CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MEETING MINUTES Wednesday, July 13, 2022 I. CALL TO ORDER Vice-Chair Joanna Gerali called the Senior Citizens Advisory Commission meeting to order at 4:02 p.m., at the Heritage Park Senior Facility, 300 South Racetrack Road, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Anthony Rossa, Administrative Assistant III, confirmed the Senior Citizens Advisory Commission meeting had been noticed in compliance with the Nevada Open Meeting Law. ACCEPTANCE OF AGENDA (For Possible Action) (Minutes) Item 5 was withdrawn at the request of staff. (Motion) Ms. Woods introduced a motion to accept the agenda, as amended. The vote favoring approval was unanimous. Vice-Chair Gerali declared the motion carried. V. NEW BUSINESS 1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING JUNE 8, 2022 PARKS AND RECREATION For Possible Action. RECOMMENDATION: Adopt Senior Citizens Advisory Commission Meeting minutes of June 8, 2022. (Motion) Mr. Berman introduced a motion to adopt the Senior Citizens Advisory Commission Meeting minutes of June 8, 2022, as presented. The vote favoring approval was unanimous. Vice-Chair Gerali declared the motion carried. Senior Citizens Advisory Commission Meeting Page 3 of 6 Wednesday, July 13, 2022 - Minutes 2 2022 AARP COMMUNITY CHALLENGE GRANT PARKS AND RECREATION For Information and Discussion Only The City of Henderson, NV, has received an AARP Community Challenge Grant to support the installation of twenty-five artistic bike racks on Water Street in Downtown Henderson. Jonathan Rodriguez, Planner II from the City of Henderson Community Development Department, will present the 2022 AARP Community Challenge Grant and facilitate a group review of the art proposals for consideration. Commission members will provide Mr. Rodriguez feedback on their top-five favorite proposals. (Minutes) Jonathan Rodriguez, Planner II, said the City of Henderson was named as a recipient of the 2022 AARP Community Challenge Grant in the amount of $15,000.00 and summarized the grant requirements and presented the bike rack design proposal options. Mr. Rodriguez led a discussion soliciting feedback on the rack design proposals and said staff will select the designs based on the feedback provided by the Commission. 3 AGE FRIENDLY ACTION PLAN UPDATE PARKS AND RECREATION For Information and Discussion Only Jonathan Rodriguez, Planner II from the City of Henderson Community Development Department, will provide an update on the Age Friendly Action Plan. (Minutes) Jonathan Rodriguez, Planner II, presented an overview of the Age-Friendly Henderson Action Plan Update and summarized the goals, community partners, fiscal impact, metrics, responsible departments, timeframes, accomplishments, and statuses for the initiatives identified in the Plan. Mr. Rodriguez said he will return to the Commission throughout the year to review the various target areas in the Update and listed Social Participation, Respect and Social Inclusion, and Civic Participation as the topics for discussion at the next meeting. Senior Citizens Advisory Commission Meeting Page 4 of 6 Wednesday, July 13, 2022 - Minutes Corey Clark, Parks and Recreation Manager, said the Commission has the ability to positively impact the direction of the City through their feedback to the Age-Friendly Henderson Action plan and encouraged the Commissioners to spend time reviewing the materials in the backup for this item. Responding to an inquiry from Ms. Landaker regarding public availability of the material provided to the Commission, Mr. Clark said the Update is published online. Responding to an inquiry from Ms. Belanger regarding final approval of the Update, Mr. Rodriguez said City Council has final approval but will not do so until the Commission has made a recommendation. 4 ETHICS AND OPEN MEETING LAW TRAINING PARKS AND RECREATION For Information and Discussion Only Bethany Sanchez, Assistant City Attorney III, will provide an Ethics and Open Meeting Law Training to the commissioners. (Minutes) Bethany Sanchez, Assistant City Attorney III, presented a slideshow entitled “Ensuring Public Trust in Government” and summarized the information pertaining to:  The Importance of Maintaining Public Trust  Ethics Rules Applicable to the Senior Citizens Advisory Commission  The Separation Between Private Interests and Public Duties  NRS 281A.400  Improper Gifts  Safe Harbor Provisions  Nevada Open Meeting Law  Legislative Intent to Take Action Openly  Quorum  Adhering to the Agenda A discussion ensued regarding members balancing expertise and experience with Commission duties to which Ms. Sanchez advised the Commissioners to approach her on a case-by-case basis when issues arise. Senior Citizens Advisory Commission Meeting Page 5 of 6 Wednesday, July 13, 2022 - Minutes 5 AUTHORIZE PARTICIPATION BY SENIOR CITIZENS ADVISORY COMMISSION MEMBERS AT UPCOMING EVENTS FROM JULY 14, 2022, TO AUGUST 9, 2022. PARKS AND RECREATION For Possible Action. RECOMMENDATION: Approve Commission members will discuss and approve whether Commissioners may officially attend or participate in upcoming community programs or events as a representative of the Commission for July 14, 2022, to August 9, 2022. Note: This item was withdrawn at the request of staff. 6 SENIOR AUXILIARY PRESENTATION PARKS AND RECREATION For Information and Discussion Only Linda Rauenbeulher, Henderson Seniors' Auxiliary, will give a report on the activities of the organization. Note: Ms. Rauenbeulher was not present at the meeting and this item was not heard. 7 STAFF REPORT PARKS AND RECREATION For Information and Discussion Only Corey Clark, Recreation Services Manager, will give an update on recent events at the Heritage Park Senior Facility and the Downtown Senior Center. (Minutes) Corey Clark, Parks and Recreation Manager, said the Fourth of July event drew 22,000 people to Heritage Park with countless others on the surrounding roadways and neighborhoods and the Senior Center served as the control center for the event. Mr. Clark announced Nicole Bayreder, Recreation Services Leader, will be returning to the Senior Center at the end of summer. Senior Citizens Advisory Commission Meeting Page 6 of 6 Wednesday, July 13, 2022 - Minutes VI. CHAIRMAN\MEMBER COMMENTS (Minutes) Ms. Belanger said she was recently given a Yellowdot pamphlet and will provide them to the Commissioners if asked. Ms. Landaker asked for a post-pandemic update to be presented by Senior Center staff at a future meeting and offered to do a talk for the Commission on aging. Ms. Landaker and Ms. Smith discussed creating items for the Commissions to feel more participatory in City business. Mr. Berman thanked staff for their presentations. VII. SET NEXT MEETING The next meeting was set for Wednesday, August 10, 2022, at 4:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
