I. CALL TO ORDER
(Minutes/Discussion)
Chair Debra March called the Redevelopment Agency Meeting to order at 3:46
p.m. in the City Council Chambers, City Hall, 240 Water Street, Henderson,
Nevada 89015.
Chair March said to make it easier for residents to voice their comments, there
will be two public comment periods. There will be one at the beginning of the
meeting, designated for comments related to items on the agenda, and one at
the end of the meeting, for general public comment.
Chair March stated the meeting is being video recorded and streamed live to
the Internet.
II. CONFIRMATION OF POSTING

Jose Luis Valdez, Secretary, confirmed the Redevelopment Agency Meeting
had been noticed in compliance with the Nevada Open Meeting Law and stated
Johnni Jones, Clark County Kid Mayor, was present at the dias with the Chair
and Members of the Agency.

REDEVELOPMENT
Update on the distribution of the 2021-2022 City of Henderson Redevelopment
Agency 18% Public Education Set-Aside Funds to support public education
efforts in or within one (1) mile of the Downtown and Eastside Redevelopment
Areas.
(Minutes/Discussion)
Anthony Molloy, Manager of Redevelopment, presented a summary of this item
and stated because public education is one of the priorities in the City’s
strategic plan, the Redevelopment Agency is proud to make contributions
towards its improvement throughout the community.
Mr. Molloy stated the Joint Planning Group decided the $3.3 million dollars that
has been collected by the Agency be placed into a restricted control account as
the planning continues for the establishment of a second preschool program,
which will utilize the Public Education Set-Aside Funds.
Responding to an inquiry from Member Stewart regarding how much is currently
in that account and what will be the total, Mr. Molloy stated there are two
different accounts. He said one contains $2.2 million dollars and the other
contains $500,000.00. He said when adding what is already available, the total
will be approximately $6 million dollars.

3 GRANT AWARD AGREEMENT – FY23
WATER STREET DISTRICT
CITY OF HENDERSON PARKS AND RECREATION DEPARTMENT
FUNDING SOURCE: DOWNTOWN EVENTS MARKETING

REDEVELOPMENT
Grant Award Agreement - FY23 for the Water Street District, from the City of
Henderson Redevelopment Agency to the City of Henderson Parks and
Recreation Department, to help with the costs of programming and marketing
events held at the Water Street Plaza and/or other Downtown Redevelopment
Project Area locations, in the amount of $231,000.00.
(Minutes/Discussion)
Anthony Molloy, Manager of Redevelopment, presented a summary of this item
and stated throughout the year, the Parks and Recreation Department promotes
and provides various events in the Downtown Redevelopment Area, which bring
more people to the area and offers great exposure for the existing businesses.
Mr. Molloy said this $231,000.00 grant award to the Parks and Recreation
Department will help with programming and marketing expenses for the events
and said this is an increase of $50,000.00 from the previous grant award that
was awarded last year due to the increased number of events that are being
provided throughout the year.
Following an inquiry from Member Marz regarding the number of seasonal
events that are being held on the Water Street Plaza and/or in the Downtown
Redevelopment Project Area and if they sell out, Shari Ferguson, Director of
Parks and Recreation, stated there are at least 10 signature events that are
held on the plaza and said more are added all the time that either sell out or get
very close.
Member Marz stated he wants to ensure that the Parks and Recreation
Department has the funding needed to market the events because there is no
point in having them if people are unaware that they exist. He said if there is a
need for additional funding to market the events, he encouraged staff to let the
Council know so that it can be addressed.

MOBILIZATION AND CONSTRUCTION COSTS FOR THE FUTURE DRAKE
STREET PARK AND COMMUNITY GARDEN LOCATED WITHIN THE
EASTSIDE REDEVELOPMENT AREA ON CITY-OWNED REAL PROPERTY
IDENTIFIED BY ASSESSOR’S PARCEL NUMBER 179-08-802-005,
GENERALLY LOCATED AT 405 DRAKE STREET, IN AN AMOUNT NOT TO
EXCEED $700,000.00.

Bristol Ellington, Deputy City Manager/COO, introduced and read Resolution
No. 151 by title.
Anthony Molloy, Manager of Redevelopment, presented a summary of this item
and stated the Redevelopment Agency is ready to move forward with Phase I of
The Drake Street Park Improvements, which will contain a community garden
that will provide access to fresh fruits and vegetables, increase social
connections, and contribute to educational achievements within the Valley View
Neighborhood.
Member Stewart stated the Drake Street Park Improvements is a wonderful use
for these funds.
Chair March said years ago, she pushed for a Community Garden within the
Valley View Neighborhood and stated she is excited to see it come into fruition.
