CITY OF HENDERSON PARKS AND RECREATION BOARD REGULAR MEETING MINUTES Wednesday, October 6, 2021 I. CALL TO ORDER Chairman Jim Perkins called the meeting of the Parks and Recreation Board to order at 5:00 p.m. in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Emailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Ms. Nilson introduced a motion to accept the agenda, as presented. The roll call vote favoring passage was unanimous. Chairman Perkins declared the motion carried. V. NEW BUSINESS 1 MINUTES PARKS AND RECREATION BOARD MEETING SEPTEMBER 1, 2021 PARKS AND RECREATION For Possible Action. RECOMMENDATION: Adopt Parks and Recreation Board Meeting minutes of September 1, 2021. (Motion) Mr. Perns introduced a motion to adopt the Parks and Recreation Board Meeting minutes of September 1, 2021. The roll call vote favoring passage was unanimous. Chairman Perkins declared the motion carried. 2 INTRODUCE NEW PARKS AND RECREATION BOARD MEMBER KIRK BRYNJULSON PARKS AND RECREATION For Information and Discussion Only Kirk Brynjulson will introduce himself to the Board. Members of the Board will informally speak about their background, including any particular area of interest that they have regarding parks and recreation. (Minutes) Mr. Brynjulson gave a brief summary of his professional experience. Parks and Recreation Board Meeting Page 3 of 7 Wednesday, October 6, 2021 – Minutes 3 UNION PACIFIC RAILROAD (UPRR) TRAIL UPDATE PARKS AND RECREATION For Information and Discussion Only Amie Wojtech, Park Project Manager, will provide an update regarding the UPRR Trail. (Minutes) Ms. Wojtech gave a presentation summarizing the Union Pacific Railroad Trail project and said the project is expected to be completed in November. Shari Ferguson, Director of Parks and Recreation, said the project has taken over fifteen years to be completed and thanked staff for their efforts. 4 SOUTHERN NEVADA PUBLIC LAND MANAGEMENT ACT (SNPLMA) ROUND 19 PARKS AND RECREATION For Information and Discussion Only Amie Wojtech, Park Project Manager, will provide an update regarding the Southern Nevada Public Land Management Act (SNPLMA) Round 19 projects, to include Sloan Canyon Gateway Park, Russell Road Recreation Complex Renovation, Downtown Park Renovation, Cornerstone Park Phase III, and the Bird Viewing Preserve Visitor Center, that may be submitted to the Bureau of Land Management. (Minutes) Ms. Wojtech gave a presentation announcing the Sloan Canyon Gateway Park, the Russell Road Recreation Complex, and the Bird Viewing Preserve Visitor Center as the SNPLMA Round 19 projects that are moving forward. Responding to a question from Mr. Perns, Ms. Ferguson said the Downtown Park Renovation and Cornerstone Park Phase III may be considered for review in the future. Parks and Recreation Board Meeting Page 4 of 7 Wednesday, October 6, 2021 – Minutes 5 CADENCE NEIGHBORHOOD PARK VILLAGE M PARKS AND RECREATION For Possible Action. RECOMMENDATION: Approve Geoffrey Schafler, Landscape Architect of LAGE Design, will provide a conceptual plan on Cadence Neighborhood Park - Village M located in Cadence for consideration and approval. (Minutes) Mr. Schafler gave a presentation listing a tree grove, playground, pickleball courts, tennis courts, basketball courts, a group pavilion with barbeque, and a large and small dog area as the key amenities at the five-acre Cadence Neighborhood Park – Village M. In response to a question from Ms. Nelson regarding parking for the park, Mr. Schafler said on-site and on-street parking is available. (Motion) Ms. Nilson introduced a motion to approve the conceptual plan on Cadence Neighborhood Park – Village M located in Cadence. The roll call vote favoring passage was unanimous. RECOMMENDATION: Approve Geoffrey Schafler, Landscape Architect of LAGE Design, will provide a conceptual plan on Cadence Neighborhood Park - Village S located in Cadence for consideration and approval. (Minutes) Mr. Schafler gave a presentation listing a tree grove, playground, pickleball courts, tennis courts, basketball courts, beanbag toss area, horseshoe pits, splash pads, and a group pavilion with barbeque as the key amenities at Cadence Neighborhood Park – Village S. In response to a question from Ms. Nilson regarding stroller parking in the park, Mr. Schafler said bike racks can be used. Responding to an inquiry from Mr. Olivas regarding park compliance with water conservation standards, Ms. Ferguson said the park complies even though the designs were approved before current limitations went into effect. (Motion) Ms. Nelson introduced a motion to approve the conceptual plan on Cadence Neighborhood Park – Village S located in Cadence. The roll call vote favoring passage was unanimous. Chairman Perkins declared the motion carried. Parks and Recreation Board Meeting Page 6 of 7 Wednesday, October 6, 2021 – Minutes 7 WATER CONSERVATION UPDATE DEPARTMENT OF UTILITY SERVICES For Information and Discussion Only Kyle Okamura, City of Henderson Deputy Director of Utility Planning and Business Operations and Colby Pellegrino, Deputy General Manager of Resources for the Southern Nevada Water Authority and the Las Vegas Valley Water District will provide an update on water conservation programs, how drought conditions in the Colorado River Basin are affecting water resources, and removal of non-functional turf (AB356). (Minutes) Ms. Pellegrino gave a presentation on the current drought conditions in the Colorado River Basin and their effects on Nevada and the City of Henderson and the efforts being taken by regulatory agencies to address the Colorado River Basin drought in Henderson and across Southern Nevada. Responding to a question from Ms. Nilson regarding avenues of public outreach, Ms. Pellegrino listed bill inserts, radio and print advertising, mobile and stationary billboards, mass mailings, and water waste enforcement as the primary means of communication between regulatory agencies and the public, including businesses. In response to a question from Mr. Perns about how water waste enforcement is done, Kyle Okamura, Deputy Director, Utility Planning & Business Operations, said staff patrols Henderson communities and responds to resident-initiated complaints and that the City is working to deploy advanced water meter reading technology to assist staff and residents in monitoring water use trends. 8 WATER CONSERVATION AND DROUGHT RESPONSE PLAN PARKS AND RECREATION For Information and Discussion Only Doug Guild, Parks Superintendent, will provide an update regarding water conservation measures in City of Henderson parks and introduce the Parks and Recreation Drought Response Plan. (Minutes) Mr. Guild gave a presentation listing removal of non-functional turf and deployment of smart irrigation systems as two water conservation measures at Henderson parks. He also briefly discussed the updated Drought Response Plan. Parks and Recreation Board Meeting Page 7 of 7 Wednesday, October 6, 2021 – Minutes 9 STAFF REPORT PARKS AND RECREATION For Information and Discussion Only City staff will report on upcoming events, grand openings, ground breakings, special events, awards and/or programs. (Minutes) Ms. Ferguson announced the City received accreditation for Parks and Recreation for the 20th year and provided information on the following City events:  Sunset Dance Hike at the Pittman Wash Trail on October 9, 2021.  Fitness Court at Cornerstone Park on October 16, 2021. VI. CHAIRMAN\MEMBER COMMENTS There were no Chairman/Member Comments. VII. SET NEXT MEETING The next meeting was set for Wednesday, November 3, 2021, at 5:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
