CITY OF HENDERSON REDEVELOPMENT AGENCY MINUTES SPECIAL MEETING Tuesday, November 1, 2016 I. CALL TO ORDER Chairman Hafen called the Special Redevelopment Agency Meeting to order at 5:36 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The Secretary confirmed the Special Redevelopment Agency Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. Present: Andy Hafen, Chairman Gerri Schroder, Member Sam Bateman, Member John F. Marz, Member Absent: Debra March, Member Officers: Robert Murnane, Executive Director Josh Reid, General Counsel Sabrina Mercadante, Secretary Absent: None Staff: Richard Derrick, Chief Financial Officer Robert Herr, Director of Public Works, Parks & Recreation Michael Tassi, Assistant Community Dev. and Services Director Tedie Jackson, Council and Commission Services Reporter Jonathon Nunes, Sr. Deputy City Clerk Chairman Hafen announced this meeting is being video recorded and streamed live to the Web. Redevelopment Agency Special Meeting Page 2 of 3 Tuesday, November 1, 2016 – Minutes III. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Chairman Andy Hafen moved to accept the agenda. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, John F. Marz, and Gerri Schroder. Those voting Nay: None. Those absent: Debra March. Those abstaining: None. Chairman Hafen declared the motion carried. IV. ITEMS OF BUSINESS RDA-1 SECOND AMENDMENT LAND PURCHASE AND SALE AGREEMENT DOUGLAS W. JAMES REDEVELOPMENT Second Amendment to the Land Purchase and Sale Agreement dated July 4, 2016, and amended August 16, 2016, between the City of Henderson Redevelopment Agency and Douglas W. James for the sale of approximately 2.80 acres, more or less, of vacant land and improved grade-level parking lot, identified as a portion of Assessor’s Parcel Number 179-18-218-002, generally located at the southwest corner of S. Water Street and Victory Road, to extend the due diligence period as described in the amendment. Mark Hobaica, Redevelopment Manager, presented a summary of this item. He explained that the appeal cannot be heard until November 14, 2016, and asked that the due diligence period be extended to December 13, 2016. (Motion) Member Sam Bateman moved to approve the Second Amendment to the Land Purchase and Sale Agreement dated July 4, 2016, and amended August 16, 2016, between the City of Henderson Redevelopment Agency and Douglas W.
