Wednesday, August 5, 2020
I. CALL TO ORDER
Chairman Jim Perkins called the meeting of the Parks and Recreation Board to
order at 6:08 p.m. in the Council Chambers Conference Room,
240 South Water Street, Henderson, Nevada 89015.
Chairman Perkins announced due to the COVID-19-related City Hall public
gathering restrictions at this time, there will be no in-person attendance at this
meeting, and those present will be practicing social distancing. He noted the
meeting was being conducted via WebEx.
II. CONFIRMATION OF POSTING AND ROLL CALL
Karie Teruya, Executive Administrative Assistant, confirmed the
Parks and Recreation Board meeting had been noticed in compliance with the
Open Meeting Law by posting the Agenda three working days prior to the
meeting at City Hall, the Multigenerational Center, the Whitney Ranch
Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the
City of Henderson Website, and by mailing and emailing a copy of the Agenda
to everyone appearing thereon on the Agenda Master Mailing List and
Emailing List.

Mr. Olivas introduced a motion to accept the agenda as presented. The vote

JULY 1, 2020
PARKS AND RECREATION
Parks and Recreation Board Meeting minutes of July 1, 2020.
(Motion)
Mr. Opsahl introduced a motion to adopt the Parks and Recreation Board
Meeting minutes of July 1, 2020. The vote favoring approval was unanimous.
Chairman Perkins declared the motion carried.
NB-2 VIVALDI PARK CELL TOWER UPGRADE
COMMUNITY DEVELOPMENT AND SERVICES
Gwendolyn Fischer of Crown Castle and City of Henderson staff will present
proposed upgrades to the existing cell tower at Vivaldi Park.
Gwendolyn Fischer, Crown Castle, gave a presentation on the proposed
upgrades to the existing cell tower at Vivaldi Park and stated the upgrades will
facilitate with T-Mobile coverage in the area.

Responding to an inquiry by Mr. Olivas regarding if staff has any concerns
regarding the cell tower, Doug Guild, Parks Superintendent, stated staff has no
concerns with this upgrade. Mr. Guild said the applicant is only adding to the
existing antenna and the park will not be torn apart.
Following an inquiry by Ms. Nilson regarding if this addition will affect the ion
frequency density in the area, Ms. Fischer stated no radiofrequency study was
conducted at this location; however, she said the equipment that is being
proposed is consistent with the Federal Communications Commission
standards.
Responding to an inquiry by Chairman Perkins regarding the placement of the
new equipment, Scott Majewski, Principal Planner, stated the proposed
upgrades will be added to the exterior of the cell tower pole. Mr. Majewski said
the antennas will be replaced and expanded out from the pole.
Brian Podmenik, Senior Real Property Agent, noted that the current lease will
expire in 2023 and staff will soon be in contact with Crown Castle regarding the
lease.

Mr. Olivas introduced a motion to approve the proposed upgrades to the
existing cell tower at Vivaldi Park. The vote favoring approval was unanimous.
Chairman Perkins declared the motion carried.
NB-3 INTRODUCE NEW ASSISTANT DIRECTOR OF PARKS AND RECREATION
PARKS AND RECREATION
Angela Summers, Assistant Director of Parks and Recreation, will introduce
herself to the Parks and Recreation Board.
Angela Summers, Assistant Director of Parks and Recreation, introduced
herself to the Board and briefed the Board on her professional tenure.
NB-4 EVENTS PLAZA UPDATE
PARKS AND RECREATION
Erin Reiswerg, Park Planner, will provide an update to the Events Plaza.
Erin Reiswerg, Park Planner, referred to the backup material and gave a
presentation on the new Events Plaza and amphitheater being built on
Water Street in Downtown Henderson.

Following an inquiry by Chairman Perkins regarding Water Street’s access after
construction, Ms. Reiswerg said Water Street will be reconstructed to a two-way
road. She stated Water Street will have the ability to be closed off at
Atlantic Avenue and Basic Road for larger events.
Responding to an inquiry by Mr. Opsahl regarding when the construction will be
completed, Doug Guild, Parks Superintendent, stated the final phase is
expected to be finished in November. Mr. Guild noted there is still access to the
various small businesses on Water Street during the construction.
Following an inquiry by Ms. Nelson regarding the amphitheater renovations,
Ms. Reiswerg stated the amphitheater will have a whole new remodel, including
permanent seating, a new performance floor, and enhanced lighting and sound.
Ms. Reiswerg said she hopes the new venue will bring a variety of events and
entertainers.
Ms. Baca thanked staff for their hard work on this project.
NB-5 SOUTHERN NEVADA PUBLIC LAND MANAGEMENT ACT (SNPLMA)
ROUND 18 UPDATE
PARKS AND RECREATION
Amie Wojtech, Park Project Manager, will provide a brief overview of SNPLMA
Round 18 projects which include Black Mountain Nature Preserve,
Sloan Canyon Gateway Park Phase 1, and the remaining portion of
Drake Street Park.
Amie Wojtech, Park Project Manager, gave a presentation on the projects being
considered for SNPLMA Round 18, including the Drake Street Park,
Sloan Canyon Gateway Park Phase I, the Black Mountain Nature Preserve, and
the Therapeutic Recreation and Inclusion Services Center. She stated based
on the feedback from the Bureau of Land Management consultation meeting
and internal meetings, staff will determine which three projects will move
forward with the nomination process as the City is only permitted to submit three
projects.

