CITY OF HENDERSON SELF-FUNDED INSURANCE COMMITTEE REGULAR MEETING MINUTES Wednesday, November 15, 2017 I. CALL TO ORDER Chairman Tim O’Neill called the City of Henderson Self-Funded Insurance Committee Regular meeting to order at 2:01 p.m., in the Mayor and Council Boardroom, 4th Floor, City Hall, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL – Alysa Neilson Alysa Neilson, Employee Benefits Manager confirmed the Self-Funded Insurance Committee meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT No public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action). (Motion) Mr. Kerby introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman O’Neill declared the motion carried. V. NEW BUSINESS NB-1 MINUTES SELF-FUNDED HEALTH INSURANCE COMMITTEE SEPTEMBER 26, 2017 HUMAN RESOURCES Self-Funded Health Insurance Committee regular meeting minutes of September 26, 2017. (Motion) Mr. Kerby introduced a motion to adopt the September 26, 2017, meeting minutes as presented. The vote favoring approval was unanimous. Chairman O’Neill declared the motion carried. NB-2 MONTHLY FINANCIAL REPORT HUMAN RESOURCES City of Henderson Self-Funded Health Plan monthly financial report. Maria Gambo, Accounting Manager, reviewed the monthly financial report, retiree insurance subsidy, and stoploss restricted cash of October 30, 2017. Mr. Chiello asked for a breakdown of the Retiree Insurance Subsidy to show the number for public safety side and non-represented. NB-3 LOOMIS MONTHLY CLAIMS REPORT HUMAN RESOURCES Loomis monthly claims report. Ed Winogracki, The Loomis Company, reported the total paid claims analysis and large claimants. Self-Funded Insurance Committee Page 3 of 5 Wednesday, November 15, 2017 – Minutes NB-4 HEALTH PLAN OF NEVADA STATUS REPORT HUMAN RESOURCES Health Plan of Nevada status report. No status report was provided. NB-5 GALLAGHER BENEFIT SERVICES STATUS REPORT AND THIRD QUARTER REPORT HUMAN RESOURCES Gallagher Benefit Services status report and third quarter report. Shawn Adkins, GBS, reviewed the Estimated Accrued Plan Stats Report from January 2017 through December 31, 2017, Active versus Retirees, Large Claim Summary, Medical and RxPaid Claims, Dental Claims, Delta Dental Claims, and Vision Claims. Mr. Adkins reported that CVS pharmacy might be trying to buy out Aetna. NB-6 2018 EMPLOYEE FUNDING RATES HUMAN RESOURCES City Self-Funded PPO and Consumer Driven Health Plan (CDHP) with HSA Employee Only: $92.24 Employee plus Spouse: $220.56 Employee plus child(ren): $171.02 Employee plus spouse and child(ren): $280.94 Health Plan of Nevada Employee Only: $73.79 Employee plus Spouse: $176.45 Employee plus child(ren): $136.82 Employee plus spouse and child(ren): $224.75 Staff explained the copy of the Joint Benefits Agreement. (Motion) Ms. Shearin introduced a motion to approve moving forward with open enrollment for plan year 2018 using the monthly employee funding rates agreed upon in the tentative 2018 Joint Benefit Agreement. The vote favoring approval was unanimous. Chairman O’Neill declared the motion carried. Self-Funded Insurance Committee Page 4 of 5 Wednesday, November 15, 2017 – Minutes NB-7 STOP LOSS COVERAGE FOR PLAN YEAR 2018 HUMAN RESOURCES Review various stop loss renewal options for plan year 2018 and select one option for recommendation to City Council for approval. Shawn Adkins, GBS, reviewed the handout out entitled Stop Loss Analysis with two separate deductible options from three carriers. It was noted that Berkshire Hathaway’s proposal is 7.6 percent below the proposed renewal from the current carrier, Sun Life. (Motion) Chairman O’Neill introduced a motion to accept the Berkshire Hathaway Stop Loss coverage proposal for 2018, Individual Deductible amount of $525,000; and for staff will work with Berkshire Hathaway to prepare a contract to present to the City Council. The vote favoring approval was unanimous. The actual rate from Berkshire Hathaway will be presented to the Committee members at a future meeting. VI. CHAIRMAN\MEMBER COMMENTS Ms. Neilson reported there was positive attendance at the open enrollment meetings. Open enrollment closes November 30, 2017. Chairman O’Neill reported on classes he attended at the International Foundation of Employee Benefits conference. VII. SET NEXT MEETING The next meeting was scheduled for January 17, 2018, at 2:00 p.m. The Strategic Planning meeting will be scheduled in March. VIII.
