CITY OF HENDERSON PARKS AND RECREATION BOARD MEETING MINUTES Wednesday, September 2, 2020 I. CALL TO ORDER Chairman Jim Perkins called the meeting of the Parks and Recreation Board to order at 6:00 p.m. in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. Chairman Perkins announced due to the COVID-19-related City Hall public gathering restrictions at this time, there will be no in-person attendance at this meeting, and those present will be practicing social distancing. He noted the meeting was being conducted via WebEx. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Emailing List. NEW BUSINESS NB-1 MINUTES PARKS AND RECREATION BOARD MEETING AUGUST 5, 2020 PARKS AND RECREATION Parks and Recreation Board Meeting minutes of August 5, 2020. (Motion) Ms. Nelson introduced a motion to adopt the Parks and Recreation Board Meeting minutes of August 5, 2020. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. Parks and Recreation Board Regular Meeting Page 3 of 7 Wednesday, September 2, 2020 – Minutes NB-2 WHITNEY MESA BMX IMPROVEMENTS PARKS AND RECREATION Chuck Ashby, Outdoor Recreation Supervisor, will provide information to the Whitney Mesa BMX improvements. Chuck Ashby, Outdoor Recreation Supervisor, gave a PowerPoint presentation titled, City of Henderson Whitney Mesa BMX, which detailed the elements that are being added and/or upgraded to improve the experience for participants and spectators. Mr. Ashby said in addition to upgrading and/or improving the fencing, landscaping, bleachers, and sound system, a new timing system will be added that will provide participants more ways to train. He said the Whitney Mesa BMX track will be one of only three tracks in the nation that offers this new timing system. Mr. Ashby said the track will also be equipped with Musco Vision, which will provide security and virtual viewing by allowing family members and the general public to view the racers online. He said the goal of these improvements are to draw a national race, provide greater opportunities for the track to be viewed, drive more attendance to the track, and make Whitney Mesa BMX the premier track in Nevada. Following an inquiry by Ms. Nilson regarding whether the Musco Vison viewing options will be limited to certain periods or open to the general public all the time, Mr. Ashby stated staff will have the ability of limiting the viewing options to gain revenue from viewership. He said Musco Vision has many viewing options that are being discussed by staff. Ms. Nilson said regarding the safety of the children on the track, she would prefer limited viewership access. Chairman Perkins said the identity of the riders will not be revealed due to the amount of equipment the riders are required to wear. Mr. Ashby referred to page 20 of the backup material for a photo of the track using the Musco Vision software and said the view will be a bit closer, but because it is an aerial photo, identification of the riders can only be known by the numbers on the riders bike and the colors of their gear. NB-3 INTRODUCE VALERIE DERRICK, RECREATION SERVICES MANAGER PARKS AND RECREATION Valerie Derrick, Recreation Services Manager, will introduce herself to the Parks and Recreation Board. Valerie Derrick, Recreation Services Manager, introduced herself and briefed the Board on her professional tenure. Parks and Recreation Board Regular Meeting Page 4 of 7 Wednesday, September 2, 2020 – Minutes NB-4 ATTESA PARK AND CAPRIOLA PARK PHASE II UPDATE PARKS AND RECREATION Amie Wojtech, Park Project Manager, will provide an update about Attesa Park and Capriola Park Phase II. Amie Wojtech, Park Project Manager, gave a PowerPoint presentation titled, Park Planning Updates, and provided an overview of the amenities at Attesa Park, which includes a homeowners’ association (HOA) swimming pool. She said Attesa Park is currently under construction with a substantial completion date of October 2020. Ms. Wojtech said construction was completed on Capriola Park Phase II in August 2020. She said substantial completion was granted to the contractor, who is currently working on the punch list items. Ms. Wojtech provided an overview of the new amenities. Responding to an inquiry by Ms. Nelson regarding if the City will be liable for the HOA pool at Attesa Park, Ms. Wojtech