I. CALL TO ORDER
(Minutes/Discussion)
Chair Michelle Romero called the Redevelopment Agency Meeting to order at
3:30 p.m., in the City Council Chambers, City Hall, 240 South Water Street,
Henderson, Nevada 89015.
Chair Romero said to make it easier for residents to voice their comments, there
will be two public comment periods. There will be one at the beginning of the
meeting, designated for comments related to items on the agenda, and one at
the end of the meeting, for general public comment.
Chair Romero stated the meeting is being video recorded and streamed live to
the Internet and on YouTube.
II. CONFIRMATION OF POSTING

Jose Luis Valdez, Secretary, confirmed the Redevelopment Agency meeting
had been noticed in compliance with the Nevada Open Meeting Law.

Financial update for the Downtown, Tuscany, Cornerstone, Eastside, and
Lakemoor Canyon Redevelopment Areas and the administration thereof as of
September 30, 2024.

Anthony Molloy, Director of Redevelopment, provided a brief summary of the
item.

Member Carrie Cox moved to accept the financial update for the Downtown,
Tuscany, Cornerstone, Eastside, and Lakemoor Canyon Redevelopment Areas
and the administration thereof as of September 30, 2024.

The roll call vote favoring passage was: Those voting aye: Chair Michelle

3 RATIFICATION
GROUND LEASE AGREEMENT
HENDERSON TOWNSITE SQUARE II, LLC

REDEVELOPMENT
Ratification of the Ground Lease Agreement between the City of Henderson
Redevelopment Agency and Henderson Townsite Square II, LLC, for +/- 0.75
acres of Real Property Located at 121-129 Water Street, also known as APNs
179-18-710-063, 179-18-710-064, 179-18-710-065 and 179-18-710-066 on the
West Side of Texas Avenue, North of Army Street, for the purpose of providing
public parking in the Downtown Redevelopment Area for a period of five years,
with one additional extension period of five years, in the maximum rental
amount of $235,000.00.

II, LLC, for +/- 0.75 acres comprised of Assessor Parcel Numbers 179-18-710-
063, 179-18-710-064, 179-18-71-065, and 179-18-710-066 on the West Side of
Texas Avenue, North of Army Street, for the purpose of providing public parking
in the Downtown Redevelopment Area for a period of five years, with one
additional extension period of five years, in the maximum rental amount of
$235,000.00.

The Mayor/Chair reserves the right to hear agenda items out of order, combine two or more
agenda items for consideration, remove an item from the agenda, or delay discussion relating

Public comment will be taken during the designated Public Comment periods and on
Public Hearing items. Individuals will be limited to three (3) minutes and spokespersons for a
group will be limited to ten (10) minutes at the discretion of the Mayor/Chair.
The Mayor/Chair reserves the right to curtail abusive, offensive, inflammatory, or repetitive
comments that disrupt, disturb, or otherwise impede the orderly conduct of the meeting. See
NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling,
stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks,
intimidation, threats, or any other comments intended to impede the meeting or infringe on the
rights of the Henderson City Council, City staff, or meeting participants.
