This meeting is being conducted in conformance with the State of Nevada Executive
Department Declaration of Emergency Directive 006, dated March 22, 2020, as extended by
Emergency Directive 029, dated July 31, 2020, extending public meeting closures and
restrictions for the duration of the current state of emergency, unless terminated by a
subsequent directive or by operation of law associated with lifting the Declaration of

The Chair reserves the right to hear agenda items out of order, combine two or more agenda

In the event discussion of an agenda item raises an issue that, upon further discussion,
could result in disclosure of a person's protected health information, the Committee may,
pursuant to Nevada Revised Statutes 241.030(3), close the meeting upon a motion which
specifies:
a. The nature of the business to be considered; and
b. The statutory authority pursuant to which the Committee is authorized to close the
meeting.
c. Only the business identified in the motion may be discussed. The closed session
must be recorded and minutes of the closed session must be kept.

Public comment will be taken at the designated Public Comment periods through live

spokespersons for a group will be limited to ten (10) minutes at the discretion of the Chair.
The Chair reserves the right to curtail abusive, offensive, inflammatory or repetitive
comments that disrupt, disturb or otherwise impede the orderly conduct of the meeting. See
NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling,
stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal
attacks, physical intimidation, threatening use of physical force, assault, battery, or any other
acts intended to impede the meeting or infringe on the rights of the board and/or committee
members, City staff, or meeting participants.

RECOMMENDATION: Adopt
Correction to the Self-Funded Health Insurance Committee Meeting minutes of
August 19, 2020, that were adopted at the September 16, 2020, Self-Funded
Health Insurance Committee Meeting. The Motion for Item NB-11, Delta Dental
Administrative Fee Renewal Proposal for Plan Years 2021 - 2022, should be
corrected as follows due to an administrative error:
Previous Motion:
Chairman Fennema introduced a motion to direct staff to present and recommend
approval of the Vision Services Plan contract renewal proposal for plan years
2021 - 2024 to the Human Resources Director at the current plan design and
administrative fee structure. The vote favoring approval was unanimous.
Chairman Fennema declared the motion carried.
Corrected Motion:
Chairman Fennema introduced a motion to direct staff to present and recommend
approval of the Delta Dental contract renewal proposal for plan years 2021 - 2022
to the Human Resources Director. The vote favoring approval was unanimous.
Chairman Fennema declared the motion carried.

NB-4 STOP LOSS COVERAGE FOR PLAN YEAR 2021

For Possible Action.
RECOMMENDATION: Review various options for stop loss insurance
coverage for Plan Year 2021, select option, and direct Committee staff to
submit to City Council for approval.
Review the stop loss insurance renewal options for Plan Year 2021. Renewal
options also detailed in the attached renewal proposal and renewal analysis.
Select one option for recommendation to City Council for approval.
Renewal at Current Deductible
Individual Deductible: $525,000.00
Single Rate: $8.40 per employee per month
Family Rate: $35.68 per employee per month
Estimated total annual premium: $448,385.00
Increase of 10.19% over current year premium
Alternative #1
Individual Deductible: $535,000.00
Single Rate: $8.19 per employee per month
Family Rate: $34.96 per employee per month
Estimated total annual premium: $439,112.00
Increase of 7.88% over current year premium
Alternative #2
Individual Deductible: $550,000.00
Single Rate: $7.83 per employee per month
Family Rate: $33.75 per employee per month
Estimated total annual premium: $423,487.00
Increase of 4.07% over current year premium
