CITY OF HENDERSON REDEVELOPMENT AGENCY ADVISORY COMMISSION MINUTES August 22, 2017 I. CALL TO ORDER Chairman Serfas called the Redevelopment Agency Advisory Commission to order at 4:00 p.m. in the Annex Conference Room, City Hall Annex, 280 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Brittany West, Recording Secretary, confirmed the meeting had been noticed in accordance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, Henderson Convention Center, Green Valley Police Substation, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT No comments were presented by the public. IV. ACCEPTANCE OF AGENDA (Motion) Mr. VanderPloeg introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Serfas declared the motion carried. V. NEW BUSINESS RAC-1 MINUTES REDEVELOPMENT AGENCY ADVISORY COMMISSION MEETING JULY 25, 2017 Redevelopment Agency Advisory Commission Meeting minutes of July 25, 2017. (Motion) Mr. McGinty introduced a motion to adopt the Redevelopment Agency Advisory Commission Meeting minutes of July 25, 2017, as presented. The vote favoring approval was unanimous. Chairman Serfas declared the motion carried. RAC-2 FY2017 CARRY FORWARD OF UNENCUMBERED AND ENCUMBERED FUNDS Request to carry forward unencumbered and encumbered fiscal year 2017 funds to fiscal year 2018 in an amount not to exceed $1,154,309.02. Mark Hobaica, Redevelopment Manger/City Architect, gave a presentation on the proposed item and stated staff recommends approval. There were no questions from the Commission. McGinty moved for approval, unanimous. (Motion) Mr. McGinty introduced a motion to approve the request to carry forward unencumbered and encumbered fiscal year 2017 funds to fiscal year 2018 in an amount not to exceed $1,154,309.02. The vote favoring approval was unanimous. Chairman Serfas declared the motion carried. RAC-3 LAND PURCHASE AND SALE AGREEMENT AND JOINT ESCROW INSTRUCTIONS 150 COPPER STREET, 51 EAST TEXAS AVENUE AND Redevelopment Agency Advisory Commission Page 3 of 5 August 22, 2017 – Minutes 251 SOUTH TEXAS AVENUE Land Purchase and Sale Agreement and Joint Escrow instructions between the City of Henderson Redevelopment Agency, as buyer, and the City of Henderson, as seller, for the purchase of the following parcels and amounts: 150 Copper Street for $28,000.00, 51 East Texas Avenue for $35,000.00, and 251 South Texas Avenue for $31,750.00, for a total purchase price of $94,750.00, for the purpose of selling the parcels to Motus, LLC in order to redevelop the parcels and to construct multi-unit residential projects and authorize the Executive Director to execute all documents to be delivered by the Agency thereunder. (This item was heard at the August 15, 2017, Redevelopment Agency Meeting.) Mr. Hobaica gave a presentation on the proposed item and noted that this item was heard by the Redevelopment Agency on August 15, 2017. He stated that there is a change on the back side of the agenda item cover sheet. It was noted that the “Supporting Documents” should read “Land Purchase and Sale Agreement 12 pages.” RAC-4 RESOLUTION INTENT TO CONSIDER SALE OF APPROXIMATELY 0.13 ACRES OF VACANT LAND, IDENTIFIED AS ASSESSOR'S PARCEL NUMBER 179-18-310-062, GENERALLY LOCATED AT 150 COPPER STREET, TO MOTUS, LLC, A NEVADA LIMITED LIABILITY COMPANY. A RESOLUTION OF THE CITY OF HENDERSON REDEVELOPMENT AGENCY, CLARK COUNTY, NEVADA, EXPRESSING ITS INTENT TO CONSIDER THE SALE OF APPROXIMATELY 0.13 ACRES OF VACANT LAND, IDENTIFIED AS ASSESSOR’S PARCEL NUMBER 179-18-310-062, GENERALLY LOCATED AT 150 COPPER STREET, TO MOTUS, LLC, A NEVADA LIMITED LIABILITY COMPANY, FOR $28,000.00.(THIS ITEM WAS HEARD AT THE AUGUST 15, 2017, REDEVELOPMENT AGENCY MEETING.) Mr. Hobaica gave a presentation on the proposed item. He made a correction to the agenda coversheet under “Supporting Documents.” It was noted that the last item should read “six” pages instead of “three” pages. There were no questions from the Commission. RAC-5 RESOLUTION INTENT TO CONSIDER SALE OF APPROXIMATELY 0.15 ACRES OF VACANT LAND, IDENTIFIED AS ASSESSOR'S PARCEL NUMBER 179-18-710-070, GENERALLY LOCATED AT 51 E. TEXAS AVENUE, TO MOTUS, LLC, A NEVADA LIMITED LIABILITY COMPANY. A RESOLUTION OF CITY OF HENDERSON REDEVELOPMENT AGENCY, CLARK COUNTY, NEVADA, EXPRESSING ITS INTENT TO CONSIDER THE Redevelopment Agency Advisory Commission Page 4 of 5 August 22, 2017 – Minutes SALE OF APPROXIMATLEY 0.15 ACRES OF VACANT LAND, IDENTIFIED AS ASSESSOR'S PARCEL NUMBER 179-18-710-070, GENERALLY LOCATED AT 51 E. TEXAS AVENUE, TO MOTUS, LLC, A NEVADA LIMITED LIABILITY COMPANY, FOR $35,000.00. (THIS ITEM WAS HEARD AT THE AUGUST 15, 2017, REDEVELOPMENT AGENCY MEETING.) Mr. Hobaica gave a presentation on the proposed item. He noted a correction to the agenda cover sheet under “Supporting Documents.” It was noted the final line should read “five” pages instead of “three” pages. A discussion ensued regarding utility issues that may occur. Mr. Hobaica said he does not anticipate any utility issues for these three locations. RAC-6 RESOLUTION INTENT TO CONSIDER SALE OF APPROXIMATELY 0.15 ACRES OF VACANT LAND, IDENTIFIED AS ASSESSOR'S PARCEL NUMBER 179-18-710-194, GENERALLY LOCATED AT 251 S. TEXAS AVENUE, TO MOTUS, LLC, A NEVADA LIMITED LIABILITY COMPANY. A RESOLUTION OF THE CITY OF HENDERSON REDEVELOPMENT AGENCY, CLARK COUNTY, NEVADA, EXPRESSING ITS INTENT TO CONSIDER THE SALE OF APPROXIMATELY 0.15 ACRES OF VACANT LAND, IDENTIFIED AS ASSESSOR'S PARCEL NUMBER 179-18-710-194, GENERALLY LOCATED AT 251 S. TEXAS AVENUE, TO MOTUS, LLC, A NEVADA LIMITED LIABILITY COMPANY, FOR $31,750.00. (THIS ITEM WAS HEARD AT THE AUGUST 15, 2017, REDEVELOPMENT AGENCY MEETING.) Mr. Hobaica gave a presentation on the proposed item. He noted that the final item on the agenda cover sheet should read “six” pages instead of “three” pages. RAC-7 PROJECTS UPDATE Update on current projects within the City of Henderson Redevelopment Areas. (This item was heard at the July 25, 2017, Redevelopment Advisory Commission meeting.) Mr. Hobaica and Mr. Molloy gave an update on the projects currently taking place in the Eastside, Cornerstone, Tuscany, and Lakemoor Canyon Redevelopment areas. David Vorce, Principal Redevelopment Fiscal Administrator, reviewed the Financial Report and the Five-Year Financial Plan. He noted they are preparing for the upcoming audit. VI.
