. Doug Guild, Park Superintendent, gave a report on the vandalism in Henderson parks for the months of April, May, June, July, and August. He stated spray paint graffiti is removed within 24 hours and is reported to Henderson Police Department. Following an inquiry by Ms. Wilson regarding the security of AED devices, Mr. Guild explained that the AED machines need to be accessible in the case of an emergency. Shari Ferguson, Director of Parks and Recreation, said staff is researching the possibility of having an alert system installed to notify City emergency response teams when the AED devices are removed or activated. Mr. Holmes inquired if the City has considered installing cameras in City parks. Ms. Ferguson stated staff has been researching the possibility of having cameras in City parks; however, lack of funding and Wi-Fi accessibility are hinderances. NB-9 STAFF REPORT PARKS AND RECREATION City staff will report on upcoming events, grand openings, ground breakings, special events, awards and/or programs. Shari Ferguson, Director of Parks and Recreation, briefed the Board on the community meeting at the Boys and Girls Club for the Drake Street Park Concept Plan. Parks and Recreation Board Page 6 of 7 Wednesday, September 4, 2019 – Minutes Ms. Ferguson said there will be a neighborhood meeting at the Paseo Verde Park on October 3, 2019, at 4:30 p.m. to discuss the possibility of removing the ball field. Ms. Ferguson said the City is working with a business partner to maintain 22 beehives at the Bird Viewing Preserve. She stated residents may contact the City if they have problems with bees or would like to relocate beehives. Ms. Ferguson informed the Board on the following upcoming events:  Rumours: The Ultimate Fleetwood Mac Tribute Show  Movie Night at the Pavilion – Moana  Henderson Symphony Orchestra: Season Opening Concert  Doggie Paddle and Play Date: 10th Anniversary Special  Last Friday, September 27, 2019  Hot Rod Days Car Show VI. CHAIRMAN\MEMBER COMMENTS Ms. Nelson stated that the Huntsman Entertainment play for March 2020 will be Beauty and the Beast. Mr. Holmes expressed concerns regarding animals being off pet leashes at City parks. Shari Ferguson, Director of Parks and Recreation, recommended Mr. Holmes call Animal Control for assistance, and said she will have staff research if additional leash safety signage needs to be installed in the parks. Ms. Ferguson stated she will contact Animal Control to attend a future meeting to discuss this matter. VII. SET NEXT MEETING The next meeting was set for October 2, 2019, at 6:00 p.m. VIII.
