CITY OF HENDERSON PARKS AND RECREATION BOARD MEETING MINUTES Wednesday, November 6, 2019 I. CALL TO ORDER Chairman Jim Perkins called the meeting of the Parks and Recreation Board to order at 6:00 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Email List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Holman introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. V. NEW BUSINESS NB-1 MINUTES PARKS AND RECREATION BOARD MEETING OCTOBER 2, 2019 PARKS AND RECREATION Parks and Recreation Board Meeting minutes for October 2, 2019. (Motion) Ms. Nilson introduced a motion to adopt the meeting minutes of October 2, 2019, as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-2 CONTACT HENDERSON PARKS AND RECREATION Addah Moritz-Smith, Business Process Consultant, will demonstrate Contact Henderson. Addah Moritz-Smith, Business Process Consultant, displayed the City of Henderson website and gave a demonstration on how to utilize the Contact Henderson service page, and she noted a mobile phone application is available to download as well. Shari Ferguson, Director of Parks and Recreation, said Contact Henderson allows staff to recognize any trends occurring that need to be addressed. Parks and Recreation Board Page 3 of 5 Wednesday, November 6, 2019 – Minutes NB-3 MASTER TRANSPORTATION PLAN PARKS AND RECREATION Discussion on proposed and planned parks and trails in West Henderson. Amie Wojtech, Park Project Manager, displayed a map titled Master Trail Plan August 2019 and said the map outlines various types of trails, washes, and roads in the West Henderson Area. Shari Ferguson, Director of Parks and Recreation, stated the map will assist developers on how to construct required landscaping/trails for future projects. A brief discussion ensued regarding asphalt trails versus concrete trails. Ms. Wojtech informed those present that the future Mountain Park will be over 1,000 acres. NB-4 10-MINUTE WALK PARKS AND RECREATION Discussion on grant received from the Southern Nevada Health District to analyze access to parks for residents in identified census tracts. Amie Wojtech, Park Project Manager, stated Mayor March joined a campaign where the mission is to have a park within a 10-minute walk of every resident’s home by 2050. She said the City received a grant through the Southern Nevada Health District, which will allow City staff to analyze park access for residents. Ms. Wojtech stated the findings will be submitted to the Trust for Public Land to rate the City’s efforts. Shari Ferguson, Director of Parks and Recreation, noted the study will also analyze if there are any obstructions, such as sidewalk access, to the parks. NB-5 PASEO VERDE PARK PUBLIC MEETING UPDATE PARKS AND RECREATION A public meeting was held on October 3, 2019, and there will be discussion on the feedback received. Parks and Recreation Board Page 4 of 5 Wednesday, November 6, 2019 – Minutes Amie Wojtech, Park Project Manager, briefed those present on the public meeting that was held at Paseo Verde Park on October 3, 2019, regarding the use of the baseball field. She stated the residents requested the baseball field remain in place; however, they asked that the field be modified so youth teams can utilize the field. Ms. Wojtech said the City is considering incorporating cricket field amenities in the park. Shari Ferguson, Director of Parks and Recreation, further explained that the bleachers will be replaced with tables and benches to align with the residents’ wishes for a family-friendly ball park. NB-6 STAFF REPORT City staff will report on upcoming events, grand openings, ground breakings, special events, awards and or programs. Shari Ferguson, Director of Parks and Recreation, stated the Parks and Recreation Master Plan Update was approved at the City Council meeting last night, and she will provide a hard copy of the Master Plan to the Board members once it is complete. Ms. Ferguson announced that the Parks and Recreation Department was inducted into the Softball Association Hall of Fame for its dedication and contribution to the sport of softball. Ms. Ferguson encouraged the Board members to attend the Ethics and Open Meeting Law Training on November 20, 2019, at 4:30 p.m. in the City Hall Council Chambers. Ms. Ferguson informed the Board of the following upcoming events:  Stroll ‘n Roll, Paseo Verde Parkway, November 16, 2019, 10:00 a.m. to 2:00 p.m.  Color Me Kind 5k, at Cornerstone Park, November 16, 2019, 9:00 a.m.  Amargosa Trail maintenance on December 7, 2019 VI. CHAIRMAN\MEMBER COMMENTS There were no Chairman\Member comments presented. VII. SET NEXT MEETING The next meeting was set for December 4, 2019. VIII.
