Wednesday, September 6, 2023
I. CALL TO ORDER
Vice Chair Michelle Nelson called the meeting of the Parks and Recreation
Board to order at 5:00 p.m. in the Council Chambers Conference Room, 240
South Water Street, Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
Karie Teruya, Executive Administrative Assistant, confirmed the Parks and
Recreation Board meeting had been noticed in compliance with the Nevada
Open Meeting Law.

III. PUBLIC COMMENT
Stephanie Clark, 89052, spoke regarding the conditions of the new trail area
within Sonata Park, and noted lack of shade, dead plants, and safety concerns.
She stated the area has been neglected by the City and asked for action to be
taken to improve the area.
Pam Costa, 89052, spoke regarding the new trail area within Sonata Park and
stated the options presented at a public meeting do not match the implemented
project. She said the park needs improvements to the design to include shade
and to make the area more functional.
Donna Maderas, 89052, spoke regarding improvements needed to the new trail
area within Sonata Park and said the state of the park is very concerning.
IV. ACCEPTANCE OF AGENDA (For Possible Action)
At the request of staff, Item 5 was heard immediately following Item 1.

Member Ali Nilson introduced a motion to accept the agenda, as amended. The
roll call vote favoring passage was unanimous. Vice Chair Michelle Nelson
declared the motion carried.

Parks and Recreation Board Meeting minutes of August 2, 2023.
(Motion)
Member Gilbert Medina introduced a motion to adopt the Parks and Recreation
Board Meeting minutes of August 2, 2023, as presented. The roll call vote
favoring passage was unanimous. Vice Chair Michelle Nelson declared the
motion carried.

2 ELECTION
CHAIRPERSON
PARKS AND RECREATION DEPARTMENT
Board members will elect a chairperson.
Member Ali Nilson nominated Michelle Nelson, who accepted the nomination.
(Motion)
Member Ali Nilson introduced a motion to elect Michelle Nelson for the Office of
Chair of the Parks and Recreation Board. The vote favoring approval was
unanimous. Chair Michelle Nelson declared the motion carried.
3 ELECTION
VICE CHAIRPERSON
PARKS AND RECREATION DEPARTMENT
Board members will elect a vice chairperson.
A brief discussion took place regarding interest in the Vice Chair position.

Member John Holman introduced a motion to elect Ali Nilson to serve for the
Office of Vice Chair of the Parks and Recreation Board. The vote favoring
approval was unanimous. Chair Michelle Nelson declared the motion carried.
4 INTRODUCTION TO THE PARK CODE COMPLIANCE PROGRAM
COMMUNITY DEVELOPMENT AND SERVICES CODE ENFORCEMENT
Ian Massy, Public Response Manager, will provide information on the Park
Code Compliance Program.
Ian Massy, Public Response Manager, presented a summary of this item and
reviewed the PowerPoint presentation, titled Parks Compliance Presentation.
A brief discussion ensued regarding the following topics:
Drug paraphernalia cleanup within park boundaries
Reallocation of funding for solid waste cleanup at unsheltered
encampments
Placement of QR codes for Contact Henderson to report issues to the
Parks and Recreation Department
Coordination of response from different City Departments
Unsheltered resources available and the emergency lodging program
Impact of ordinances related to camping and unsheltered persons

5 SONATA PARK UPDATE
PARKS AND RECREATION DEPARTMENT
Amie Wojtech, Park Project Manager, will present additional items that will be
added to the recently completed trail component within Sonata Park for
consideration and approval.
Note: This item was heard immediately following Item 1.
Amie Wojtech, Park Project Manager, presented a summary of this item and
displayed site designs and proposed improvements.
A brief discussion ensued regarding the following topics:
Shade at the fitness node
Project timeline
Solar lighting
Snake safety
Funding source
Irrigation challenges
Shari Ferguson, Director of Parks and Recreation, reviewed the history of public
input and neighborhood outreach regarding the park design.

Member Ali Nilson introduced a motion to approve the park plans, with a
request for continued follow up and final plan approval. The roll call vote
favoring passage was unanimous. Vice Chair Michelle Nelson declared the
motion carried.
6 PARK CAMERA PILOT PROGRAM
PARKS AND RECREATION DEPARTMENT
JJ Moyes, Business Manager, and Ryan Kosso, Sr. IT Innovation Program
Manager, will provide information on the Park Camera Pilot Program.
JJ Moyes, Business Manager, provided a summary of this item and listed the
pilot locations for the Smart Cities program.
Ryan Kosso, Senior IT Innovation Program Manager, provided an overview of
the equipment and software involved in the program.
A brief discussion ensued regarding the limits of the recording capabilities, the
cameral locations, legal expectations of privacy, and the incident response
plans in place.

7 STAFF REPORT
PARKS AND RECREATION DEPARTMENT
City staff will report on upcoming events, grand openings, ground breakings,
special events, awards and/or programs.
Shari Ferguson, Director of Parks and Recreation, discussed the following
Parks and Recreation Department events and activities:
Henderson Little League parade at Mission Hills Park
Pumpkin Park soft opening and October 26, 2023, grand opening
Jazz series
Black Panther in concert
Doggy Paddle and Play Day
VI. CHAIRMAN\MEMBER COMMENTS
Member Ali Nilson thanked the Parks and Recreation Department staff for the
quick response in providing children’s programs during recent school closures.
VII. SET NEXT MEETING
The next meeting was set for Wednesday, October 4, 2023, at 5:00 p.m.
VIII. PUBLIC COMMENT
Stephanie Clark, 89052, spoke regarding large developments that were recently
constructed near Sonata Park, as well as a possible park sponsorship
opportunity with Meowolf.
Pam Costa, 89052, spoke regarding utilizing existing streetlights to tie into unlit
areas of the new trail area within Sonata Park.
IX. ADJOURNMENT
There being no further business to come before the Board, Chair Michelle
Nelson adjourned the meeting at 6:19 p.m.
