CITY OF HENDERSON REDEVELOPMENT AGENCY REGULAR MEETING MINUTES Tuesday, November 21, 2023 Council Chambers 3:30 PM 240 South Water Street Meeting Inquiries: (702) 267-1400 Henderson, Nevada 89015 I. CALL TO ORDER Vice Chair Dan Stewart called the meeting to order at 3:31 p.m. PST. Vice Chair Stewart said to make it easier for residents to voice their comments, there will be two public comment periods, one at the beginning of the meeting, designated for comments related to items on the agenda, and one at the end of the meeting, for public comment. Vice Chair Stewart stated the meeting is being video recorded and streamed live to the Internet and on YouTube. II. CONFIRMATION OF POSTING Vice Chair Stewart asked City Clerk Jose Luis Valdez to confirm posting and roll call. Jose Luis Valdez, City Clerk, confirmed the Regular Meeting had been noticed in compliance with the Nevada Open Meeting Law and that all members of the City Council were present except for Mayor Michelle Romero who is excused. III. ROLL CALL Present and responding to roll call were the following: Carrie Cox, Councilwoman Jim Seebock, Councilman Dan K. Shaw, Councilman Dan H. PUBLIC COMMENT City Clerk Valdez announced there were no public comment cards for the first public comment period. Vice Chair Stewart invited members of the public to speak but no public comment was presented. V. ACCEPTANCE OF AGENDA (For Possible Action) Vice Chair Dan Stewart asked Richard Derrick, City Manager/CEO, if there were any changes to the agenda as presented. City Manager/CEO Derrick announced there were no changes to the agenda. Councilman Dan Shaw made a motion to approve the agenda as presented. The voting results were as follows: Voting aye: Councilwoman Carrie Cox, Councilman Jim Seebock, Councilman Dan K. Shaw, Vice Chair Dan H. Stewart. Voting nay: (None). ITEMS OF BUSINESS 1 MINUTES REDEVELOPMENT AGENCY MEETING OCTOBER 17, 2023 CMTS NUMBER(S): N/A REDEVELOPMENT City of Henderson Redevelopment Agency Meeting minutes of October 17, 2023. Councilman Jim Seebock made the motion to approve the minutes as presented. The voting results were as follows: Voting aye: Councilwoman Carrie Cox, Councilman Jim Seebock, Councilman Dan K. Shaw, Vice Chair Dan H. Stewart. Voting nay: (None). Not present: Mayor Michelle Romero Abstentions: (None). Result: Motion Passes. 2 FIRST QUARTER FY24 FINANCIAL UPDATE CMTS NUMBER(S): N/A REDEVELOPMENT Financial update for the Downtown, Tuscany, Cornerstone, Eastside, and Lakemoor Canyon Redevelopment Areas and the administration thereof as of September 30, 2023. Councilwoman Carrie Cox made a motion to approve the item as recommended by staff. Result: Motion Passes. 3 OWNER PARTICIPATION AGREEMENT LAKEMOOR VENTURES, LLC AND PN II, INC., DBA PULTE HOMES OF NEVADA CMTS NUMBER(S): N/A REDEVELOPMENT Owner Participation Agreement between the City of Henderson Redevelopment Agency, City of Henderson, LakeMoor Ventures, LLC, and PN II Inc., dba Pulte Homes of Nevada to provide for the conveyance of approximately 851 acres of land from the federal government to the Redevelopment Agency and then to PN II, Inc. and also to provide potential financial incentives not to exceed $550,000,000 (including principal and interest) for the development of up to 3,000 dwelling units on approximately 1,259 acres on and around the former site of the Three Kids Mine generally located south of East Lake Mead Parkway (between Lorin C. Williams Parkway and First Dawn Street) in Henderson, Nevada, in the Lakemoor Canyon Redevelopment Area. Councilman Dan Shaw made the motion to approve the item as recommended by staff. The voting results were as follows: Voting aye: Councilwoman Carrie Cox, Councilman Jim Seebock, Councilman Dan K. Shaw, Vice Chair Dan H. Stewart. Voting nay: (None). Vice Chair Stewart invited members of the public to speak but no public comment was presented. IX.
