CITY OF HENDERSON REDEVELOPMENT AGENCY MINUTES REGULAR MEETING October 20, 2015 I. CALL TO ORDER Chairman Hafen called the Redevelopment Agency Meeting to order at 5:34 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The Secretary confirmed the Redevelopment Agency Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. Present: Andy Hafen, Chairman Sam Bateman, Member Gerri Schroder, Member John F. ACCEPTANCE OF AGENDA (Motion) Chairman Andy Hafen moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: Debra March. Those abstaining: None. Chairman Hafen declared the motion carried. Chairman Hafen announced that this meeting is being video recorded and streamed live to the Web. IV. ITEMS OF BUSINESS RDA-1 MINUTES REDEVELOPMENT AGENCY MEETING OF SEPTEMBER 15, 2015 ECONOMIC DEVELOPMENT/REDEVELOPMENT City of Henderson Redevelopment Agency Meeting Minutes of September 15, 2015. (Motion) Member Gerri Schroder moved to adopt the September 15, 2015, City of Henderson Redevelopment Agency Meeting minutes. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: Debra March. Those abstaining: None. Chairman Hafen declared the motion carried. RDA-2 RESOLUTION TAX INCREMENT REFUNDING BONDS, SERIES 2015 ECONOMIC DEVELOPMENT/REDEVELOPMENT Robert Murnane, Executive Director, introduced and read Resolution 98 by title: A RESOLUTION OF THE CITY OF HENDERSON REDEVELOPMENT AGENCY, CLARK COUNTY, NEVADA, APPROVING THE ISSUANCE OF THE CITY OF HENDERSON REDEVELOPMENT AGENCY, NEVADA, TAX INCREMENT REFUNDING BONDS (DOWNTOWN REDEVELOPMENT AREA), SERIES 2015, AND THE EXECUTION AND DELIVERY OF DOCUMENTS RELATING THERETO. Redevelopment Agency Meeting Page 3 of 4 October 20, 2015 – Minutes Michelle Romero, Redevelopment Manager, presented a summary of this item. She noted that because the bonds received an A rating, it will save approximately $373,000.00 in interest over the life of the bonds. She stated that the bonds did not need insurance because there is a 3.5 debt-coverage ratio. Responding to a question by Member Bateman, Richard Derrick, Chief Financial Officer, explained that debt coverage means the ability to repay the bonds. He noted that the income coming in is three-and-a-half times what the debt payment would be. In response to a comment by Member Marz, Ms. Romero confirmed that the life of the bonds will be extended for 14 years to protect the Redevelopment Agency. (Motion) Chairman Andy Hafen moved to adopt Resolution No. 98. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: Debra March. Those abstaining: None. Chairman Hafen declared the motion carried. RDA-3 REDEVELOPMENT AGENCY FINANCIAL MANAGEMENT POLICY NUMBER 600-02, CONTINUING DISCLOSURE REPORTING ECONOMIC DEVELOPMENT/REDEVELOPMENT Adoption of Redevelopment Agency Financial Management Policy Number 600-02, Continuing Disclosure Reporting. Michelle Romero, Redevelopment Manager, said this item formally adopts the Redevelopment Agency Financial Management Policy. (Motion) Member Sam Bateman moved to adopt Redevelopment Agency Financial Management Policy Number 600-02, Continuing Disclosure Reporting. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: Debra March. Those abstaining: None. Chairman Hafen declared the motion carried. V. CHAIRMAN\MEMBER COMMENTS Redevelopment Agency Meeting Page 4 of 4 October 20, 2015 – Minutes There were no Chairman or Member comments presented. VI. PUBLIC COMMENT There were no public comments presented. VII.
