CITY OF HENDERSON CIVIL SERVICE BOARD REGULAR MEETING MINUTES Wednesday, November 15, 2023 I. CALL TO ORDER Chair Steve Harman called the Civil Service Board meeting to order at 5:45 p.m. in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Tamia Hawthorne, Human Resources Analyst, confirmed the Civil Service Board meeting had been noticed in compliance with the Nevada Open Meeting Law. Present: Chair Steve Harman Eric James Gilliland Bob Sweetin Kimberly A. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Member Eric James Gilliland introduced a motion to accept the agenda, as presented. The roll call vote favoring passage was: Those voting aye: Chair Steve Harman, Eric James Gilliland, Bob Sweetin, Kimberly A. Virtuoso, and Brenda Williams. Those voting nay: None. Those absent: None. Those abstaining: None. Chair Steve Harman declared the motion carried. V. NEW BUSINESS 1 HUMAN RESOURCES DIRECTOR UPDATE HUMAN RESOURCES City of Henderson Human Resources Director, Brooke Stream, will provide a brief update on the general status of the civil service employees. Brooke Stream, Human Resources Director, introduced the staff members that were present at the meeting to the Board. She also presented a summary of this agenda item; gave a PowerPoint presentation, titled Henderson – The Workforce Challenges Ahead – Positioning the City for the Future; and answered various inquiries from the Board members as she highlighted the information contained on the following slides:  Turnover Data, Total Turnover, and Turnover  Resignation Turnover, Retirement Turnover, and Retirement Projections  Retirement by Status  Recruitment Statistics  Average Time to Fill Vacancies, Applicant Pool, and Applicants per Recruitment  Workload Impacts  Process Improvements  Reallocation of Resources  Going Forward  Civil Service Rules Updates Regarding the Civil Service Rules Updates, Kristina Gilmore, Assistant City Attorney III, stated at a future meeting in 2024, this Board may accept the proposed revisions, and she explained the City Council two-meeting process that is required to amend the Henderson Municipal Code, effectively. Civil Service Board Page 3 of 7 Wednesday, November 15, 2023 – Minutes 2 PROPOSED REVISIONS TO CIVIL SERVICE RULES HUMAN RESOURCES Staff will present proposed amendments to the Civil Service Rules (HMC Title 6.0) to the Civil Service Board for discussion. Brooke Stream, Human Resources Director; and Kristina Gilmore, Assistant City Attorney III; presented a summary of this item and explained the redlined proposed revisions to the Civil Service Rules. Upon review of the proposed amendments to the Civil Service Rules (HMC Title 6.0), the Civil Service Board members recommended the following revisions: HMC Title 6.0 Civil Service Rules Proposed Revision by the Civil Chapter: Service Board members: 6.02.010 C. Add clarifying language to state the Board shall meet annually “or additionally, as needed, and by majority vote… Also, add clarifying language regarding The Director of Human Resources would call the meeting together. 6.04.010 E. The following quoted section should be added to the previous sentence: …(with no separation of employment) and is qualified to fill the position “and was hired through a competitive process into their part time classification.” 6.04.030 C. “process” in Assessment Process should be capitalized 6.04.030 D. “that” strikethrough should be highlighted in red 6.04.040 H. vii. Add an example related to the person not holding the required certification(s) or license(s). Also add “factual” before the word information Civil Service Board Page 4 of 7 Wednesday, November 15, 2023 – Minutes 6.04.040 H. “included but not limited to:” language should be revised to either an exhaustive list or it should state extenuating circumstances at the approval of the Director of Human Resources. 6.04.050 D. Add language to the first sentence of this section to reflect the employee may be hired to a position previously held or to a similar position within the same classification or a lower level within the same job band. 6.04.070 Consider adding parameters around this section 6.04.070 B. contains a “he/she” reference instead of they or their 6.05.020 A. Consider replacing two “full work” weeks to either eight (8) workdays or two weeks prior 6.07.020 A. Replace “supervisors”, with the Department Head, or their designee, language. 