CITY OF HENDERSON PARKS AND RECREATION BOARD MEETING MINUTES Wednesday, October 2, 2024 I. CALL TO ORDER Chair Michelle Nelson called the meeting of the Parks and Recreation Board to order at 5:00 p.m., in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Nevada Open Meeting Law. PRESENT: Chair Michelle Nelson Bianka Downs John Holman Gilbert Medina (via phone) Ted Olivas Kurt Opsahl ABSENT: Jordan Luedke (excused) Doug Perns (excused) Lee Thomson John Walker STAFF: Dan Fowler, Park Planner Brandon Kemble, Assistant City Attorney III JJ Moyes, Assistant Director of Parks and Recreation Angela Summers, Director of Parks and Recreation Karie Teruya, Executive Administrative Assistant Steven Whitley, Training/Volunteer Program Coordinator Kevin Yamashita, Park Planner III. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Member John Holman introduced a motion to accept the agenda, as presented. Parks and Recreation Board Meeting Page 2 of 4 Wednesday, October 2, 2024 – DRAFT Minutes (Vote) The vote favoring approval was unanimous. Chair Michelle Nelson declared the motion carried. V. NEW BUSINESS 1 MINUTES PARKS AND RECREATION BOARD MEETING SEPTEMBER 4, 2024 PARKS AND RECREATION DEPARTMENT (Motion) Member Kurt Opsahl introduced a motion to adopt the Parks and Recreation Board Meeting minutes of September 4, 2024, as presented. (Vote) The vote favoring approval was unanimous. Chair Michelle Nelson declared the motion carried. 2 VOLUNTEER OPPORTUNITIES HUMAN RESOURCES DEPARTMENT Angela Summers, Director of Parks and Recreation, prefaced this item that was requested during the August 7, 2024, meeting on Trust for Public Land Update. Steven Whitley, Training/Volunteer Programs Coordinator, provided a PowerPoint presentation and highlighted the various volunteer opportunities in Parks and Recreation divisions at the City of Henderson. A discussion ensued regarding the following:  Vetting process.  Outreach to high schools.  Grant opportunities. 3 CADENCE NEIGHBORHOOD PARK S (ENDLESS SKY PARK) PARKS AND RECREATION DEPARTMENT Dan Fowler, Park Planner, presented the pre-final plans for Endless Sky Park. A discussion ensued regarding the tree groove and splash pad. (Motion) Member Ted Olivas introduced a motion to approve the pre-final plans for Endless Sky Park. Chair Michelle Nelson declared the motion carried. 4 TERRA WETLANDS UPDATE PARKS AND RECREATION DEPARTMENT Kevin Yamashita, Park Planner, presented the pre-final plan on the Terra Wetlands trailhead. A discussion ensued regarding connectivity and access points to the Wetlands and construction timeline. (Motion) Member John Holman introduced a motion to approve the pre-final plan for improvements to the Terra Wetlands trailhead. (Vote) The vote favoring approval was unanimous. Chair Michelle Nelson declared the motion carried. 5 STAFF REPORT PARKS AND RECREATION DEPARTMENT Angela Summers, Director of Parks and Recreation discussed the following Parks and Recreation Department events and activities:  Henderson Symphony Orchestra events: Frozen, Jaws, and Encanto.  Hot Rod Days.  Aki Matsuri Japanese Festival.  Henderson Creates Art Exhibit.  National Recreation and Park Association Annual Conference. VI. CHAIRMAN\MEMBER COMMENTS Member Ted Olivas requested to add locations to upcoming events. He thanked staff for providing a tour of the Cadence area. VII. SET NEXT MEETING The next meeting was set for December 4, 2024, at 5:00 p.m. VIII.
