CITY OF HENDERSON PARKS AND RECREATION BOARD MEETING MINUTES Wednesday, December 4, 2019 I. CALL TO ORDER Chairman Jim Perkins called the meeting of the Parks and Recreation Board to order at 6:00 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Emailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Nelson introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. V. NEW BUSINESS NB-1 MINUTES PARKS AND RECREATION BOARD MEETING NOVEMBER 6, 2019 PARKS AND RECREATION Parks and Recreation Board Meeting minutes for November 6, 2019. (Motion) Mr. Holman introduced a motion to adopt the meeting minutes of November 6, 2019, as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-2 PARK OPERATIONS AREA 1 UPDATE PARKS AND RECREATION Kirk Niemand, Park Operations Manager, will provide an update on parks and trails in Area 1 (east of Gibson Road and south of Lake Mead Parkway in Henderson). Kirk Niemand, Park Operations Manager, presented a PowerPoint presentation that overviewed the Parks and Recreation Department’s Area 1 projects. The presentation included updates to turf conversation projects, Fire Station 85 and the new dog park at Hidden Falls Park, irrigation upgrades, several areas previously contracted out for maintenance that the City has taken over maintaining, and upcoming Events Plaza improvements. Responding to an inquiry by Chairman Perkins regarding the previous Boulder Highway maintenance contract, Shari Ferguson, Director of Parks and Recreation, said the maintenance contract was in place for five years and the City resumed the maintenance coverage in July. Parks and Recreation Board Page 3 of 4 Wednesday, December 4, 2019 – Minutes NB-3 MATURING NEIGHBORHOODS IN THE GREEN VALLEY AND LAKE MEAD AREA PARKS AND RECREATION Amie Wojtech, Park Project Manager, will provide an update for Green Valley Streetscapes Phase III and Lake Mead Beautification. Will also introduce Green Valley Streetscapes Phase IV. Note: Amie Wojtech, Park Project Manager, was not in attendance. Carrie Becker, Park Planner, presented a PowerPoint presentation that provided an update on the Green Valley Streetscapes Phase III, which consists of landscape improvements along Green Valley Parkway. She said Phase IV is set to begin in 2020 and will occur along Windmill Parkway in a similar landscape pattern as the previous three phases. Following an inquiry by Chairman Perkins regarding the funding of the Streetscapes project, Shari Ferguson, Director of Parks and Recreation, stated the project is being funded through the Maturing Neighborhood fund. Ms. Becker referred to the PowerPoint slides to provide an overview of the Lake Mead Beautification project that will take place along Dinkledorf Road. She stated the project consists of landscape improvements similar to the landscaping adjacent to the Cadence Master Plan community, and staff anticipates construction to start in early 2020. NB-4 STAFF REPORT PARKS AND RECREATION City staff will report on upcoming events, grand openings, ground breakings, special events, awards and or programs. Shari Ferguson, Director of Parks and Recreation, highlighted the following upcoming City events:  The City’s holiday decorated homes map  Winterfest: o Councilwoman Romero and Councilman Stewart will join Santa for the tree-lighting ceremony on Friday, December 13, 2019 o The night parade will be held on Saturday, December 14, 2019  The City-led midnight hike on New Year’s Eve Ms. Ferguson referred to the flyer titled Easy Target and said the Henderson Police Department wants to increase awareness and warn residents that vehicle break-ins are one of the highest crimes in Henderson. Parks and Recreation Board Page 4 of 4 Wednesday, December 4, 2019 – Minutes Following an inquiry by Mr. Perns regarding the recognition of Water Street that was recently awarded, Ms. Ferguson said Water Street was recognized as one of 2019’s Great Streets in America by the American Planning Association. Ms. Ferguson stated staff will present a design overview of the new Water Street Events Plaza at a future Parks and Recreation Board meeting. VI. CHAIRMAN\MEMBER COMMENTS Chairman Perkins thanks everyone for taking the time out of their schedule to attend the meetings. Due to an incident that occurred in Boulder City with an individual crossing the Union Pacific Railroad (UPRR) tracks, Mr. Holman inquired if trails crossing through railroad tracks will be a potential problem in Henderson. Shari Ferguson, Director of Parks and Recreation, stated the completion of City trails running parallel to the UPRR tracks in Henderson are being designed to avoid having any pedestrian trail crossing through an active railroad track. VII. SET NEXT MEETING The next meeting was set for February 5, 2020. VIII. PUBLIC COMMENT There were no public comments presented. IX.
