CITY OF HENDERSON PARKS AND RECREATION BOARD REGULAR MEETING MINUTES Wednesday, October 5, 2022 I. CALL TO ORDER Chair Jim Perkins called the meeting of the Parks and Recreation Board to order at 5:00 p.m. in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Nevada Open Meeting Law. PUBLIC COMMENT Under Item 4, Mike Hair, 89015, complimented City staff for the upkeep and maintenance of Henderson parks. He stated he would like the next agenda to contain a discussion item related to the addition of more pickleball courts within City parks. Under Item 4, Thomas Rocha, no ZIP Code provided, thanked City staff for the updated park lights in the Black Mountain area and stated the City’s goal of having a park within ten minutes of every residential home should also incorporate having pickleball courts within that radius as well. Regarding Item 4, Jennifer Drum, no ZIP Code provided, expressed the importance of pickleball for positive mental and physical health. She stated it is a sport that is suitable for everyone of all abilities and echoed the above- mentioned comments regarding the need for more pickleball courts in Henderson parks. Carrie Cox, no ZIP Code provided, stated concerning Item 4, she also supports pickleball. She said as a member of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity, she thanked everyone for serving on the Parks and Recreation Board. Ms. Cox introduced herself to the Board and gave a brief summary of her background and political campaign. IV. ACCEPTANCE OF AGENDA (Motion) Member Ali Nilson introduced a motion to accept the agenda, as presented. The roll call vote favoring passage was unanimous. Chair Perkins declared the motion carried. V. NEW BUSINESS 1 MINUTES PARKS AND RECREATION BOARD MEETING SEPTEMBER 7, 2022 PARKS AND RECREATION DEPARTMENT Parks and Recreation Board Meeting minutes of September 7, 2022 (Motion) Member Lee Thompson introduced a motion to adopt the Parks and Recreation Board Meeting minutes of September 7, 2022, as presented. The roll call vote favoring passage was unanimous. Chair Perkins declared the motion carried. Parks and Recreation Board Meeting Page 3 of 7 Wednesday, October 5, 2022 – Minutes 2 ELECTION CHAIRPERSON PARKS AND RECREATION DEPARTMENT Board members will elect a chairperson. Chair Jim Perkins opened the floor for Chair nominations. Member Doug Perns nominated Chair Jim Perkins. (Motion) Member Doug Perns introduced a motion to elect Chair Jim Perkins for the Office of Chair of the Parks and Recreation Board. The vote favoring approval was unanimous. Chair Perkins declared the motion carried. 3 ELECTION VICE CHAIRPERSON PARKS AND RECREATION DEPARTMENT Board members will elect a vice chairperson. Chair Jim Perkins opened the floor for Vice Chair nominations. Chair Perkins nominated Member Michelle Nelson. (Motion) Chair Jim Perkins introduced a motion to elect Member Michelle Nelson for the Office of Vice Chair of the Parks and Recreation Board. The vote favoring approval was unanimous. Chair Perkins declared the motion carried. Parks and Recreation Board Meeting Page 4 of 7 Wednesday, October 5, 2022 – Minutes 4 BLACK MOUNTAIN NEIGHBORHOOD PARK PARKS AND RECREATION DEPARTMENT Carrie Becker, Park Planner, will present the Black Mountain Neighborhood Park plans for consideration and approval. Carrie Becker, Park Planner, displayed a site rendering and provided an overview of the Black Mountain Neighborhood Park plans. She said this neighborhood park is one of four within the Black Mountain Development that will have public access; however, this is the only facility that will be maintained by the City. Ms. Becker said amenities will include 12 new pickleball courts and said with the six existing courts, the complex will have a grand total of 18, once completed. She said there will be additional parking, shade structures, bleachers, and other recreational amenities. Ms. Becker said staff has not received a construction completion date yet. Responding to an inquiry from Member Ali Nilson regarding the issue of vandalism to some universal park restroom doors around the City, Ms. Becker stated the Black Mountain Neighborhood Park restrooms will be similar to those at state parks, which utilize durable Concrete Masonry Units (CMUs). She said the walls will be finished with a graffiti-resistant coating, and the doors will be constructed using a heavy durable metal. She said staff will also be working with the police department for safety related precautions. A discussion ensued regarding public access to the park and the size and types of amenities of the other three park facilities that will not be maintained by the City. Following an inquiry from Chair Jim Perkins regarding the timeframe for building the pickleball courts once permits have been obtained, Ms. Becker stated she will review the park agreement and will present that information to the Board when the pickleball