CITY OF HENDERSON REDEVELOPMENT AGENCY REGULAR MEETING Tuesday, November 16, 2021 I. CALL TO ORDER (Minutes/Discussion) Chair Debra March called the Redevelopment Agency Meeting to order at 3:30 p.m., in the City Council Chambers, City Hall, 240 South Water Street, Henderson, Nevada 89015. Chair March announced due to the termination of the State of Nevada Executive Department Declaration of Emergency Directive 006 as of May 31, 2021, in-person attendance will be allowed consistent with CDC guidelines. However, in accordance with Declaration of Emergency Directive 047, individuals shall be required to cover their nose and mouth with a mask or face covering in a manner consistent with the guidance issued by the CDC, and any subsequent guidance issued by the CDC. She requested residents please check www.cdc.gov for additional information. Chair March said to make it easier for residents to voice their comments, there will be two public comment periods. There will be one at the beginning of the meeting, designated for comments related to items on the agenda, and one at the end of the meeting, for general public comment. Chair March stated the meeting is being video recorded and streamed live to the Internet and on YouTube. II. CONFIRMATION OF POSTING (Minutes/Discussion) Jose Luis Valdez, Secretary, confirmed the Redevelopment Agency Meeting had been noticed in compliance with the Nevada Open Meeting Law. Redevelopment Agency Meeting Page 3 of 5 Tuesday, November 16, 2021 – Draft Minutes (Motion) Member Michelle Romero moved to adopt the City of Henderson Redevelopment Agency Meeting minutes of September 21, 2021, as presented. Result: Pass 2 FIRST QUARTER FY22 FINANCIAL UPDATE CMTS NUMBER(S): N/A REDEVELOPMENT Financial update for the Downtown, Tuscany, Cornerstone, Eastside, and Lakemoor Canyon Redevelopment Areas and the administration thereof as of September 30, 2021. (Motion) Member Michelle Romero moved to accept the financial update for the Downtown, Tuscany, Cornerstone, Eastside, and Lakemoor Canyon Redevelopment Areas and the administration thereof as of September 30, 2021. (Vote) The roll call vote favoring passage was: Those voting aye: Chair Debra March, Member John F. Marz, Member Michelle Romero, Member Dan K. Shaw, Member Dan H. Stewart. Those voting nay: (None). Those absent: (None). Those abstaining: (None). Result: Pass (Minutes/Discussion) Anthony Molloy, Redevelopment Manager, presented a summary of this item. He stated, to date, the Redevelopment Agency has been able to collect over 40 percent of the revenue for the year, in the first quarter; therefore, signs are showing a strong reflection in the property taxes the Agency has been able to collect. BASIC ENVIRONMENTAL COMPANY LLC CMTS NUMBER(S): N/A REDEVELOPMENT Third Amendment to the Owner Participation Agreement (the "Agreement") among the City of Henderson Redevelopment Agency, The Landwell Company, L.P., and Basic Environmental Company LLC, to amend certain line-item budget amounts on the list of improvements eligible for reimbursement found on Exhibit D of the Agreement, otherwise known as the Master List, without increasing the total maximum amount of potential reimbursement. (Motion) Member Dan H. Stewart moved to approve the Third Amendment to Owner Participation Agreement (the "Agreement") among the City of Henderson Redevelopment Agency, The Landwell Company, L.P., and Basic Environmental Company LLC, to amend certain line-item budget amounts on the list of improvements eligible for reimbursement found on Exhibit D of the Agreement, otherwise known as the Master List, without increasing the total maximum amount of potential reimbursement.
