CITY OF HENDERSON PARKS AND RECREATION BOARD REGULAR MEETING MINUTES Wednesday, August 3, 2022 I. CALL TO ORDER Chair Jim Perkins called the meeting of the Parks and Recreation Board to order at 5:00 p.m. in the Green Valley Training Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Open Meeting Law. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Michelle Nelson introduced a motion to accept the agenda, as presented. The roll call vote favoring passage was unanimous. Chair Perkins declared the motion carried. V. NEW BUSINESS 1 MINUTES PARKS AND RECREATION BOARD MEETING JUNE 1, 2022 PARKS AND RECREATION Parks and Recreation Board Meeting minutes of June 1, 2022. (Motion) Lee Thompson introduced a motion to adopt the Parks and Recreation Board Meeting minutes of June 1, 2022, as presented. The roll call vote favoring passage was unanimous. Chair Perkins declared the motion carried. 2 ADAPTIVE USE PARK (HOME) CONCEPT PLAN PARKS AND RECREATION DEPARTMENT Cary Baird, Principal of Stantec, will present the concept plan for the Adaptive Use Park (Home) for consideration and approval. Cary Baird, Principal of Stantec, referred to the Adaptive Use Park/Home Field Master Plan attached to the backup for this item and presented an overview of the park plan, amenities, and potential benefits to the community. A discussion ensued regarding the amenities and layout of the park. Responding to the question by Member Holman regarding whether the City plans to have staff on standby once the park is built, Shari Ferguson, Director of Parks and Recreation, said staff is discussing security options for the site and plans on having the Therapeutic Recreation staff operating out of this location. Parks and Recreation Board Meeting Page 3 of 5 Wednesday, August 3, 2022 – Minutes Following the inquiry of Chair Perkins regarding the funding and potential completion date for the park build, Ms. Ferguson said the park is being funded through the Southern Nevada Public Land Management act (SNPLMA) which requires the park to be completed within the next five years. Amie Wojtech, Park Project Manager, clarified that the City has agreements that requires the park build to be completed by July 2025. (Motion) Ali Nilson introduced a motion to approve the Adaptive Use Park (Home) concept plan, as presented. The roll call vote favoring passage was unanimous. Chair Perkins declared the motion carried. 3 INTRODUCE STEVE PINCH, PARKS AND RECREATION MANAGER PARKS AND RECREATION DEPARTMENT Introduce Steve Pinch, Parks and Recreation Manager of Parks Area 1 to the board members. Steve Pinch, Parks and Recreation Manager, introduced himself and briefly discussed his professional resume, education, and connection to Henderson. The members of the Board welcomed Mr. Pinch. 4 PARKS AREA 1 UPDATE PARKS AND RECREATION DEPARTMENT Steve Pinch, Parks and Recreation Manager, will provide an update of parks and trails in Area 1. Steve Pinch, Parks and Recreation Manager, discussed rain and flood damage at multiple City parks, the irrigation clock struck by lightening at Fire Station 83, turf conversion projects, landscaping upgrades at the Black Mountain Recreation Center and the Pueblo Trail, Drake Street Park construction, planned playground upgrades at the Valley View Recreation Center, and the planned Morrell Park Master Plan update. Following an inquiry from Member Nilson regarding a recent social media post claiming the City is removing all the grass and ball fields from River Mountain Park, Mr. Pinch said the park it is one of the turf conversion projects and that the City is not removing the ball fields. Additionally, he said he spoke to the individual who made the post to clarify staff’s plans for the park. Chair Perkins thanked Mr. Pinch and complimented him on the condition of the parks and trails in Area 1. Parks and Recreation Board Meeting Page 4 of 5 Wednesday, August 3, 2022 – Minutes 5 PARKS AND RECREATION WATER CONSERVATION EFFORTS PARKS AND RECREATION DEPARTMENT Kirk Niemand, Parks and Recreation Superintendent, will provide information on water conservation efforts of the Parks and Recreation Department. Kirk Niemand, Parks and Recreation Superintendent, discussed turf-to-turf conversions in progress at 12 city parks from Inspirada to River Mountain. He said the process consists of replacing cold weather fescue turf with warm weather Bermuda turf or replacing non-functional turf with drought tolerant landscaping. Mr. Niemand said these projects are scheduled to continue through December 2026 and that staff will continue to provide updates to the Board moving forward. Shari Ferguson, Director of Parks and Recreation, discussed staff’s public outreach efforts to offset rumors, reduce public concern, and provide accurate and transparent information. Following an inquiry from Chair Perkins regarding the duration a park is unavailable to the public during the conversion process, Mr. Niemand said the process takes about 6 weeks to complete. Responding to an inquiry from Member Nelson regarding reducing water runoff from turf on hills in the parks, Mr. Niemand said the non-functional perimeter spaces are being evaluated to minimize runoff. 6 STAFF REPORT PARKS AND RECREATION DEPARTMENT City staff will report on upcoming events, grand openings, ground breakings, special events, awards and/or programs. Shari Ferguson, Director of Parks and Recreation, discussed upcoming events including August Nights and the Purple Heart ceremony. Additionally, she noted the completion of parks and recreation month. Kirk Niemand, Parks and Recreation Superintendent, discussed staff’s efforts to repair trails and parks damaged from the ongoing storms and flooding. He stated that some damaged trails were blocked off over the weekend but they have since been reopened. Parks and Recreation Board Meeting Page 5 of 5 Wednesday, August 3, 2022 – Minutes Chair Perkins and Member Nelson stated their gratitude to staff for their efforts repairing the damaged parks and trails. VI. CHAIRMAN\MEMBER COMMENTS Member Nelson thanked staff for replacing the flag at Mission Hills Park. Shari Ferguson, Director of Parks and Recreation, stated it was the responsibility of the owner of the cell tower to replace the flag in this instance; however, concerns of this nature can be address through a Comcate request or a phone call to the Parks and Recreation Administration. Member Nilson thanked staff for installing a shade structure at Cornerstone Park which increased time the workout amenities are useful in the summer. Member Walker thanked staff for the summer programs available at the recreation centers and said it is a great benefit for youth to utilize. Responding to an inquiry from Member Nilson regarding the current staffing levels for the Battle Born Kids program, Ms. Ferguson said they are still struggling to fill positions, but they remain ahead of the national average for hiring. VII. SET NEXT MEETING The next meeting was set for Wednesday, September 7, 2022, at 5:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
