CITY OF HENDERSON PARKS AND RECREATION BOARD REGULAR MEETING MINUTES Wednesday, September 7, 2022 I. CALL TO ORDER Chair Jim Perkins called the meeting of the Parks and Recreation Board to order at 5:02 p.m. in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Nevada Open Meeting Law. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Ali Nilson introduced a motion to accept the agenda, as presented. The roll call vote favoring passage was unanimous. Chair Perkins declared the motion carried. V. NEW BUSINESS 1 MINUTES PARKS AND RECREATION BOARD MEETING AUGUST 3, 2022 PARKS AND RECREATION Parks and Recreation Board Meeting minutes of August 3, 2022. (Motion) Lee Thompson introduced a motion to adopt the Parks and Recreation Board Meeting minutes of August 3, 2022, as presented. The roll call vote favoring passage was unanimous. Chair Perkins declared the motion carried. 2 ELECTION CHAIRPERSON PARKS AND RECREATION DEPARTMENT Board members will elect a chairperson. Note: Item 2 and Item 3 were discussed and voted on together. After a brief discussion, it was the consensus of the members in attendance to delay the votes on Item 2 and Item 3 to allow more members of the Board to be present for the elections. (Motion) Ted Olivas introduced a motion to continue items 2 and 3 to the Parks and Recreation Board Meeting of October. The roll call vote favoring passage was unanimous. Parks and Recreation Board Meeting Page 3 of 5 Wednesday, September 7, 2022 – Minutes 3 ELECTION VICE CHAIRPERSON PARKS AND RECREATION DEPARTMENT Board members will elect a vice chairperson. Note: Item 2 and Item 3 were discussed and voted on together. For the discussion and vote on Item 3, see the discussion under Item 2. 4 HENDERSON BIRD VIEWING PRESERVE UPDATE PARKS AND RECREATION DEPARTMENT Kalie Crose, Recreation Program Coordinator, will provide information on the Henderson Bird Viewing Preserve (HBVP). Kalie Crose, Recreation Program Coordinator, introduced herself and presented a PowerPoint presentation discussing the Henderson Bird Viewing Preserve’s purpose, layout, and offered events and programming. Following the question from Member Olivas regarding if the HBVP is connected to the County’s Wetlands Park, Ms. Crose said the HBVP is not connected to the Wetlands Park and that it is an actual facility opened, closed, and maintained by City of Henderson staff. A brief discussion ensued regarding different elements of the HBVP. 5 MORRELL PARK MASTER PLAN PARKS AND RECREATION DEPARTMENT Erin Reiswerg, Park Planner, will present the master plan for Morrell Park for consideration and approval. Erin Reiswerg, Park Planner, referred to the Morrell Park Master Plan document attached to the backup for this item and presented an overview of the new park layout, additions, and upgraded amenities being proposed. A discussion ensued regarding the new amenities being added and the updated layout being proposed for Morrell Park. Responding to an inquiry from Member Thompson regarding safety concerns with the current layout of Morrell Park, Shari Ferguson, Director of Parks and Recreation, discussed the increased security presence at the park and the updates being proposed to city code and the new layout of Morrell that would assist with increased safety measures and enforcement. Parks and Recreation Board Meeting Page 4 of 5 Wednesday, September 7, 2022 – Minutes (Motion) Ali Nilson introduced a motion recommending approval of the updated master plan for Morrell Park, as presented. The roll call vote favoring passage was unanimous. Chair Perkins declared the motion carried. 6 PARK RULES UPDATE PARKS AND RECREATION DEPARTMENT Shari Ferguson, Director, will provide information on park rule amendments currently under consideration for adoption by the City Council. Shari Ferguson, Director of Parks and Recreation, discussed some of the amendments to City of Henderson park rules being considered and voted on by the City Council at the September 13, 2022, Committee and Regular Meetings. She said staff believes these amendments will help increase park safety and assist in the enforcement of park rules. A brief discussion ensued regarding the amendments pertaining to playground access and usage and who will be in charge of enforcement if the park rules are updated. 7 STAFF REPORT PARKS AND RECREATION DEPARTMENT City staff will report on upcoming events, grand openings, ground breakings, special events, awards and/or programs. Shari Ferguson, Director of Parks and Recreation, discussed the upcoming Drake Street Park groundbreaking, the status of turf removal at parks around the city, and reminded the Board of the upcoming Prince Kūhiō Hoʻolauleʻa & Pacific Island Festival, Doggie Paddle & Play Day, Water Street Jazz Series, Hot Rod Days, and National Night Out events. VI. CHAIRMAN\MEMBER COMMENTS Member Nilson complemented staff on the jazz series events and stated they are great events to attend. Following an inquiry from Chair Perkins regarding the status of the pickleball courts being installed in the new housing development near the Black Mountain Recreation Center, Shari Ferguson, Director of Parks and Recreation, said staff will add an item to the next agenda to update the Board on the status of the pickleball courts in that area. PUBLIC COMMENT Responding to an inquiry by Andre Dixon, Deputy City Clerk, regarding the proposed timeline for the Morrell Park updates, Erin Reiswerg, Park Planner, said staff is still in the process of accumulating funding for the park redesign; therefore, a timeline will not be known until funding is secured.
