CITY OF HENDERSON PARKS AND RECREATION BOARD MEETING MINUTES Wednesday, October 2, 2019 I. CALL TO ORDER Chairman Jim Perkins called the meeting of the Parks and Recreation Board to order at 6:00 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Email List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Nelson introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. V. NEW BUSINESS NB-1 MINUTES PARKS AND RECREATION BOARD MEETING SEPTEMBER 4, 2019 PARKS AND RECREATION Parks and Recreation Board Meeting minutes of September 4, 2019. (Motion) Mr. Perns introduced a motion to adopt the meeting minutes of September 4, 2019, as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-2 CHIEF OF POLICE COMMUNITY POLICING PARKS AND RECREATION Thedrick Andres, Chief of Police, will introduce himself and discuss policing-related concerns at City parks. Thedrick Andres, Chief of Police, discussed how the City’s Police Department has changed their policing philosophy to a geographic-oriented approach to increase community policing efforts within the city. Chief Andres said there have been three complaints reported to the City regarding dogs off their leashes in the Seven Hills community within the last seven weeks. He explained that this information is tracked and reviewed to ensure the Animal Control officers are addressing any trends in the calls for service. Parks and Recreation Board Page 3 of 6 Wednesday, October 2, 2019 – Minutes A lengthy discussion ensued regarding additional leash safety signage in parks and a possible policing collaboration with private communities to monitor unleashed dogs. Responding to an inquiry by Ms. Nelson regarding vandalism in the city, Chief Andres provided an overview of the Police Department’s methods to mitigate and address the defacements. He said the public can report vandalism through Contact Henderson on the City’s website. Doug Guild, Parks Superintendent, stated major vandalism has an associated police report number attached to the case. He also noted that each case of vandalism in his quarterly vandalism report has a report number. Mr. Holmes commented that he has seen an increase in homeless individuals in City parks and trails. Chief Andres stated he is aware of this trend; however, the City cannot remove homeless individuals from public spaces when it is during hours of operation. He asked those present to report any homeless individuals or camps so the Police Department can monitor and appropriately address the matter. Chief Andres said the City is trying to create a homeless outreach team in an effort to address and be more educated on the increasing homeless population in Henderson. Shari Ferguson, Director of Parks and Recreation, stated there is a new law that prohibits the City from removing homeless individuals from public spaces unless the City has a shelter to send them to. She said Henderson currently does not have a homeless shelter. NB-3 PARK OPERATIONS AREA 3 UPDATE PARKS AND RECREATION Ray Everhart, Park Operations Manager, will provide an update on parks and trails in Area 3 (west of Gibson and south of Sunset Road in Henderson). Ray Everhart, Park Operations Manager, gave a presentation on Area 3 and highlighted the turf conversions in various ball fields and parks. Mr. Everhart requested any landscaping or maintenance issues be reported through Contact Henderson on the City’s website. Responding to an inquiry by Mr. Holman regarding who maintains the median and streetscapes, Mr. Everhart said the City provides the maintenance and landscaping. Parks and Recreation Board Page 4 of 6 Wednesday, October 2, 2019 – Minutes Responding to an inquiry by Chairman Perkins regarding the amount of time it will take to perform the turf conversion at Arroyo Grande Sports Complex, Mr. Everhart said it will take approximately a week. Following an inquiry by Mr. Holman regarding funding for trail maintenance, Mr. Everhart said the City will utilize Regional Transportation Commission funding if it is available. Mr. Holmes requested clarification on the process to remove aging Ash trees. Mr. Everhart explained that the City Municipal Forester is working on a program to replace the trees with heartier trees for sustainability. NB-4 PARKS AND RECREATION MASTER PLAN UPDATE PARKS AND RECREATION Amie Wojtech, Park Project Manager, will discuss amendments to the Parks and Recreation Master Plan and the Board will consider approving the proposed amendments and Parks and Recreation Master Plan Update. Amie Wojtech, Park Project Manager, presented an overview of the Parks and Recreation Master Plan and said the data was compiled through surveys and with the assistance of consultants. Brandon Kemble, Assistant City Attorney III, noted this master plan update will be presented to the Mayor and Council members in the near future. Shari Ferguson, Director of Parks and Recreation, stated staff is happy with the updates and that the master plan will guide the City in its parks and recreation initiatives over the next ten years. (Motion) Ms. Nilson introduced a motion to recommend approval of the proposed amendments and Parks and Recreation Master Plan Update. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-5 URBAN PARK DESIGN PARKS AND RECREATION Amie Wojtech, Park Project Manager, will discuss Urban Park Design. Parks and Recreation Board Page 5 of 6 Wednesday, October 2, 2019 – Minutes Shari Ferguson, Director of Parks and Recreation, discussed the challenges of creating public parks to be compatible with the new multiuse communities in West Henderson. She explained that the City has typically created parks with ball fields or open space intended for physical activity; however, there is a new concept called urban park designs that the City is pursuing. Amie Wojtech, Park Project Manager, displayed photos of urban park designs from other cities while providing potential park ideas for the City. She said an urban park design will still need to comply with the Parks and Recreation Department guidelines and standards. Ms. Ferguson commented that urban park designs are intended for community gatherings rather than recreational programming. A discussion ensued regarding the potential amenities and uses of the urban park. Ms. Ferguson said The Block, the master plan community in West Henderson, will be presenting their plans to the Board at a future meeting. NB-6 STAFF REPORT City staff will report on upcoming events, grand openings, ground breakings, special events, awards and or programs. Shari Ferguson, Director of Parks and Recreation, informed the Board of the following upcoming events:  Hot Rod Days, October 4th and 5th  Thunderstruck, an AC/DC tribute concert on October 11  Last Friday, October 25 from 6:00 p.m. to 10:00 p.m.  New Farmers Market on Thursdays at City Hall and Fridays at the Henderson Multigenerational Recreation Center parking lot Ms. Ferguson reminded the Board of the neighborhood meeting at Paseo Verde Park on October 3, 2019, at 4:30 p.m. to discuss the possibility of removing the ball field. VI. CHAIRMAN\MEMBER COMMENTS Following a request by Chairman Perkins to have staff demonstrate how to utilize Contact Henderson, Shari Ferguson, Director of Parks and Recreation, stated she will add this matter to a future agenda. Parks and Recreation Board Page 6 of 6 Wednesday, October 2, 2019 – Minutes Responding to an inquiry by Chairman Perkins regarding where the Veterans Memorial Wall will be relocated, Ms. Ferguson said she does not know at this time; however, the memorial is currently in place next to the amphitheater. Ms. Ferguson said any plans to move the Veterans Memorial Wall will be brought before the Board prior to its relocation. Ms. Ferguson noted there will be future agenda items to discuss and review the plans for the new events plaza on Water Street. VII. SET NEXT MEETING The next meeting was set for Wednesday, November 6, 2019, at 6:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