said the City will not be liable. Following an inquiry by Chairman Perkins regarding whether restrooms will be attached to the HOA pool, Ms. Wojtech said there will be restrooms for the HOA pool that are separate from the park’s restrooms. NB-5 ELECTION CHAIRPERSON PARKS AND RECREATION Board members will elect a Chairperson. (Motion) Mr. Perns introduced a motion to re-elect Jim Perkins as Chairperson. The roll call vote favoring passage was: Those voting aye: Mauricia Baca, Michelle Nelson, Ali Nilson, Kurt Opsahl, Jim Perkins, Doug Perns, Lee Thomson, and John Walker. Those voting nay: None. Those absent: John Holman, Dallas Holmes, and Ted Olivas. Those abstaining: None. Chairman Perkins declared the motion carried. Parks and Recreation Board Regular Meeting Page 5 of 7 Wednesday, September 2, 2020 – Minutes NB-6 ELECTION VICE CHAIRPERSON PARKS AND RECREATION Board members will elect a Vice-chairperson. (Motion) Mr. Perns introduced a motion to elect Michelle Nelson as Vice-Chairperson. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-7 SECOND PRESENTATION PARKS AND RECREATION BOARD AMENDMENT OF BYLAWS PARKS AND RECREATION Parks and Recreation Board Members will discuss and adopt amendments to the Henderson Parks and Recreation Board Bylaws to bring the boards Bylaws in line with the standard bylaw format as prescribed by the City Clerk’s office and outlined in HMC 2.50, and to specifically change the start time of the meetings and title of the department for final adoption. Brandon Kemble, Assistant City Attorney III, provided a summary of the amendments to the bylaws of the Parks and Recreation Board. Ms. Ferguson, Director of Parks and Recreation, said the new meeting start time will be 5:00 p.m., per the updated bylaws. (Motion) Ms. Baca introduced a motion to adopt the amendments to the Henderson Parks and Recreation Board bylaws. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-8 STAFF REPORT PARKS AND RECREATION City staff will report on upcoming events, grand openings, ground breakings, special events, awards and or programs. Shari Ferguson, Director of Parks and Recreation, said the Henderson Police Department did an outstanding job of apprehending and citing the individual responsible for vandalizing Mission Hills Park. She said Star Nursery has donated materials that will be used to repair the damaged field. Parks and Recreation Board Regular Meeting Page 6 of 7 Wednesday, September 2, 2020 – Minutes Ms. Ferguson said the Farmers Market at Henderson Multigenerational Center has been very successful, and participants are required to practice social distancing. Ms. Ferguson informed the Board of the upcoming activities and stated her staff will attempt to work on the issue of people registering but not attending the following events:  Reels on Wheels: Hook, Saturday, September 12, 2020, 8:30 p.m. at Heritage Park Aquatic Complex in the overflow parking lot  Zombie Virtual 5K Run  Zombie 5K Run, Saturday, October 17, 2020, at Cornerstone Park (various start times)  Zombie 1-Mile Fun Run/Walk, Saturday, October 17, 2020, at Cornerstone Park (various start times) VI. CHAIRMAN\MEMBER COMMENTS Chairman Perkins expressed his gratitude for Ms. Nilson’s husband for his service as a police officer. Ms. Nilson said many of her friends have stated they are grateful for the many amenities that are still being offered and are available at the parks. She commended the Parks and Recreation Board and City staff for their hard work. VII. SET NEXT MEETING The next meeting was set for October 7, 2020, at 5:00 p.m. VIII. PUBLIC COMMENT Karie Teruya, Executive Administrative Assistant, read an email comment received by Gabriella Pericle. Ms. Pericle stated she would like caution tape and signs to be removed and Henderson parks to fully open so that children can access the play areas. Chairman Perkins said the parks will fully open as soon as direction from the governor is received. Shari Ferguson, Director of Parks and Recreation, said because the playgrounds are closed, the operational times for the splash pads have been extended from the end of September until the end of October to give the children additional time to use the feature. Parks and Recreation Board Regular Meeting Page 7 of 7 Wednesday, September 2, 2020 – Minutes IX.