NB-6 PARKS, TRAILS AND SPORTS UPDATE DURING COVID-19 STATE OF
EMERGENCY
PARKS AND RECREATION
Doug Guild, Parks Superintendent, will provide an update on parks, trails, and
sports during the COVID-19 State of Emergency.
Doug Guild, Parks Superintendent, provided a summary of the parks, trails, and
sports availability during the COVID-19 pandemic. He stated the City
considered the restrooms at the City trails an essential service and kept them
open to the public. Mr. Guild stated that playgrounds, basketball courts, and
volleyball courts will remain closed per Governor Sisolak’s guidelines. He noted
that the restrooms and picnic tables at City parks are being disinfected twice a
day.
Mr. Guild stated youth sports teams can practice; however, games are not
permitted at this time. He further explained that the youth sports that are
currently allowed to practice are non-contact sports, such as baseball and
softball. He said the teams must follow the social distancing guidelines,
including wearing face coverings. Mr. Guild noted adult sports are not allowed
at this time.
Shari Ferguson, Director of Parks and Recreation, said the restrooms at the
parks and trails did not have soap dispensers prior to the COVID-19 pandemic
due to vandalism. She stated soap dispensers were installed in the restrooms
within ten days of the Declaration of a State of Emergency.
Ms. Ferguson stated Board members may inform staff if they witness misuse of
parks or youth sports teams not abiding by the social distancing guidelines.
Mr. Guild stated the City will inform the appropriate sports leagues of the teams
who are not complying with the social distancing guidelines.
NB-7 VANDALISM REPORT
PARKS AND RECREATION
Doug Guild, Parks Superintendent, will provide information on the
Vandalism Report.
Doug Guild, Parks Superintendent, referred to the backup material and reported
on various vandalism throughout Henderson parks and facilities.

Mr. Perns recommended concrete poles be installed at the problem areas of
Mission Hills Park to mitigate the ongoing turf vandalism. Mr. Guild stated staff
is considering various options to solve the vandalism at Mission Hills Park.
NB-8 PARKS AND RECREATION BOARD AMENDMENT OF BYLAWS
PARKS AND RECREATION
Parks and Recreation Board Members will discuss and adopt amendments to
the Henderson Parks and Recreation Board Bylaws to bring the boards Bylaws
in line with the standard bylaw format as prescribed by the City Clerk’s office
and outlined in HMC 2.50, and to specifically change the start time of the
meetings and title of the department.
Shari Ferguson, Director of Parks and Recreation, stated the proposed
amendments to the bylaws are to clean up some language, add a provision
which would allow flexibility with scheduling meetings, and to change the
meeting start time from 6:00 p.m. to 5:00 p.m.
Brandon Kemble, Assistant City Attorney III, noted that the amendments must
also be approved at the next meeting, and the next meeting will still begin at
6:00 p.m.
(Motion)
Ms. Nelson introduced a motion to adopt the amendments to the Henderson
Parks and Recreation Board bylaws. The vote favoring approval was
unanimous. Chairman Perkins declared the motion carried.
NB-9 STAFF REPORT
PARKS AND RECREATION
City staff will report on upcoming events, grand openings, ground breakings,
special events, awards and or programs.
Shari Ferguson, Director of Parks and Recreation, reminded the Board there will
be Chair and Vice Chair elections at the next meeting.
Ms. Ferguson stated the City will begin to offer childcare for students for as long
as schools prohibit in-person attendance. She said the program will not take
the place of school but will provide time for the students to do their schoolwork.
Angela Summers, Assistant Director of Parks and Recreation, stated
Henderson received five awards from the Nevada Recreation Parks Society,
including two Program Excellence awards, two Elmer H. Anderson Park
Excellence awards, and Jayne Mazurkiewicz, Assistant Director of Parks and
Recreation, received the Dundee Award.

VI. CHAIRMAN\MEMBER COMMENTS
Chairman Perkins expressed his gratitude for Jayne Mazurkiewicz,
Assistant Director of Parks and Recreation, for her dedication and hard work to
the City, and congratulated her on her retirement.
VII. SET NEXT MEETING
The next meeting was set for September 2, 2020, at 6:00 p.m.
VIII. PUBLIC COMMENT
There were no public comments presented.
IX. ADJOURNMENT
There being no further business to come before the Board, Chairman Perkins
adjourned the meeting at 7:20 p.m.