6.07.030 B. Consider adding a statement that states Performance Improvements Plans are not in and of itself a type of Disciplinary Action 6.08.010 iv Capitalize Electronic Communication throughout, add, and define the meaning in the Glossary 6.08.040 A. In the beginning of the second sentence, add, The parties “to the appeal” cannot be forced to be dismissed… 6.09 Glossary term 16 Performance Improvement Plan – clarify the definition related to disciplinary action corresponds to the revisions made in 6.07.030 B. Brooke Stream, Human Resources Director, presented a summary of this item and explained the redlined proposed revisions to the Civil Service Rules. (Motion) Member Eric James Gilliland introduced a motion to accept the proposed amendments to the Civil Service Rules to the following chapters, as identified in Item 2:  6.02.010 C.  6.04.010 E.  6.04.030 C.  6.04.030 D.  6.04.040 H. vii.  6.04.040 H.  6.04.050 D.  6.04.070  6.04.070 B.  6.05.020 A.  6.07.020 A.  6.07.030 B.  6.08.010 iv  6.08.040 A.  6.09 Glossary term 16 The roll call vote favoring passage was: Those voting aye: Chair Steve Harman, Eric James Gilliland, Bob Sweetin, Kimberly A. Chair Steve Harman opened the floor to nominations for the Office of Chair of the Civil Service Board. Member Eric James Gilliland nominated Member and current Chair Steve Harman, which was accepted. There being no additional nominations, Chair Steve Harman declared the Chair nominations closed. (Motion) Member Eric James Gilliland introduced a motion to elect Chair Steve Harman for the Office of Chair of the Civil Service Board. The roll call vote favoring passage was: Those voting aye: Eric James Gilliland, Bob Sweetin, Kimberly A. Virtuoso, and Brenda Williams. Those voting nay: None. Those absent: None. Those abstaining: Chair Steve Harman. Chair Steve Harman declared the motion carried. 5 ELECTION OF VICE CHAIRMAN HUMAN RESOURCES Elect new Vice Chairman to the Civil Service Board. Chair Steve Harman opened the floor to nominations for the Office of Vice Chair of the Civil Service Board. Member Eric James Gilliland nominated Member Kimberly A. Virtuoso, which was accepted. There being no additional nominations, Chair Steve Harman declared the Vice Chair nominations closed. (Motion) Member Eric James Gilliland introduced a motion to elect Member Kimberly A. Virtuoso for the Office of Vice Chair of the Civil Service Board. The roll call vote favoring passage was: Those voting aye: Chair Steve Harman, Eric James Gilliland, Bob Sweetin, and Brenda Williams. Those voting nay: None. Those absent: None. Those abstaining: Kimberly A. Virtuoso. Chair Steve Harman declared the motion carried. Civil Service Board Page 7 of 7 Wednesday, November 15, 2023 – Minutes VI. CHAIRMAN\MEMBER COMMENTS Kristina Gilmore, Assistant City Attorney III, thanked the Board members for the feedback they provided during the discussion regarding the proposed amendments to the Civil Service Rules. Brooke Stream, Human Resources Director, stated big challenges are coming ahead but by creating flexibility with the Civil Service Rules, they are able to be more adaptive. Chair Steve Harman commended staff for the backup materials that were provided and said appreciates the data-driven approach the City is taking regarding the proposed amendments to the Civil Service Rules. Chair Herman encouraged staff to take a bold stance to improve the Civil Service Rules without compromising the quality of the work they are conducting or the quality of the candidates on the eligibility lists. Lastly, he recommended comparing Henderson’s process to other agencies that have been able to effectively reposition themselves in the labor market when they recruit to the development of various policies. VII. SET NEXT MEETING The next meeting was not set; however, Brooke Stream, Human Resources Director, stated a Civil Service Board Meeting will be held in February of 2024. VIII. PUBLIC COMMENT There were no public comments presented. IX.
