CITY OF HENDERSON PARKS AND RECREATION BOARD MINUTES Wednesday, August 7, 2024 I. CALL TO ORDER Chair Michelle Nelson called the meeting of the Parks and Recreation Board to order at 5:00 p.m., in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. PUBLIC COMMENT Stephanie Clark, 89052, presented suggestions for improvements to Sonata Park including a glow trail, rest stops, children’s swings with light elements, and artwork along the trail. Christine Gamble, 89052, suggested a water feature for Sonata Park. Ms. Gamble also stated West Henderson is lacking facilities with a swimming pool and suggested building one in the Seven Hills area. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Member Lee Thomson introduced a motion to accept the agenda, as presented. (Vote) The roll call vote favoring passage was unanimous. Chair Michelle Nelson declared the motion carried. V. NEW BUSINESS 1 MINUTES PARKS AND RECREATION BOARD MEETING JUNE 5, 2024 PARKS AND RECREATION DEPARTMENT (Motion) Member John Holman introduced a motion to approve the Parks and Recreation Board Meeting minutes of June 5, 2024, as presented. (Vote) The vote favoring approval was unanimous. Chair Michelle Nelson declared the motion carried. 2 INTRODUCE MEGAN HEERES, VISUAL AND PUBLIC ARTS SUPERVISOR PARKS AND RECREATION DEPARTMENT Megan Harris, Visual and Public Arts Supervisor, introduced herself to the Board. Parks and Recreation Board Meeting Page 3 of 6 Wednesday, August 7, 2024 – Minutes 3 SPECIAL EVENTS, CULTURAL ARTS AND VISUAL PUBLIC ART UPDATE PARKS AND RECREATION DEPARTMENT Brian Kendall, Parks and Recreation Manager, introduced Megan Heeres, Visual and Public Art Supervisor and Chuck Ashby, Recreation Services Supervisor to the Board. Ms. Heeres provided updates on completed and future Visual and Public Art projects and spoke about funding for FY2025. Mr. Ashby referenced the backup material provided and listed the events planned for FY2025. 4 SONATA PARK TRAIL IMPROVEMENTS UPDATE PARKS AND RECREATION DEPARTMENT Angela Summers, Director of Parks and Recreation, provided the acquisition history of Sonata Park, the process and avenues for park construction, and consideration of public feedback. Kevin Yamashita, Park Planner, presented the pre-final plan for the improvements to the trail at the north end of Sonata Park. A discussion ensued regarding the following:  Park maintenance.  Contingency if park plants die.  Irrigation options for park foliage.  Plans for existing foliage.  Start date around the fall of 2024. (Motion) Member Ted Olivas introduced a motion to approve the pre-final plan for the improvements to the trail at the north end of Sonata Park. (Vote) The vote favoring approval was unanimous. Chair Michelle Nelson declared the motion carried Parks and Recreation Board Meeting Page 4 of 6 Wednesday, August 7, 2024 – Minutes 5 OPEN SPACE AND TRAILS PLAN UPDATE PARKS AND RECREATION DEPARTMENT Amie Wojtech, Park Planning Manager, provided an update to the status of the Open Space and Trails Plan. 6 TRUST FOR PUBLIC LAND UPDATE PARKS AND RECREATION DEPARTMENT Kevin Sigman, Parks and Recreation Manager, provided an update on Trust for Public Land ParkScore Index, including:  History of Trust for Public Land.  ParkScore ranking and criteria  Criteria scoring: Access, Acreage, Investment, Amenities, Equity A discussion ensued regarding the following  “Parklet” definition and purpose to provide public land access.  Leasing a space at a strip mall to serve as a satellite center.  Volunteerism and potential partnership with the Clark County School District to encourage youth volunteerism and community involvement.  The benefits of obtaining a higher score. 7 PARK VANDALISM REPORT PARKS AND RECREATION DEPARTMENT Kirk Niemand, Parks and Recreation Superintendent, provided information on parks and trails vandalism, including monthly incident and cost trends. Parks and Recreation Board Meeting Page 5 of 6 Wednesday, August 7, 2024 – Minutes 8 STAFF REPORT PARKS AND RECREATION DEPARTMENT Angela Summers, Director of Parks and Recreation, reported on upcoming events, grand openings, ground breakings, special events, awards and/or programs, including:  Commendation of the Parks and Recreation team, especially staff who work outdoors.  Construction of shade structures at the Water Street Plaza.  City of Henderson’s pursuit for the Malcolm Baldridge award.  Acknowledgement as Best of City in Family and Leisure for the Water Street Plaza and Bird Viewing Preserve.  Go For Gold project by the Parks and Recreation Marketing Team to connect with the community.  Fall programming to begin August 19, 2024. VI. CHAIRMAN\MEMBER COMMENTS Member Lee Thompson requested to explore collaborating with the Clark County School District and develop a volunteer program. VII. SET NEXT MEETING The next meeting was set for September 4, 2024, at 5:00 p.m. VIII. PUBLIC COMMENT Christine Gamble, 89052, expressed her opposition to the planned metal cacti for Sonata Park and proposed converting a tennis court to a pickleball court, adding a grass field for frisbee golf, and building concrete ping pong tables. Don Hill, 89044, representative of Las Vegas and Henderson Drone Pilots, requested drone flights to be allowed at more parks. Stephanie Clark, 89052, stated she would like to see more children’s art in Henderson, and her opposition to the planned addition of plants and metal cacti to Sonata Park.
