CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MINUTES October 21, 2015 I. CALL TO ORDER Chairman Dan Hyde called the Senior Citizens Advisory Commission Meeting to order at 5:30 p.m., at 240 Water Street, Henderson City Hall, in the Council Chambers Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Monica Rivera, Administrative Assistant III, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreation Center, and Fire Station No. 86. PUBLIC COMMENT Chairman Hyde commented that from now on agendas and back-up documents will be sent electronically to each member. Hard copies will be available at the meeting. IV. ACCEPTANCE OF THE AGENDA (Motion) Mr. Mullin introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. V. NEW BUSINESS 1 MINUTES SEPTEMBER 16, 2015 PUBLIC WORKS, PARKS AND RECREATION Adopt the minutes of September 16, 2015 meeting. A typographical error was noted under Item 2. (Motion) Mr. Walker introduced a motion to the minutes of September 16, 2015, as amended. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. 2 ELECTION CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Elect new Chairperson. (Motion) Ms. Smith introduced a motion to re-elect Dan Hyde to the office of Chairman. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. 3 ELECTION VICE CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Elect new Vice Chairperson. Senior Citizens Advisory Commission Page 3 October 21, 2015 – Minutes (Motion) Chairman Hyde introduced a motion to elect Jo Ann McEvers to the office of Vice Chairperson. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. 4 SENIOR CITIZENS ADVISORY COMMISSION MEMBERS TO GIVE PUBLIC SUPPORT FOR THE FOUNDATION ASSISTING SENIORS PUBLIC WORKS, PARKS AND RECREATION Members of the Senior Citizens Advisory Commission will discuss the possibility of assisting with outreach efforts in support of the Foundation Assisting Seniors. Kelsey Hand, Trosper Communications, reported that the public service announcement for the Foundation Assisting Seniors was shot and is being edited. It will premiere at the next City Council meeting on November 3, 2015. PBS has given the tentative go ahead to run the PSA. Chairman Hyde said he is very anxious to get this out and see it. Responding to a question by Ms. Baldizan regarding does the Foundation service the entire city of Henderson, Ms. Hand said yes, and Las Vegas, too. Discussion ensued regarding seniors who live outside of Anthem were turned down for service from the Foundation for Assisting Seniors because they did not live in SunCity Anthem. Ms. Hand said she will address this immediately. 5 SENIOR TOPICS FOR 2016 ELECTION CANDIDATES PUBLIC WORKS, PARKS AND RECREATION Discuss the possibility of hosting a Senior Topics Forum for 2016 Election Candidates. Mr. Flake inquired as to whether the Commission could facilitate a townhall-style meeting where seniors could speak to the candidates running for political office. He said the idea behind this is for the candidates to hear what the seniors care about. The following items were discussed:  Centralize the location.  Meet and greet on the plaza.  Have a narrow focus.  State legislature candidates would be the best.  Use the Convention Center or Heritage Park senior facility. Senior Citizens Advisory Commission Page 4 October 21, 2015 – Minutes  Having a series of events. Javier Trujillo, Director of Intergovernmental Relations, said staff can help provide contact information for registered candidates; however, the Intergovernmental Relations Department cannot invite the candidates. He noted that the legislature has the ability to really impact the senior community. Corey Clark, Recreation Services Manager, will come back with some additional information at the next meeting. He will also talk to the PIO’s office to see how this can be advertised. Travis Buchanan, Assistant City Attorney, said he will check into the legalities regarding the use of public funds (Motion) Ms. Smith introduced a motion that the Commission hosts a forum for 2016 candidates in federal and state primary elections to discuss senior issues in the city of Henderson. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. Ms. Fields commented that she will invite representatives from the Vegas Voice to attend the next meeting to further discuss this issue. 6 HENDERSON SENIORS' AUXILIARY PUBLIC WORKS, PARKS AND RECREATION A member of the Henderson Senior's Auxiliary will give the monthly report. Marianne Stanger, Henderson Senior's Auxiliary, gave a report and highlighted the following items.  New website is www.Thehsa.org.  The Auxiliary is doing an angel tree for the holidays for people on commodities.  Boutique  Bake sale  Raffle  Upscale yard sale  The Auxiliary is looking for some legal representation. 7 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Recreation Services Manager, Corey Clark, will give a staff report and an update on the City's senior services. Senior Citizens Advisory Commission Page 5 October 21, 2015 – Minutes Mr. Clark reported on the following:  The Harvest Festival was attended by over 1600 people.  Meals on Wheels and the book lending program are doing great.  Next project is pet food delivery. They are currently looking for sponsors.  Black Mountain Rec Center is doing a trunk or treat event. Any commissioners that would like to participate, the City will provide candy and a car.  Melanie Larsen was introduced as replacing Anita Gant. A discussion ensued regarding what is involved in expanding the Meals on Wheels program. Mr. Clark stated they would need vehicles and personnel funding to expand. VI. CHAIRMAN/MEMBER COMMENTS Responding to a question by Ms. McEvers regarding if the senior center will soon be open to everyone, Mr. Clark said that is not going to happen. VII. SET NEXT MEETING The next regularly scheduled meeting will be held on November 18, 2015, at 5:30 p.m. in the Council Chambers Conference Room of City Hall. Chairman Hyde noted that he will not be in attendance. VIII. PUBLIC COMMENT David Karel, David Karel Group, said the Medicare Update meeting was well attended and they had 50 attendees. IX.
