HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING AGENDA OCTOBER 21, 2015 MINUTES I. CALL TO ORDER The meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity was called to order by Chairman Ragan at 4:10 p.m. in the City Hall Annex Conference Room, 280 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL The Recording Secretary, Karie Teruya, confirmed the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon the Agenda Master Mailing List. ACCEPTANCE OF AGENDA (Motion) Chairman Ragan introduced a motion to accept the agenda as presented, seconded by Vice chairwoman Senegal. The vote favoring approval was unanimous. Chairman Ragan declared the motion carried. V. UNFINISHED BUSINESS 1 BYLAWS PUBLIC WORKS, PARKS AND RECREATION Commission members will discuss amended Bylaws. Staff Representative Kurt Williams, reiterated from the previous meeting of September 16, 2015, amending the bylaws to be in agreement with the ordinance. Ms. Osantowski asked for clarification regarding 2.50.060 of the ordinance regarding attendance and wanted Chairman Ragan to be aware that according to the ordinance, he decides if member absences are excused or unexcused. Ms. Osantowski asked another question on who approves compensation and reimbursements in reference to 2.50.120 of the ordinance. Mr. Williams stated one could be reimbursed by the commission as long as it was approved ahead of time and gave an example. Ms. Osantowski stated that it did not state preapproval in the ordinance in which Travis Buchanan, Assistant City Attorney III, commented that if it is discussed in advance and the commission deemed it to be reimbursed then it should be reimbursed. There were no other questions or concerns regarding the bylaws. (Motion) Chairman Ragan introduced a motion to accept the amended bylaws as presented, seconded by Vice chairwoman Senegal. The vote favoring approval was unanimous. Chairman Ragan declared the motion carried. 2 BLUE RIBBON COMMISSION VOLUNTEER OPPORTUNITIES PUBLIC WORKS, PARKS AND RECREATION Discuss and approve volunteer opportunities as a commission. Chairman Ragan reiterated that the Commission volunteered to participate in Green Valley High School’s College Night on October 22, 2015, man the booth and inform attendees about the Blue Ribbon Commission. Chairman Ragan also stated that the Commission will be volunteering at Black Mountain Recreation Center’s Trunk or Treat on October 29, 2015. Blue Ribbon Commission Page 3 of 5 Wednesday, October 21, 2015 - Minutes A discussion ensued regarding other opportunities. No action was taken. 3 LEADERSHIP DAY 2016 PUBLIC WORKS, PARKS AND RECREATION Commission members will discuss details for Leadership Day 2016 and approve theme, date and format. A discussion ensued regarding possible themes; Vice chairwoman Senegal suggested, “Leadership is a Choice, Not a Position.” Ms. Darmody suggested to play an interactive game using your cell phone called “Kahoot,” or “It’s Elementary” and Ms. Wong suggested “Follow the Leader.” Mr. Canty suggested a national game based on acts of kindness, doing good deeds or paying it forward. Mr. Duke offered to come up with possible ideas to improve the evaluation surveys. A discussion ensued regarding Leadership Day t-shirt designs. Mr. Williams stated that the date for Leadership Day will be on March 31, 2016. (Motion) Chairman Ragan introduced a motion to have “Follow the Leader” as the theme for Leadership Day, seconded by Ms. Darmody. The vote favoring approval was unanimous. Chairman Ragan declared the motion carried. VI. NEW BUSINESS 4 MINUTES SEPTEMBER 2, 2015 PUBLIC WORKS, PARKS AND RECREATION Adopt minutes of September 2, 2015. (Motion) Chairman Ragan introduced a motion to adopt the minutes as presented, seconded by Mr. Duke. The vote favoring approval was unanimous. Chairman Ragan declared the motion carried. 5 MINUTES SEPTEMBER 16, 2015 PUBLIC WORKS, PARKS AND RECREATION Adopt minutes of September 16, 2015. Blue Ribbon Commission Page 4 of 5 Wednesday, October 21, 2015 - Minutes (Motion) Vice chairwoman Senegal introduced a motion to adopt the minutes as presented, seconded by Ms. Darmody. The vote favoring approval was unanimous. Chairman Ragan declared the motion carried. 6 BLUE RIBBON COMMISSION COLLEGE NIGHT OCTOBER 6, 2015 PUBLIC WORKS, PARKS AND RECREATION Commission members will discuss and review College Night which was held on October 6, 2015 at Henderson Multigenerational Center. The Commission reviewed the survey results which were distributed. A discussion ensued. About 85 people attended the event from all over the valley. Shamren Fletcher did a great job as guest speaker. Ms. Darmody suggested having another College Night in the spring focusing on tips for students on how to save money on clothing, food and college life. Ms. Driscoll suggested to have that information incorporated in the next College Night. Ms. Driscoll also added that students should take the Nevada Career Information System (NCIS) and Armed Services Vocational Aptitude Battery (ASVAB) test to see where their strengths are to help determine their career path. Ms. Osantowski stated a college checklist, “College 101”, was handed out at the event and had a lot of tips regarding college. Ms. Osantowski asked to add, “What other topics would you like to hear about?” to next year’s survey and also suggested handing out cards to attendees as they enter the room asking what they want to hear about, and hand it to the speaker so she can speak about it at the event. Mr. Duke suggested to add, “Would you re-attend?” on the survey. 7 BLUE RIBBON COMMISSION OUTING PUBLIC WORKS, PARKS AND RECREATION Commission members will discuss the date and location for the Blue Ribbon Commission outing. Mr. Williams explained that the Commission should probably go on the outing to visit local businesses prior to Leadership Day to understand how businesses work and possibly tie it in to Leadership Day and asked the Commission to think about where to visit. CHAIRMAN\MEMBER COMMENTS Ms. Darmody offered to ask retired Senator Weiner or Senator Joyce Woodhouse to speak at Leadership Day. Ms. Driscoll offered to ask Congressman Heck for Leadership Day. Mr. Duke will bring ideas to assist with the survey for the next meeting. VIII. SET NEXT MEETING The next meeting was set for November 18, 2015, at 4:00 p.m. in the City Hall Annex Conference Room. IX. PUBLIC COMMENT There were no comments presented by the public. X.
