CITY OF HENDERSON PLANNING COMMISSION REGULAR MEETING Thursday, October 11, 2018 Council Chambers Time: 6:00 PM 240 Water Street Meeting Inquiries: (702) 267-1500 Henderson, Nevada 89015 NOTICE To persons with special needs: For those requiring special assistance or accommodation to attend or participate in this meeting, arrangements for a sign language interpreter or services necessary for effective communication for qualified persons with disabilities should be made as soon as possible, but no later than 72 hours before the scheduled event. Individuals speaking on an item will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Chairman. The Chairman reserves the right to curtail abusive, offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the orderly conduct of the meeting. In addition, any person willfully disrupting the meeting may be removed from the room by the presiding officer. See NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening use of physical force, assault, battery, or any other acts intended to impede the meeting or infringe on the rights of the commission members, City staff, or meeting participants. Planning Commission's recommendation on agenda items containing comprehensive plan amendments, zone changes, master streets and highway amendments, and vacations are forwarded to City Council for review and decision unless Planning Commission acts otherwise. All other items will receive final action by the Planning Commission unless otherwise noted. Appeals of final decisions by Planning Commission must be submitted to the Director of Community Development within nine (9) calendar days of notice to the City Clerk. Planning Commission - Regular Meeting Page 12 of 13 Thursday, October 11, 2018 - Agenda 31. 2019 PLANNING COMMISSION MEETING DATES Applicant: Community Development and Services Director, on behalf of the Planning Commission Final action by Planning Commission (For Possible Action) The Planning Commission shall set and accept a Planning Commission Meeting Schedule for the year 2019. 32. 2018 AMENDED AND RESTATED PLANNING COMMISSION BYLAWS APPLICANT: Community Development and Services on behalf of the Planning Commission Final action by Planning Commission (For Possible Action) Amendment and restatement of the 2010 Planning Commission Bylaws to comply with certain amendments to Chapter 2.50 of the Henderson Municipal Code and Chapters 268 and 278 of the Nevada Revised Statutes. These amended and restated planning commission bylaws (i) incorporate the 2017 revisions to Henderson Municipal Code Chapter 2.50, governing the City’s boards and commissions, (ii) comply with certain statutory requirements for city planning commissions contained in Chapters 268 and 278 of the Nevada Revised Statutes, (iii) incorporate certain clerical revisions, and (iv) eliminate certain unused portions of the bylaws like the article regarding sub-committees. The amended and restated bylaws would supersede and replace the 2010 version in its entirety as of their effective date if approved. IX. PUBLIC COMMENT Items discussed under Public Comment cannot be acted upon at this meeting, but may be referred by Planning Commission to the appropriate body for follow- up (NRS 241.020). Public Comment will be limited to three (3) minutes at the discretion of the Chairman.
