Wednesday, December 7, 2022
I. CALL TO ORDER
Chair Jim Perkins called the meeting of the Parks and Recreation Board to
order at 5:00 p.m. in the Westgate Conference Room, 240 South Water Street,
Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
Karie Teruya, Executive Administrative Assistant, confirmed the Parks and
Recreation Board meeting had been noticed in compliance with the Nevada
Open Meeting Law.

IV. ACCEPTANCE OF AGENDA
(Motion)
Member Lee Thompson introduced a motion to accept the agenda, as
presented. The roll call vote favoring passage was unanimous. Chair Jim
Perkins declared the motion carried.

Parks and Recreation Board Meeting minutes of November 2, 2022.
(Motion)
Member Michelle Nelson introduced a motion to adopt the Parks and
Recreation Board Meeting minutes of November 2, 2022, as presented. The roll
call vote favoring passage was unanimous. Chair Jim Perkins declared the
motion carried.
2 THE COMPASS
PARKS AND RECREATION
Shauna Walch, The Compass Concept Creator, will provide information on
Southern Nevada's future of nurturing awareness, appreciation and actions as it
pertains to desert habitats and natural resources.
Shauna Walch, The Compass Concept Creator, presented on her concept for
The Compass, a series of trails and landmarks across the Las Vegas Valley to
encourage reflection and bolster mental, emotional, and physical wellbeing for
residents.
A discussion ensued regarding other potential partners on this project.
Responding to a question from Member Ted Olivas on whether the Southern
Nevada Regional Planning Coalition (SNRPC) had been disbanded, Alejandra
Fazekas, Principal Planner, stated it had not, however, only two meetings will
be scheduled for next year.

3 EAST HENDERSON DESERT EDGE STUDY
COMMUNITY DEVELOPMENT
Alejandra Fazekas, Principal Planner of Community Development & Services
Department, will present an overview of the East Henderson Desert Edge
Study.
Alejandra Fazekas, Principal Planner, presented a summary of this item and
reviewed the EHDES Park Board Presentation, which is included in the backup
materials.
Member John Holman asked to clarify if the goal is to protect this land prior to
development, which Ms. Fazekas confirmed.
4 PARKS VANDALISM REPORT
PARKS AND RECREATION
Kirk Niemand, Parks and Recreation Superintendent, will provide information on
parks and trails vandalism.
Kirk Niemand, Parks and Recreation Superintendent, presented a summary of
this item and reviewed the number of vandalism incidents and monthly
expenses. He stated while the number of incidents this year is significantly
higher compared to last year, this year the department has changed direction to
now report all incidents, including small ones, which were previously not
reported.
Responding to a question from Chair Jim Perkins regarding whether costs are
recouped from insurance companies, Brandon Kemble, Assistant City Attorney
III, clarified that there are civil lawsuits or restitution on criminal cases which can
help to recover costs from vandalism-related incidents.
Following a question by Member Doug Perns regarding whether restrooms are
open all night long, Mr. Niemand explained that Code Enforcement does lock up
some restrooms at night and they are very responsive to problem areas.

5 STAFF REPORT
PARKS AND RECREATION
City staff will report on upcoming events, grand openings, ground breakings,
special events, awards and/or programs.
Shari Ferguson, Director of Parks and Recreation, announced the Parks and
Recreation Department was presented a plaque by the City Council on
December 6, 2022, in recognition of being selected as one of four Class II Gold
Medal Award Finalists in the country by the National Recreation and Park
Association.
Ms. Ferguson discussed the following upcoming City events:
DjangoBells on December 9, 2022
A Very POPera Holiday on December 10, 2022
Jingle All the Way on December 14, 2022
Ms. Ferguson reviewed the success of several recent events including
WinterFest and the Holiday Parade. She also stated there will be several new
park openings scheduled to take place in the spring.

There were no Chairman\Member comments presented.
VII. SET NEXT MEETING
The next meeting was set for Wednesday, February 1, 2023, at 5:00 p.m.

There being no further business to come before the Board, Chair Jim Perkins
adjourned the meeting at 5:52 p.m.
