CITY OF HENDERSON PARKS AND RECREATION BOARD MEETING MINUTES Wednesday, September 4, 2024 I. CALL TO ORDER Chair Michelle Nelson called the meeting of the Parks and Recreation Board to order at 5:00 p.m., in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Nevada Open Meeting Law. PRESENT: Chair Michelle Nelson Bianka Downs John Holman Jordan Luedke Gilbert Medina Doug Perns Kurt Opsahl Lee Thomson (arrived at 5:10 p.m.) ABSENT: Ted Olivas (excused) Kirk Brynjulson (excused) John Walker STAFF: Brandon Kemble, Assistant City Attorney III JJ Moyes, Assistant Director of Parks and Recreation Michelle Reese, Deputy City Clerk Karie Teruya, Executive Administrative Assistant III. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Member John Holman introduced a motion to accept the agenda, as presented. Parks and Recreation Board Meeting Page 2 of 4 Wednesday, September 4, 2024 – Minutes (Vote) The roll call vote favoring passage was: Those voting aye: Chair Michelle Nelson, Bianka Downs, John Holman, Jordan Luedke, Gilbert Medina, Kurt Opsahl, Doug Perns and. Those voting nay: None. Those absent: Ted Olivas, Kirk Brynjulson, Lee Thomson, John Walker. Those abstaining: None. Chair Michelle Nelson declared the motion carried. V. NEW BUSINESS 1 MINUTES PARKS AND RECREATION BOARD MEETING AUGUST 7, 2024 PARKS AND RECREATION DEPARTMENT (Motion) Member Gilbert Medina introduced a motion to adopt the Parks and Recreation Board Meeting minutes of August 7, 2024, as presented. (Vote) The roll call vote favoring passage was: Those voting aye: Chair Michelle Nelson, Bianka Downs, John Holman, Jordan Luedke, Gilbert Medina, Kurt Opsahl, Doug Perns and. Those voting nay: None. Those absent: Ted Olivas, Kirk Brynjulson, Lee Thomson, John Walker. Those abstaining: None. Chair Michelle Nelson declared the motion carried. 2 ELECTION CHAIRPERSON PARKS AND RECREATION DEPARTMENT (Motion) Member John Holman introduced a motion to elect Michelle Nelson for the Office of Chair of the Parks and Recreation Board. (Vote) The roll call vote favoring passage was: Those voting aye: Chair Michelle Nelson, Bianka Downs, John Holman, Jordan Luedke, Gilbert Medina, Kurt Opsahl, Doug Perns and. Those voting nay: None. Those absent: Ted Olivas, Kirk Brynjulson, Lee Thomson, John Walker. Those abstaining: None. Chair Michelle Nelson declared the motion carried. Parks and Recreation Board Meeting Page 3 of 4 Wednesday, September 4, 2024 – Minutes 3 ELECTION VICE CHAIRPERSON PARKS AND RECREATION DEPARTMENT (Motion) Member John Holman introduced a motion to elect Ted Olivas for the Office of Vice Chair of the Parks and Recreation Board. (Vote) The vote favoring approval was unanimous. Chair Michelle Nelson declared the motion carried. 4 INTRODUCE JEANNETTE PALMER, BUSINESS MANAGER PARKS AND RECREATION DEPARTMENT Jeannette Palmer, Business Manager, introduced herself to the Board and provided a brief history of her personal and professional history in the City of Henderson. 5 STAFF REPORT PARKS AND RECREATION DEPARTMENT JJ Moyes, Assistant Director of Parks and Recreation discussed the following Parks and Recreation Department events and activities:  Community Day of Service  Council Conversations  Family Comedy Night  Station 85 Open House VI. CHAIRMAN\MEMBER COMMENTS Chair Michelle Nelson spoke briefly regarding the upcoming Parks Tour and reminding members to sign up if they are interested in attending. VII. SET NEXT MEETING The next meeting was set for October 2, 2024, at 5:00 p.m. Parks and Recreation Board Meeting Page 4 of 4 Wednesday, September 4, 2024 – Minutes VIII. PUBLIC COMMENT There were no public comments presented. IX. The Chairman reserves the right to curtail abusive, offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the orderly conduct of the meeting. See NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening use of physical force, assault, battery, or any other acts intended to impede the meeting or infringe on the rights of the board and/or committee members, City staff, or meeting participants.
