REDEVELOPMENT AGENCY MINUTES
SPECIAL MEETING
Tuesday, November 7, 2017
I. CALL TO ORDER
Vice-Chairman Stewart called the Special Redevelopment Agency Meeting to
order at 5:38 p.m., in the City Council Chambers, City Hall, 240 Water Street,
Henderson, Nevada 89015.
Vice-Chairman Stewart announced this meeting is being video recorded and
streamed live to the Internet.
II. CONFIRMATION OF POSTING AND ROLL CALL
The Secretary confirmed the Special Redevelopment Agency Meeting had been
noticed in compliance with the Open Meeting Law by posting the Agenda three
working days prior to the meeting at City Hall, the Multigenerational Center, the
Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public
Notice Website, the City of Henderson Website, and by mailing a copy of the
Agenda to everyone appearing thereon on the Agenda Master Mailing List.

III. ACCEPTANCE OF AGENDA (For Possible Action)
(Motion)
Member Schroder introduced a motion to accept the agenda as presented. The
vote favoring approval was unanimous. Vice-Chairman Stewart declared the
motion carried.
IV. ITEMS OF BUSINESS
RDA-1 REDEVELOPMENT AGENCY
CLARK COUNTY SCHOOL DISTRICT (CCSD) 18% SET- ASIDE FUNDING
DISTRIBUTION OF FUNDS
REDEVELOPMENT
Approve the 2017-18 Henderson Redevelopment Agency 18% Education
Set-Aside Fund distribution, in the amount of $1,022,038.00, to Clark County
School District as recommended by the Joint Planning Group.
Richard Derrick, Chief Financial Officer, presented a summary of this item, and
reviewed slides: COH Community Preferences, COH Community Supports
Education, What we Heard, COH Partners at Work, Henderson RDA
Previously-Funded School Improvements, Redefining Henderson’s Future
Investment in Schools (AB70), Recommendations from the Joint Planning
Group, Future Allocation Process Enhancements, and Fundraising Efforts.
Questions
Member Schroder commented on the importance of students having the ability
to take chrome books home to do homework, but the problem is no WiFi at
home. She asked if a portion of future funding can be dedicated to provide WiFi
access to certain neighborhoods in need.
Mr. Derrick replied that is possible to establish WiFi in underserved areas. He
noted that the City does partner with Cox, who offers a program that costs
$9.95 per month for WiFi.
(Motion)
Member Dan K. Shaw moved to approve the 2017-18 Henderson
Redevelopment Agency 18% Education Set-Aside Fund distribution of
$1,022,038.00 to Clark County School District as recommended by the Joint
Planning Group.
The roll call vote favoring passage was: Those voting aye: John F. Marz,
Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting nay: None.
Those absent: Debra March. Those abstaining: None. Vice-Chairman Stewart
declared the motion carried.

V. CHAIRMAN\MEMBER COMMENTS
There were no Chairman/Member comments presented.
VI. PUBLIC COMMENT
Amy Rich, 89015, thanked staff and the Redevelopment Agency for approving
funding for Brown Academy.
VII. ADJOURNMENT
There being no further business to come before the Agency, Vice-Chairman
Stewart, in concurrence with the Agency, adjourned the Special Redevelopment
Meeting at 5:52 p.m.

NOTICE
Notice to persons with special needs: For those requiring special assistance or

interpreter or services necessary for effective communication for qualified persons with

scheduled meeting. Listening devices are available for persons with hearing impairments.

The Chairman reserves the right to hear agenda items out of order, combine two or more

Public comment will be taken on each agenda item as it is heard. If you desire to provide
public comment on an agenda item, please complete a green speaker card and submit it to
the RDA Secretary prior to the item being heard. Individuals speaking on an item will be
limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes.

but may be referred by the Agency to the next Regular Meeting for
consideration. Public Comment will be limited to three (3) minutes at the
discretion of the Chairman.
