REDEVELOPMENT AGENCY MINUTES
REGULAR MEETING
Tuesday, November 21, 2017
I. CALL TO ORDER
Chairman March called the Redevelopment Agency Meeting to order at
5:33 p.m., in the City Council Chambers, City Hall, 240 Water Street,
Henderson, Nevada 89015.
Chairman March announced this meeting is being video recorded and streamed
live to the Internet.
II. CONFIRMATION OF POSTING AND ROLL CALL
The Secretary confirmed the Redevelopment Agency Meeting had been noticed
in compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the Whitney
Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice
Website, the City of Henderson Website, and by mailing a copy of the Agenda
to everyone appearing thereon on the Agenda Master Mailing List.

Member Dan H. Stewart moved to accept the agenda as amended.
RDA-2 – Continued to the December 19, 2017, Redevelopment Agency
Meeting, at the request of staff.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting
nay: None. Those absent: None. Those abstaining: None. Chairman March
declared the motion carried.

Member Dan K. Shaw moved to adopt the minutes of the October 17, 2017,
City of Henderson Redevelopment Agency Meeting.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting
nay: None. Those absent: None. Those abstaining: None. xMayor declared
the motion carried.

RDA-3 PARKLINE LOFT NOTE PAYOFF
REDEVELOPMENT
Approve the payoff of the Parkline Loft Note from the City of Henderson
Redevelopment Agency (Agency) to the City of Henderson (City), in the amount
of $621,260.00, plus accrued interest of $173,029.28, for a total of $794,289.28,
before the September 7, 2018, due date.
Mark Hobaica, Redevelopment Manager, presented a summary of this item.

Member Dan K. Shaw moved to approve the payoff of the Parkline Loft Note

Henderson (City), in the amount of $621,260.00, plus accrued interest of

RDA-4 REDEVELOPMENT AGENCY ANNUAL AUDIT
FISCAL YEAR 2016-2017
REDEVELOPMENT
Submission of Redevelopment Agency Annual Audited Financial Statements –
Fiscal Year 2016-2017 and Required Communications Letter.
Chairman March disclosed that Piercy, Bowler, Taylor, and Kern is her
campaign accountant.
Member Stewart disclosed that Piercy, Bowler, Taylor, and Kern is his
campaign accountant.
Member Shaw disclosed that Piercy, Bowler, Taylor and Kern is his campaign
accountant, and handles other tax planning and accounting services.
Mark Hobaica, Redevelopment Manager, presented a summary of this item,
and noted there were no changes to the fund balance.
Member Schroder thanked staff for their hard work.

Member Gerri Schroder moved to accept the Submission of Redevelopment
Agency Annual Audited Financial Statements – Fiscal Year 2016-2017 and
Required Communications Letter.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting
nay: None. Those absent: None. Those abstaining: None. Chairman March
declared the motion carried.

VI. PUBLIC COMMENT
There were no public comments presented.
VII. ADJOURNMENT
There being no further business to come before the Redevelopment Agency,
Chairman March, in concurrence with the Redevelopment Agency, adjourned
the Redevelopment Agency Meeting at 5:39 p.m.

NOTICE

scheduled meeting. Listening devices are available for persons with hearing impairments.

The Chairman reserves the right to hear agenda items out of order, combine two or more
agenda items for consideration, remove an item from the agenda, or delay discussion
relating to an item on the agenda at any time.
Public comment will be taken on each agenda item as it is heard. If you desire to provide
public comment on an agenda item, please complete a green speaker card and submit it to
the RDA Secretary prior to the item being heard. Individuals speaking on an item will be
limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes.

discretion of the Chairman.