courts will be discussed on the agenda at next month’s meeting. (Motion) Member Michelle Nelson introduced a motion to approve the Black Mountain Neighborhood Park plans, as presented. The vote favoring approval was unanimous. Chair Perkins declared the motion carried. Parks and Recreation Board Meeting Page 5 of 7 Wednesday, October 5, 2022 – Minutes 5 DRAKE STREET PARK PHASE 1 CONSTRUCTION UPDATE PARKS AND RECREATION DEPARTMENT Carrie Becker, Park Planner, will present a construction update for Drake Street Park Phase 1. Carrie Becker, Park Planner, displayed a site rendering and provided a construction update for Drake Street Park Phase 1. Ms. Becker explained some of the cost-saving measures that were used by utilizing existing on-site materials and stated the park is now more accessible as the number of stairs has been reduced. She said the substantial completion date is anticipated for January 2023. Following an inquiry from Member Ali Nilson regarding whether the community garden will also be planted by January 2023, Ms. Becker stated the garden planting is not a part of the contractor’s responsibilities, but staff has already started the planning phase. Shari Ferguson, Director of Parks and Recreation, stated staff is in the process of entering into an agreement with Garden Farms, a third party non-profit organization, for the community garden component of the park. A discussion ensued regarding how and when the public will be able to access the community garden. Ms. Ferguson stated Garden Farms have a motto that states anyone will be allowed to help themselves to the produce; however, rules and a code of conduct will be posted for the community to follow. She said Garden Farms has partnered with over 300 schools around the valley, and they strongly emphasize community engagement. 6 DUNDEE JONES PARK CONSTRUCTION UPDATE PARKS AND RECREATION DEPARTMENT Carrie Becker, Park Planner, will provide a construction update on Dundee Jones Park. Carrie Becker, Park Planner, displayed a site rendering and provided a construction update for Dundee Jones Park. She explained the preparation for the post-tension concrete that will be poured for the two pickleball courts and stated the other various park amenities. She said the substantial completion date is anticipated for March 2023. Responding to an inquiry from Member Doug Perns regarding the park’s acreage, Ms. Becker stated Dundee Jones Park has six acres. Parks and Recreation Board Meeting Page 6 of 7 Wednesday, October 5, 2022 – Minutes 7 STAFF REPORT PARKS AND RECREATION City staff will report on upcoming events, grand openings, ground breakings, special events, awards and/or programs. Shari Ferguson, Director of Parks and Recreation, provided a summary of the following upcoming events and happenings:  The Princess Bride Live in Concert, October 7th, 8:00 p.m. to 10:00 p.m.  Henderson Family Equality Day, October 15th, 10:00 a.m. to 3:00 p.m.  Sunday Jazz Series Featuring Outside in Trio, October 23rd, 2:00 p.m. to 5:00 p.m.  Trunk or Treat, October 27th, 4:30 p.m. to 9:00 p.m. Ms. Ferguson stated the City of Henderson was proud to announce the Parks and Recreation Department was named a finalist for the 2022 Gold Medal Award for Excellence in Park and Recreation from the National Recreation and Park Association (NRPA). She said the City has won the award twice and has been named a finalist eight times. Ms. Ferguson said a pricing study is being conducted for the Parks and Recreation amenities and programs, which will be presented to the Board for information purposes on a future agenda, and it will be presented to the City Council on November 1st. Ms. Ferguson said October 10th is National Walk to a Park Day. She said information has been posted on the City’s social media sites and encouraged everyone to participate and to share the information. VI. CHAIRMAN\MEMBER COMMENTS Member Michelle Nelson stated similar events to Henderson’s The Princess Bride Live in Concert that are held in Arizona costs $60.00 per ticket. She commended the City for holding this event, and so many others, free of charge. Member Ali Nilson commended staff for the hard work and dedication they provided during the pandemic to provide food, childcare, and other essential resources to those in need and to first responders. Chair Jim Perkins thanked staff for taking the time to attend the Parks and Recreation Board meetings, and he thanked the members for serving on this Board. Parks and Recreation Board Meeting Page 7 of 7 Wednesday, October 5, 2022 – Minutes VII. SET NEXT MEETING The next meeting was set for Wednesday, November 2, 2022, at 5:00 p.m. Karie Teruya, Executive Administrative Assistant, advised to members to check the agenda for the November meeting’s room location because it may possibly be moved due to the upcoming general election. VIII. PUBLIC COMMENT There were no public comments presented. IX.
