MINUTES
October 27, 2015
I. CALL TO ORDER
Chairman Serfas called the Redevelopment Agency Advisory Commission to
order at 4:00 p.m. in the Annex Conference Room, City Hall Annex,
280 Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
MaryAnne Cruzado, Recording Secretary, confirmed the meeting had been
noticed in accordance with the Open Meeting Law by posting the Agenda three
working days prior to the meeting at City Hall, Henderson Convention Center,
Green Valley Police Substation, and Fire Station No. 86.

III. PUBLIC COMMENT
No comments were presented by the public.
IV. ACCEPTANCE OF AGENDA
(Motion) Mr. Vanderploeg introduced a motion to accept the agenda as
amended. The vote favoring approval was unanimous.
Chairman Serfas declared the motion carried.

COMMISSION MEETING OF AUGUST 25, 2015
Adopt the minutes of the City of Henderson Redevelopment Agency Advisory
Commission meeting of August 25, 2015.
(Motion) Mr. Southwick introduced a motion to adopt the
August 25, 2015, minutes, as presented. The vote favoring
approval was unanimous. Chairman Serfas declared the
motion carried.
2 REDEVELOPMENT AGENCY FINANCIAL MANAGEMENT POLICY
REVISIONS
Adopt the Redevelopment Financial Management Policy Revisions for Policy
1300-01, Fiscal Signature Authority.
David Vorce, Principal Redevelopment Fiscal Administrator, read a summary
of the proposed item and stated staff recommends approval.
(Motion) Ms. Spina introduced a motion to adopt the Redevelopment
Financial Management Policy Revisions for Policy 1300-01,
Fiscal Signature Authority. The vote favoring approval was
unanimous. Chairman Serfas declared the motion carried.
3 REDEVELOPMENT AGENCY FINANCIAL UPDATE
Accept report for the Cornerstone, Downtown, Eastside, Tuscany, Lakemoor
Canyon redevelopment areas and the administration thereof as of June 30,
2015.
Mr. Vorce gave a summary of the proposed item and stated staff recommends
acceptance.

Responding to a question by Ms. Spina regarding annual appraisals, Ms.
Romero said annual appraisals are too costly as they are only good for six
months.
A discussion ensued regarding land values on City-owned parcels.
Responding to a question by Mr. Vanderploeg regarding if appraisal records
are kept, Ms. Romero said they are.
(Motion) Mr. Vanderploeg introduced a motion to accept the report for
the Cornerstone, Downtown, Eastside, Tuscany, Lakemoor
Canyon redevelopment areas and the administration thereof as
of June 30, 2015, as presented. The vote favoring approval
was unanimous. Chairman Serfas declared the motion carried.
4 REDEVELOPMENT AGENCY AMENDED AND RESTATED BYLAWS
Adopt the Second Amended and Restated Bylaws of the Redevelopment
Agency.
Mr. Vorce read a summary of the proposed item and stated staff recommends
approval.
(Motion)
Mr. Vanderploeg introduced a motion to adopt the
Second Amended and Restated Bylaws of the Redevelopment
Agency, as presented. The vote favoring approval
was unanimous. Chairman Serfas declared the motion carried.
VI. CHAIRMAN\MEMBER COMMENTS
There were no comments by the Chairman or Members.
VII. SET NEXT MEETING
The next meeting was set for November 17, 2015 at 4:00 p.m.
