CITY OF HENDERSON PARKS AND RECREATION BOARD REGULAR MEETING MINUTES Wednesday, August 2, 2023 I. CALL TO ORDER Chair Jim Perkins called the meeting of the Parks and Recreation Board to order at 5:03 p.m. in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Nevada Open Meeting Law. ACCEPTANCE OF AGENDA (Motion) Member Michelle Nelson introduced a motion to accept the agenda, as presented. The roll call vote favoring passage was unanimous. Chair Jim Perkins declared the motion carried. V. NEW BUSINESS 1 MINUTES PARKS AND RECREATION BOARD MEETING JUNE 7, 2023 PARKS AND RECREATION DEPARTMENT Parks and Recreation Board Meeting minutes of June 7, 2023. (Motion) Member Ali Nilson introduced a motion to adopt the Parks and Recreation Board Meeting minutes of June 7, 2023, as presented. The roll call vote favoring passage was unanimous. Chair Jim Perkins declared the motion carried. 2 INSPIRADA NEIGHBORHOOD PARK K (SENTIERO PARK) PARKS AND RECREATION DEPARTMENT Dan Fowler, Park Planner, will provide information on the 90% plan on Inspirada Neighborhood Park K (Sentiero Park) located in Inspirada for consideration and approval. The concept plan was presented to the Board in April of 2022. Dan Fowler, Park Planner, presented slides of the Sentiero Park design and provided a summary of this item. A brief discussion ensued regarding the acreage at the park specifically allocated to the City for design and how it relates to standard park agreements. (Motion) Member Kurt Opsahl introduced a motion to approve the 90% plan on Inspirada Neighborhood Park K (Sentiero Park) located in Inspirada, as presented. The roll call vote favoring passage was unanimous. Chair Jim Perkins declared the motion carried. Parks and Recreation Board Meeting Page 3 of 4 Wednesday, August 2, 2023 – Minutes 3 SOUTHERN NEVADA PUBLIC LAND MANAGEMENT ACT (SNPLMA) ROUND 20 PARKS AND RECREATION DEPARTMENT Amie Wojtech, Park Project Manager, will present SNPLMA Round 20 projects to be submitted to the Bureau of Land Management (BLM). Amie Wojtech, Park Project Manager, referred to the backup material to present a summary of this item. Following the request of Chair Jim Perkins, Ms. Wojtech outlined the funding amount the City is seeking for each project in the SNPLMA Round 20 request. Chair Perkins thanked Ms. Wojtech for all her work and assistance during his tenure serving on the Board. 4 PARK VANDALISM REPORT PARKS AND RECREATION DEPARTMENT Kirk Niemand, Parks and Recreation Superintendent, will provide information on parks and trails vandalism. Kirk Niemand, Parks and Recreation Superintendent, referred to the backup material to present a summary of this item. Member Ali Nilson suggested the City consider installing motion sensor lights as a deterrent measure at the locations experiencing high amounts of copper theft. Responding to the question of Member Michelle Nelson regarding any notable trends in the age of the preparators of the Mission Hills Park field damage, Mr. Niemand said staff believe it is normally high school kids from all around the valley. A brief discussion ensued regarding the outreach City staff has had with school administrators to help increase vigilance of nearby parks and to discourage students from vandalizing parks. Angela Summers, Assistant Director of Parks and Recreation, said she would add an item on a future agenda to update the Board on the status of cameras being installed at City parks. Parks and Recreation Board Meeting Page 4 of 4 Wednesday, August 2, 2023 – Minutes 5 STAFF REPORT PARKS AND RECREATION DEPARTMENT City staff will report on upcoming events, grand openings, ground breakings, special events, awards and/or programs. Angela Summers, Assistant Director of Parks and Recreation, discussed the following Parks and Recreation Department events and activities:  How the City celebrated Parks and Recreation Month  Purple Heart Day ceremony being held on August 7th  The Henderson Farmer’s Markets  The various City school programs starting up for the new school year  The success of the Parks and Recreation Department’s summer programming and staffing VI. CHAIRMAN\MEMBER COMMENTS Responding to the question of Member Ali Nilson regarding the new name for the Drake Street Park, Angela Summers, Assistant Director of Parks and Recreation, said the new name is Pumpkin Park. Additionally, Ms. Summers said she will add an item on the next agenda to update the Board on the Pumpkin Park buildout and will also investigate setting up a tour of the park for the Board. VII. SET NEXT MEETING The next meeting was set for Wednesday, September 6, 2023, at 5:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
