CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MINUTES December 16, 2015 I. CALL TO ORDER Chairman Dan Hyde called the Senior Citizens Advisory Commission Meeting to order at 5:30 p.m., at 240 Water Street, Henderson City Hall, in the Council Chambers Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Monica Rivera, Administrative Assistant III, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreation Center, and Fire Station No. 86. PUBLIC COMMENT There were no comments presented by the public. IV. ACCEPTANCE OF THE AGENDA (Motion) Ms. Nies introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. V. NEW BUSINESS 1 MINUTES NOVEMBER 18, 2015 PUBLIC WORKS, PARKS AND RECREATION Adopt the minutes of November 18, 2015 meeting. (Motion) Mr. Mullen introduced a motion to adopt the minutes as presented. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. 2 DISCUSS AND APPROVE A THIRD PARTY PARTNER FOR THE 2016 SENATORIAL SENIOR TOPICS FORUM PUBLIC WORKS, PARKS AND RECREATION Commission may approve a third party partner for the 2016 Senatorial Senior Topics Forum. This item was heard immediately following Item 4. Ms. Baldizan informed the Commission that she has been in contact with Nevada State College and they seem interested. Discussion ensued regarding the format of the forum and attracting third-party partners. Cory Clark, Recreation Services Manager, said the Chamber of Commerce is having a candidate forum. Chairman Hyde asked the Commission if they want to continue to pursue holding a candidate forum. Mr. Flake said he is a bit deflated with the positon that the City is taking regarding the forum. He said it is difficult and the Commission would really Senior Citizens Advisory Commission Page 3 December 16, 2015 – Minutes need to brainstorm with the City on how to proceed and if it could even work. He said finding the right partner will be a challenge. He suggested that a way to proceed would be for the Commissioners to move forward with this on an individual basis. No action was taken on this item. 3 DISCUSSION AND POTENTIAL ACTION ON THE FRAMEWORK FOR THE 2016 SENATORIAL SENIOR TOPICS FORUM PUBLIC WORKS, PARKS AND RECREATION Commission will discuss and potentially vote on the framework for the 2016 Senatorial Senior Topics Forum. A discussion ensued regarding ideas for the structuring of the forum. Mr. O’Neil suggested having the questions answered on a YouTube video. Chairman Hyde said the questions could be senior questions addressed to the candidate. Mr. Mullin commented that if there is not an audience, then the candidates may not be interested. Mr. Mullin also questioned how many seniors are going to be watching YouTube. Mr. Flake said he shares Mr. Mullin’s same concerns. He said candidates are going to have a lot of questions regarding the format and particulars regarding this before they would agree with doing a YouTube video. Chairman Hyde asked Mr. O’Neil to come back with more information at the next meeting. Chairman Hyde said the Commission needs to make some decisions by next month. 4 RTC PROVIDES VETERANS WITH MEDICAL TRANSPORTATION PUBLIC WORKS, PARKS AND RECREATION Commission will discuss an article regarding the RTC providing Veterans with medical transportation. This item was heard following Item 5. Chairman Hyde discussed the RTC’s new VMTN program, which provides Senior Citizens Advisory Commission Page 4 December 16, 2015 – Minutes veterans with free transportation to medical appointments. He noted that the RTC will be promoting this aggressively through their media outlets. Chairman Hyde asked the Commissioners to get the word out to friends and associates to let veterans know about this service. He said additional information will be forthcoming. Ms. Nies asked if there are flyers containing the info? Chairman Hyde said they are developing a flyer, but there is not one available at this time. Ms. Baldizan asked if this if just for veterans? Chairman Hyde said he will get clarification to see if dependents are included in this program as well. Mr. O’Neil said his company is getting three buses that will provide free rides to anyone who needs them. 5 HENDERSON SENIORS' AUXILIARY PUBLIC WORKS, PARKS AND RECREATION A member of the Henderson Seniors' Auxiliary will give the monthly report. This item was heard immediately following the minutes. Maryanne Stanger gave an update on the Auxiliary and gave a summary of the following events:  bake sale  art raffle  elections will take place next month  Giving Tree was a success. Debra Roth, Secretary, said they are entertaining new sponsorships in January. Maryanne distributed her new business cards to the Commissioners. 6 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Recreation Services Manager, Corey Clark, will give a staff report and an update on the City's senior services. Corey Clark, Recreation Services Manager, highlighted the following areas:  Heritage tree giveaway  Introduced Juanita K and she highlighted some senior events taking place at the Henderson Multigen Center. Senior Citizens Advisory Commission Page 5 December 16, 2015 – Minutes VI. CHAIRMAN/MEMBER COMMENTS Chairman Hyde mentioned an article on guardianships that was printed in the Las Vegas Review Journal. He encouraged the Commissioners to read the article and be aware of the issue. Mr. Flake commented that his firm has done some pro bono guardianship work in the past. VII. SET NEXT MEETING The next regularly scheduled meeting will be held on January 20, 2016, at 5:30 p.m. in the Council Chambers Conference Room of City Hall. VIII. PUBLIC COMMENT David Karel, David Karel Group, said Rob Levrant, the new Director of the OLLI program at UNLV is interested in implementing some Medicare classes and is interested in working with the Senior Citizens Advisory Commission. Mr. Karel will invite him to make a presentation at the January meeting. IX.
